The fifteenth annual meeting of the Associa-
tion was duly called and held at the Young Men's
Christian Association on September I3, 1904.
The reports presented at this and previous meet..
ings are printed in this report in full.
MEMBERSHIP.
All visitors to Bar Harbor, as well as resi-
dents, are cordially invited to join the Associa-
tion. No formality is necessary to become a
member. The handing in of a name accom-
panied by one dollar, to the Treasurer of the
Association, Mr. F. C. Lynam, at his office,
the Bar Harbor Banking & Trust Co., con-
stitutes membership. Life membership, $25.

Report of the Committee on Roads and
Paths.
Your Committee has employed two men
during the months of June and July, and one
man during the month of August to keep the
many paths and trails clear, and to renew the
signs, cairns and pointers.
One new path was made last autumn, con-
necting the Giant Slide, on the Sargent Mt.
trail, with the Chasm Brook Path, where the
latter meets Aunt Betty's Pond Path on the
northwesterly ridge of Sargent Mountain.
No new paths are planned, but some work
for the improvement of existing paths is laid
out, to be done this autumn and next spring.
For this work, and for the care of the paths
and trails next summer an appropriation of at
least $300 is required.

Report of Village Committee.
The work in the Cemetery and on the streets
was commenced in June. The usual area was
gone over with the exception of Cottage street,
which owing to the increase in wages paid this
season we were obliged to omit. It is deemed
best in future to confine the work done by this
Committee on the streets, to cutting the grass
and weeds along the edges of the roads and em-
ploying a team each day during July and Au-
gust to collect the loose papers, as has been
done very successfully for the past two seasons.
The work on the Cemetery and the gathering
of loose papers and rubbish from the Shore
Path will be carried on as usual.
The funds on hand June I4, 1904 were
$671.82. The amount spent during the sum-
mer was $507.64, leaving a balance of $101.18
on September I2, 1904. Some money has
been collected by Mr. Grant, our able and ef-
ficient foreman under whose careful supervision
the work has been carried on. This brings the
amount of our funds at present to $107.43.

Report of Glen Mary Park Committee.
The Committee would report that the con-
ditions of Miss Shannon's deed of trust have
been faithfully complied with, that the drain
laid during the past year has by drying up the
marshy land allowed the use of the whole
grounds by children and others, mostly of the
people living on Ledgelawn avenue and the
Village streets which the year previous was
prevented by the wet soil. Wild flowers and
grasses have grown luxuriantly and the trees
look healthy and in good foliage.
It has been the purpose of the Committee to
keep the natural growth in the Park rather
than to cultivate an ornamental appearance.
More benches have been placed in the Park
and more widely distributed than formerly.
The Committee will need an appropriation
of $25 for the care of the Park during the com-
ing year.

VILLAGE IMPROVEMENT ASSOCIATION. II
PARKE GODWIN.
The Village Improvement Association of Bar
Harbor at its special meeting held July 25,
1904, desires to record on the minutes its sin-
cere and deep regret and sorrow in the removal
by death of its late distinguished and respected
and loved President, Parke Godwin.
Mr. Godwin became President of the Asso-
ciation in 1889, the year of its organisation,
and continued in his office until the date of
his death, January 7, 1904. He was honored
in this village by all its inhabitants. His strik-
ing personality and genial manners and simple
life were observed by all. His high character
and intellectural ability were known the world
over and this Association has been honored in
having at its head, a man SO distinguished.
He was always faithful and attentive to the
interests of this Association and we miss his
presence at our meetings and continue to mourn
his loss.

CHAPTER CLXXXVI.
AN ACT TO INCORPORATE THE BAR HARBOR
VILLAGE IMPROVEMENT ASSOCIATION.
Be it enacted by the Senate and House of
Representatives in Legislature As-
sembled as follows:

B. Deasy, Edward Coles, Serenus H. Rodick,
Henry Sayles, William B. Rice, David A.
Bunker, Elihu T. Hamor, Addie B. Higgins,
Mary G. Dorr, Augustus Gurnee, A. W. Mor-
rill, Iphigenia Z. Place, Frances E. Wood,
George W. Vanderbilt, Gertrude S. Rice,

their associates and successors, are hereby in-
corporated under the name of the Bar Harbor

Village Improvement Association, for the pur-
pose of instituting and maintaining public im-
provements in the village of Bar Harbor, and
other parts of Mount Desert Island.
SECT. 2. For the purpose of its incorpora-
tion this Association may receive and hold real
and personal property not exceeding fifty thou-
sand dollars in amount; make contracts to be
binding upon itself but none upon its individual
members; and to make by-laws not inconsist-
ent with law for the regulation of its member-
ship and its government.
SECT. 3. The first meeting of this corpo-
ration may be called by any one of the above
associates, by a notice published two weeks
successively before the time of said meeting
in any newspaper published at Bar Harbor.
SECT. 4. This act shall take effect when
approved.

BY-LAWS.
PREAMBLE.
Whereas, it is evident to all who are interest-
ed in the Village of Bar Harbor that some
method of united action is needed in order to
preserve the natural beauties of the place by
the ornamentation of the streets and public
grounds of the village, by planting and culti-
vating trees and doing such other acts as shall
tend to beautify, adorn and increase the attrac-
tions of the village; therefore we have formed
ourselves into an Association and agree to be
governed by the following By-laws :
No. 1.-NAME.
The Society shall be known as the Bar Har-
bor Village Improvement Association.
No. 2. -MEMBERSHIP.
SECTION I. The members of this Associa-
tion shall consist of two classes Annual and
Life.

SECT. 2. Any person over fourteen years
of age by the payment of one dollar annually,
and any child under fourteen years of age who
shall pay the sum of fifty cents annually, shall
be a member of this Association for the current
fiscal year which shall end on the second Tues-
day of September.
SECT. 3. The payment of five dollars an-
nually for seven years, or ten dollars annually
for three years or twenty-five dollars in one
sum, shall constitute a person a life member of
the Association.
No. 3. -MEETINGS.
There shall be meetings of the Association
held on the second Tuesday Qf the months of
June, July and August, and the Annual meet-
ing shall be held on the second Tuesday of
September in each year.
Said meetings shall be held at some conven-
ient place in the Village of Bar Harbor of
which due notice shall be given by the Sec-
retary.
Other meetings of the Association may be
called by the President and shall be called on

written request of five members of the Asso-
ciation.
No. 4.-OFFICERS OF THE ASSOCIATION.
At the Annual meeting the Association shall
elect by ballot the following officers :
President.
Three Vice-Presidents.
Treasurer.
Secretary.
who shall hold office for one year and until
their successors are duly elected.
At the same time and place the Association
shall elect or shall appoint, by the newly elect-
ed President, the Chairman and Members of
the following Standing Committees :
Finance.
Sanitary.
Roads and Paths.
Trees and Planting.
Village.
Glen Mary Park.
Special Committees may be appointed by a
vote of the Association at any time.

No. 5. - DUTIES OF OFFICERS.
SECTION I. The President shall preside at all
meetings of the Association, and in his absence
one of the Vice-Presidents shall perform the
duties of his office.
SECT. 2. The Treasurer shall have charge
of all money and other property of the Associ-
ation and shall make a report at each meeting
and a formal written report of the Annual
Meeting. He shall pay the bills which shall
be approved by the President or one of the
Vice Presidents or the Secretary, or by a mem-
ber of the Finance Committee.
SECT. 3. The Secretary shall keep a cor-
rect and careful record of all the proceedings
of the Association in a suitable book, have
charge of the books, records and seal of the
Association and give notice of all meetings.
No. 6. - -DUTIES OF COMMITTEES.
Finance Committee. It shall be the duty
of the Finance Committee to devise ways and
means to procure funds for the use of the As-
sociation, by extending the membership, pro-

curing subscriptions and donations or by any
other means. This Committee shall also audit
the accounts of the Treasurer, on or about the
first day of September in each year. If at any
time there shall be found in the hands of the
Treasurer a surplus of money beyond estimated
disbursements, such surplus may be invested in
marketable and interest paying securities.
Committee on Trees and Planting. It
shall be the duty of this Committee, to secure
the removal of dead wood and underbrush and
to plant trees, shrubs and vines, and to care for
the bicycle path and Newport Mountain Road.
Sanitary Committee. It shall be the duty
of this Committee to keep itself informed as to
the condition and care of Eagle Lake, both in
winter and summer, into the condition of the
water, to examine the stables, the disposal of
garbage, sewers, drains, tenement houses and
localities generally likely to become sources of
injury or contagion, and to report to the Asso-
ciation.
Committee on Roads and Paths. It shall

be the duty of this Committee to report as to
the condition of the roads, and to lay out, keep
in repair and mark with signs, cairns and
pointers paths and trails over the mountains,
and through the woods on the eastern part of
the Island.
Village Committee. It shall be the duty of
this Committee to make the streets attractive
by trimming the borders between the sidewalks
and roadways, cutting grass, weeding, and to
care for the village graveyard, etc.
Glen Mary Park. It shall be the duty of
this Committee to conserve the conditions of
Miss Mary Shannon's deeds of conveyance of
the Park Land, especially that concerned with
the care of the pine trees, and the setting out
and caring for the settees conveyed to this As-
sociation under said deeds and in other ways to
improve the appearance and attractions of this
Park, and to provide such police regulations as
shall prevent injury to trees, land or other
property thereon.
Each standing Committee shall make a

monthly report to the Association during the
summer and the reports prepared for the An-
nual Meeting shall be in writing.
No money shall be spent until appropriations
are made by the Association.
No 7.-SEAL.
The Corporation shall have a seal bearing
its name and date "1891."
No. 8. - -DEEDS AND CONTRACTS.
Deeds and contracts shall be executed by
the President, Treasurer and one of the Vice-
Presidents. No member shall be personally li-
able for any contract or debt of the Corporation.
No. 9.-QUORUM.
Eleven members of the Corporation, or a
majority of the members of any Committee,
shall constitute a quorum, and a quorum being
present, a majority thereof shall control.
No. b.-AMENDMENTS.
These By-laws as a whole, or any part there-
of, may be repealed or amended by a vote of

two-thirds of the members present at any regu-
lar or official meeting of the Association, but a
notice of any proposed change shall be given in
the call for the meeting.
