OF THE
Bar Harbor Village Improvement
Association.
The fourteenth annual meeting of the Associa-
tion was duly called and held at the St. Sauveur
on September 8, 1903. The reports presented at
this and previous meetings are printed in this re-
port in full.
MEMBERSHIP.
All visitors to Bar Harbor, as well as residents,
are cordially invited to join the Association. No
formality is necessary to become a member. The
handing in of a name accompanied by one dollar,
to the Treasurer of the Association, Mr. F. C.
Lynam, at his office, the Bar Harbor Banking &
Trust Co., constitutes membership. Life mem-
bership, $25.

Report of the Chairman of the Sanitary
Committee.
The Chairman of the Sanitary Committee begs
to report that he has been required to call few
meetings because the Board of Health now con-
sists of such able, efficient men that most pro-
blems are foreseen and questions submitted to
them are promptly settled.
The most urgent subject is that of acquiring
By- Laws for the conduct of the Board of Health.
At present none exist. The laws formerly ruling
have been repealed and no substitutes have been
yet offered. At a joint meeting of the Sanitary
Committee and the Board of Health, called at the
home of the Secretary, Dr. E. J. Morrison, in
August, the old By-Laws were read and certain
minor clauses modified. Also, several points arose
for which additional By-Laws are being framed.
The Committee voted to ask the Society for an
appropriation to pay for legal advice on this revision
SO that the codex may be satisfactory when sub-
mitted to the town meeting.
One of the additions to the list is a law to en-

force the licensing of milk venders. This import-
ant matter was discussed in the report for 1902.
A most urgent need exists for better facilities
in the disposition of the garbage. The Board of
Health has little or no control over the contractor
who undertakes to dispose of garbage and rubbish.
That which is burned is done SO in such a manner
that the odor and the cinders fall all over the town,
borne by the wind, and is a plainly noticeable
nuisance, particularly obvious in the Swimming
Pool, where the cinders form an offensive scum
on the surface of the pool when the wind sets from
the eastward. The Board of Health and the
Sanitary Committee are one in desiring that ar-
rangements shall be made by which the burning of
rubbish shall be effected on land owned by the
town and distant from the village.
There is no reason why this should not be done
on the land now owned by the town about a mile
from the centers, and where the stone crusher
now stands (for the most part idly). Here a suit-
able incineration plant might be constructed in
which not only the dryer materials shall be con-
sumed, but the moist materials as well.
The difficulties in respect to this disposal of
garbage consists in the peculiar political influences

which endow certain persons with the ancient
privileges they have enjoyed in doing with this
much as they chose in spite of abundant protest
and earnest effort.
The Isolation Hospital, called the Pest House,
at Witch Hollow, is now owned by the town and is
in a very efficient condition to meet all reasonable
demands. The Board of Health has just completed
a number of improvements.
The physicians of the town are urging the
Hospital Management to build a room for isolation
of special cases.
One of the gravest offenses is that the collectors
of refuse and garbage, not being under control of
the Board of Health, they cannot be induced
always to separate the ashes from the swill, as they
have been directed. If they would do this, the
ashes could be placed upon certain roads or in
hollows where permitted or invited. The swill re-
quires special disposition.
There has been no buoy placed off the dumping
grounds, as required by the Board of Health, to
mark the place to which garbage shall be carried
in the SCOW. The fishermen claim that the dump-
ing of any garbage in the bay is hurtful to the
fishing. It certainly is a great offence to the
waters and shores of the bay.

Mr. Spratt deserves much credit for his good
work while he had the contract.
The Board of Health has ascertained that a
competent crematory can be purchased for about
$6000.00 and the economy of this would be great
because the combustible materials, now wasted,
are estimated fully sufficient to incinerate the
moist materials and also furnish power to run the
stone crusher.
There is much ground for believing that the
Commissioner of Sewers should be a member of
the Board of Health. He ought to be a practical
plumber. Two or three men in town are especially
equipped by knowledge of the plans and conditions
of the sewers to serve as efficent officials.
It is most important that the public shall get a
clear understanding as to what the Board of
Health has done and is striving to do. They are
hindered by the ancient and inefficient machinery
of the Municipal Goverment, which is utterly
unable, in its present form, to cope with modern
requirements.

Reports of Committee on Roads and Paths.
The paths and trails are in good condition. In
addition to the work done last autumn a man has
been employed for the months of June, July, and
August to work on the paths, to put up signs and
pointers, and to remove the trees which OC-
casionally fall across the paths, and to do any special
work suggested to the Committee.
Two new paths have been made, the Chasm
Brook Trail and the Sargent Brook Trail. The
latter on the western slope of Sargent's Mountain
in a little brook which runs through big boulders,
between high cliffs, opening up one ot the remark-
able bits of rock work on the Island, a great slab of
granite cut by nature from the mountain side,
which at some time slid off the mountain and now
stands on edge by the bank of the brook, the
upper end resting against the mountain slope,
leaving a long gallery at the base, between the
great sheet of granite and the mountain side,
through which one can walk beneath this grand
roof of stone.
This trail starts on the old Northeast Harbor

road not far from the junction of that road with the
road to Northeast Harbor which skirts the Sound.
A beautiful road without steep grades could be
built at comparatively small cost connecting this
Sound road with the Eagle Lake Road at the site
of the Curran house following in part the old
Southwest Valley wood road and the western
shore of Eage Lake.
The path work requires for next season an ap-
propriation of at least $250.

Report of Village Committee.
The regular work of the Village Committee was
commenced June the 15th. Previous to this the
grass in the cemetery had been mowed, the graves
which had settled had been filled up and SO forth.
The cemetery has been very well cared for all
through the summer. Some work was done on
the High School grounds. The path leading to
the shore and the shore path have been cleared
of papers, the latter path three times a week
during the summer. Owing to a great number of
excursions this has been a more arduous work
than usual.
The work on the streets has extended from the
south side of the Mt. Desert Nurseries to Duck
Brook including Highbrook Road and Eagle Lake
Road as far as the Kebo club grounds. Mt.
Desert street has been brushed and raked up
every week the weather permitted. All of the
village streets have been gone over from two to
four times. The man with the horse and cart has
gone through the village streets every morning
gathering up all papers and loose material. At

the recommendation of Mr. Dorr the V. I. A.
leased for the sum of one dollar a tract of land
between Cromwell Harbor Road, Strawberry Hill
Brook and the extension of Ledgelawn Avenue, on
condition that the land would be cleared of cut
brush and loose rubbish and persons prevented
from dumping rubbish there. Five dollars was
raised by the neighboring residents and five dollars
paid by the committee to James C. Grant for
having the brush and rubbish gathered and burnt.
Inability to secure the lease early in the season
has prevented the work being as satisfactory as
we had hoped. The cash on hand in the spring of
1903 was $689.94.
Expenditures up to September 5th, $636.50.
The balance on hand to finish the season's
work, including the money collected by James C.
Grant and a donation from Mrs. John Markoe of
$22.00 is $113.27.
The work of James C. Grant the efficient
foreman has as usual been most satisfactory in
every branch.

CHARTER.
CHAPTER CLXXXVI.
An Act to Incorporate the Bar Harbor Village
Improvement Association.
Be it enacted by the Senate and House of Rep-
resentatives in Legislature Assembled
as follows :
SECTION 1. Parke Godwin, Fred C. Lynam,

Deasy, Edward Coles, Serenus H. Rodick, Henry
Sayles, William B. Rice, David A. Bunker, Elihu

Augustus Gurnee, A. W. Morrill, Iphigenia Z.
Place, Frances E. Wood, George W. Vanderbilt,

corporated under the name of the Bar Harbor
Village Improvement Association, for the purpose

of instituting and maintaining public improvements
in the village of Bar Harbor and other parts of
Mount Desert Island.
SECTION 2. For the purpose of its incorporation
this Association may receive and hold real and
personal property not exceeding fifty thousand
dollars in amount; make contracts to be binding
upon itself but none upon its individual members :
and to make by-laws not inconsistent with law for
the regulation of its membership and its govern-
ment.
SECTION 3. The first meeting of this corpora-
tion may be called by any one of the above
associates, by a notice published two weeks suc-
cessively before the time of said meeting in any
newspaper published at Bar Harbor.
SECTION 4. This act shall take effect when ap-
proved.

BY-LAWS.
PREAMBLE.
WHEREAS, It is evident to all who are interest-
ed in the village of Bar Harbor that some method
of united action is needed in order to preserve the
natural beauties of the place and to encourage
artificial improvements by the ornamentation of
the streets and public grounds of the village, by
planting and cultivating trees, erecting tasteful
buildings, clearing and repairing sidewalks, lighting
streets, and doing such other acts as shall tend
to beautify, adorn and be for the convenience of
the village : therefore we the undersigned, have
formed purselves into an association and agree to
be governed by the following By-Laws :
NO. 1. NAME.
The Society shall be known as the BAR HAR-
BOR VILLAGE IMPROVEMENT ASSOCIATION.
NO. 2. BOARD OF MANAGERS.
The Board of Managers shall consist of not less
than thirty nor more than fifty members, of whom

one-half may be ladies and all of whom shall be
elected by ballot or other method provided by vote
of the corporation at the annual meeting, and shall
hold office until their successors are elected. They
shall hold a regular meeting on the second Tues-
day in July, August and September of each
year, at which meetings reports shall be presented
by the Treasurer and by the Standing Committees.
Special meetings may be called by the Chairman
or by one of the Vice-Presidents. The President
and Secretary of the Association shall act as
Chairman and Secretary of the Board of Managers,
and shall be ex-officio members of all standing
committees. The Board shall have power to fill
vacancies in its own number or of officers occur-
ring during the year. This Board shall, except as
herein provided, exercise all the powers of the
corporation and may delegate its powers to any
committee or officer. It shall annually appoint
from its members six Standing Committees, i. e.:
Finance.
Entertainment.
Sanitary.
Roads and Paths.
Trees and Planting.
Village.

These committees shall consist of not less than
three nor more than seven members of the Board;
but the Entertainment Committee shall have power
to add to its members from the managers or from
the Annual Members of the Association.
NO. 3. DUTIES OF COMMITTEES.
Finance Committee. It shall be the duty of the
Finance Committee to devise ways and means to
procure funds for the use of the Association, by
extending the membership, procuring subscriptions
and donations, and by any other means not con-
flicting with the duties of the Entertainment Com-
mittee. This Committee shall also audit the ac-
counts of the Treasurer, on or about the first day
of September in each year. If at that time there
shall be found in the hands of the Treasurer a
surplus of money beyond the estimated disburse-
ments for the ensuing winter, such surplus shall
be invested at that time in marketable and interest
paying securities. Such securities shall be bought
and sold subject to the approval of a majority in
number of the Finance Committee.
Entertainment Committee. It shall be the duty
of this Committee to arrange and provide for any
festivities or entertainments that may be thought

advisable for raising funds for the use of the
Association.
Committee on Trees and Planting. It shall be the
duty of this Committee, under the authority of the
Board, to secure the removal of dead wood and
underbrush, and to give directions for planting
trees, shrubs and vines.
Sanitary Committee. It shall be the duty of this
Committee to examine into the condition of the
water, the disposal of garbage, the sewers, drains,
tenement houses and localities generally likely to
become sources of injury or contagion, and to re-
port to the Board of Managers, and if necessary to
consult with the town officers.
Committee on Roads and Paths. It shall be the
duty of this Committee to examine into the roads,
and to report upon the same, whenever it deems a
report thereon to be necessary. and to lay out, keep
in repair and mark with signs, cairns and pointers
the paths and trails over the mountains, and
through the woods on the Eastern part of the
island, or such of them as it shall deem expedient,
and SO far as it has funds for the purpose.
Village Committee. It shall be the duty of this
Committee to keep the streets tidy, by trimming

the borders between the sidewalks and roadways,
cutting grass and weeding. and removing such
loose paper and rubbish as is not collected by town
officials. It shall also have the care of the village
graveyard.
The Standing Committees shall meet at least
once a month during the summer and shall elect
their Chairman yearly at the first meeting after
the annual meeting.
NO. 4. OFFICERS OF THE ASSOCIATION.
The officers of the Association shall consist of
a President, three Vice-Presidents, Treasurer and
Secretary. They shall be chosen from the Board
of Managers and shall be elected by ballot or other
method provided by vote of the corporation at the
annual meeting and shall hold office until their
successors are. elected. (A provisional election
may be held of a Board of Managers and officers
to serve until the annual meeting in 1891.)
NO. 5. DUTIES OF OFFICERS.
SECTION 1. The President shall preside at all
of the meetings of the Association, and in his ab-
sence one of the Vice-Presidents shall perform the
duties of office.

SECTION 2. The Secretary shall keep a correct
and careful record of all the proceedings of the
Association in a suitable book, have charge of the
books, accounts and seal of the Association, and
give notice of all meetings.
SECTION 3. The Treasurer shall have charge
of all money and other property of the Association,
and shall make a report at each meeting of the
Board of Managers, and an annual report to the
Association at its annual meeting, pay the bills
which shall be approved by the President, one of
the Vice-Presidents, the Secretary, or by a mem-
ber of the Finance Committee.
NO. 6. MEMBERSHIP.
SECTION 1. The members of this Association
shall consist of three classes : Annual, Life and
Honorary.
SECTION 2. Any person over fourteen years of
age by the payment of one dollar annually, and any
child under fourteen years of age who shall pay the
sum of fifty cents annually, shall be a member of
this Association for the current fiscal year, which
shall end the third Tuesday of July.
SECTION 3. The payment of five dollars annually
for seven years, or ten dollars annually for three
VILLAGE IMPROVEMENT ASSOCIATION.

years, or twenty-five dollars in one sum, shall con-
stitute a person a life member of the Association.
SECTION 4. Honorary members may be con-
stituted by a vote of the Association
SECTION 5. All members of this Association
under its former organization shall be members of
this Association.
NO. 7. MEETINGS.
The annual meetings of the Association shall be
held at some convenient place in the village of
Bar Harbor, on the second Tuesday in September
in each year. Notices of said meetings shall be
given by posting in two places in Bar Harbor, and
by advertising in any newspaper published in Bar
Harbor, the previous week. Other meetings of the
Association may be called by the President and
shall be called on written request of five members
of the Board of Managers.
NO. 8. SEAL.
The corporation shall have a seal bearing its
name and date, " 1891. " "
NO. 9. DEEDS AND CONTRACTS.
Deeds and contracts shall be executed by the
President, Treasurer, and one of the Vice-Presi-

dents. No member shall be personally liable for
any contract or debt of the corporation.
NO. 10. QUORUM.
Eleven members of the corporation, seven mem-
bers of the Board of Managers, or three of the
members of any committee, shall constitute a
quorum, and a quorum being present a majority
thereof shall control.
NO. 10. AMENDMENTS.
These By-Laws as a whole, or any part thereof,
may be repealed or amended by a vote of two-
thirds of the members present at any regular or
official meeting of the Association, but a notice of
any proposed change shall be given in the call for
the meeting.
NO. 12. ORDER OF BUSINESS.
Reading minutes of the preceding meeting, and
action thereon. Report of Treasurer. Report of
Standing Committees. Report of Special Com-
mittee. New business.
