ANNUAL REPORT
Twenty-seoond Annual Report
While nothing new has been undertaken the
work of the Association has during the past
year gone on successfully.
This Association has ever made good and
economical use of its limited resources. None
of its funds have ever been wasted or devoted
to purposes of doubtful utility. It has admin-
istered its trust wisely, prudently and well.
The president can say these things with becom-
ing modesty because the entire credit is due to
the Association's very efficient committees under
whose supervision and direction its work is done.
The president makes only one suggestion and
recommendation as follows :-besides its care of
the entire path system, its planting and care of
roadside trees and its important sanitary work
especially in connection with the milk supply,
this Association has entire control of Bar Har-
bor's parks. Glen Mary Park, Woodbury Park
and Fawn Pond Park are owned in fee by the
Association. The Village Green is held by it
under a lease from the town.
In the development and beautifying of the
Village Green wonders have been accomplished
with small means.

A special committee has been appointed to
have the care of Woodbury Park.
The president recommends that the Associa-
tion consider carefully whether anything should
be done and can be done to develop, beautify
and make more useful the other public recrea-
tion grounds which it holds and controls.
The thanks of the Association are extended
to the Y. M. C.A. for allowing the use of its
rooms for meetings of the Association.

FINANCE COMMITTEE
Report of Finance Committee
For the year 1911.
As the financial condition of the Association
for the year ending September 14, 1911, is fully
covered by the report of the Treasurer it does
not seem necessary for your Committee to make
an extended report other than call your atten-
tion to a few items in connection with that
report.
The dues and general donations this year are
$1,502.50 against $1,624.00 last year. Special
donations this year $235 against $100 last year.
Total dues and donations this year $1,737.50
against $1,724.00 last year. The total income
for the year 1911 was $2,083.78 against $2,258.24
for the year 1910, showing our total income this
year $174.46 smaller than last year.
In connection with this difference in income
your Committee would state there was received
last year from the Village Green Fair the sum
of $223.42 and this year no similar Fair has
been held.
We have a balance in the Treasury this year
of $1,336.65.

Report of Village Committee
In submitting this report of work taken in
charge towards the end of July, by practically
a new Committee, the Chairman is fully con-
scious of the many things left undone.
The street borders remained untrimmed for
several weeks, as the Association voted at the
meeting held in June that this work should be
left to the town. However, this could not be
arranged, but the Commissioner agreed to re-
move the piles of grass cuttings, weeds, etc., if
the man employed by the Association would cut
the borders a couple of hours before the town's
employers cleaned the principal streets. This
method has saved cartage and has proven satis-
factory.
Two men only, have been employed this sum-
mer ; one man has trimmed and weeded the
sides of every street in turn, has raked the
paths leading to the Shore Path, and has
watered and cut the grass in the cemetery.
The whole time of the other man is spent in
picking u.p. the papers, cigarette and candy
boxes which thoughtless men and women throw
on the streets and the Shore Path, in spite of
the capacious barrels provided for their recep-
tion. However, that many people are aware of

the existence of these barrels is shown by the
fact that twenty-five are emptied twice a week,
and those in the most frequented places are at-
tended to more often.
The signs along the Shore Path were re-
lettered and varnished in the spring, but were
not placed in position until late in the season.
The Committee disapproving of defacing trees,
stakes for the signs were donated by a member,
and Mr. Leon Tabbut kindly contributed the
time of a man to put them in place.
The fact that the members of the Committee
live in different parts of the town has been a
great advantage, each member having super-
vision of her own district and reporting to the
Chairman.
The amount spent from September 9, 1910, to
September 14, 1911, is $524.38. No definite
appropriation having been allotted to this Com-
mittee, great care has been taken to keep down
the expenses.
Before closing a word of thanks is due to the
two men employed who have cheerfully and
promptly responded to every suggestion made
by the Chairman and who have done their work
most faithfully. Thanks are also due Miss
Nickerson.

Report of Village Green Committee
The report of the Village Green for the last
month differs but little from those that preceded
it since June. It is however pleasant to record
that the whole season of 1911 has been marked
by not only a greater appreciation than ever of
the popularity and real enjoyment of the Green,
but by far less frequent complaints of careless-
ness in various ways of those who most frequent
it. Of course at this season of the year it is
most difficult to keep the Green looking tidy all
the time on account of the constant falling of
the leaves, and of course, the immediate neigh-
borhood of the one famous apple tree in connec-
tion with the hungry boy-is quite hopeless.
There are more benches needed, and an exten-
sion of the present hedge would certainly be
very attractive, and it is earnestly hoped that
during the winter a small sum could be raised
by the residents of Bar Harbor to provide the
Green with these improvements.
Financially we feel that the Green has made
a good record, the amount expended having
been but $266.28.

2. Your Committee have inspected together
14 farms and have made 8 chemical and 12 bac-
teriological tests of milk ; and 5 chemical and
bacteriological tests of cream. The results of
the tests are as follows :

3. Your Committee is of the opinion that
the farmers, supplying the milk for Bar Harbor
are intelligent and willing to do what is in their

power to meet suggestions. While the number
of bacteria in most of the milk examined is ex-
cessive, as shown in the tests above, it is certain
that a few improvements if adopted by the far-
mers, will reduce the bacterial content to within
a reasonable limit.
4. The chief faults are :
A. Dark, unventilated, unwhitewashed and
unscreened cow barns :
B. Bacteriologically unclean utensils and
bottles, due to a lack of milk rooms used solely
for bottling and refrigerating purposes :
C. Lack of information, on the part of the
farmers, as to what is required and how to do it :
D. Lack of interest on the part of the con-
sumers.
Your Committee has been everywhere cordi-
ally received. The dairymen have shown great
readiness to explain their methods.
Your Committee believes that the majority of
the dairymen will adopt many of the sugges-
tions made to them, and in consequence, that
the results will be correspondingly satisfactory.
Your Committee urges each consumer to take
a personal interest in the quality of milk sup-
plied him, by pertinent inquiries of his dealer,
as well as by a visit to the farm where the milk
is produced.
Each member is also requested to aid the

Committee by notifying his dealer that the milk
supplied must conform to the standard to be set
by the Committee.

LAWS OF 1891. CHAPTER 186 :
An Act to Incorporate the Bar Harbor Village
Improvement Association
Be it enacted by the Senate and House of Rep-
resentatives in Legislature Assembled
as follows
SECTION 1. Parke Godwin, Fred C. Lynam,
William H. Sherman, Morris K. Jesup, Robert
Amory, Charles T. How, De Grasse Fox, Luere
B. Deasy, Edward Coles, Serenus H. Rodick,
Henry Sayles, William B. Rice, David A.
Bunker, Elihu T. Hamor, Addie B. Higgins,
Mary G. Dorr, Augustus Gurnee, A. W. Morrill,
Iphigenia Z. Place, Frances E. Wood, George
W. Vanderbilt, Gertrude S. Rice, Louisa S.
Minot, F. G. Peabody, Abby A. Potter, Francis
M. Conners, John E. Clark, George M. Wheeler,
Eugene B. Richards, and their associates and
successors are hereby incorporated under the
name of the Bar Harbor Village Improvement
Association, for the purpose of instituting and
maintaining public improvements in the village
of Bar Harbor, and other parts of Mount
Desert Island.

SEC. 2. For the purpose of its incorporation
this Association may receive and hold real and
personal property not exceeding fifty thousand
dollars in amount ; make contracts to be bind-
ing upon itself but none upon its individual
members ; and to make by-laws not inconsistent
with law for the regulation of its membership
and its government.
SEC. 3. The first meeting of this corporation
may be called by any of the above associates,
by a notice published two weeks successively
before the time of said meeting in any news-
paper published in Bar Harbor.
SEC. 4. This act shall take effect when
approved.

By-Laws
PREAMBLE.
Whereas, it is evident to all who are inter-
ested in the village of Bar Harbor that some
method of united action is needed in order to
preserve the natural beauties of the place by
the ornamentation of the streets and public
grounds of the village, by planting and cultivat-
ing trees and doing such other acts as shall
tend to beautify, adorn and increase the attrac-
tions of the village ; therefore we have formed
ourselves into an Association and agree to be
governed by the following by-laws :
No. 1-NAME.
This Society shall be known as the Bar Har-
bor Village Improvement Association.
No. 2-MEMBERSHIP.
SECTION 1. The members of this Association
shall consist of two classes : Annual and Life.
SEC. 2. Any person over fourteen years of
age by the payment of one dollar annually, and
any child under fourteen years of age who shall
pay the sum of fifty cents annually, shall be a
member of this Association for the current

fiscal year which shall end on the second Thurs-
day of September.
SEC. 3. The payment of five dollars annually
for seven years or ten dollars annually for three
years or twenty-five dollars in one sum, shall
constitute a person a life member of the Asso-
ciation.
SEC. 4. Irrespective of payment of dues the
following persons shall be members of the Asso-
ciation : the Selectmen, the Town Clerk, the
Treasurer, the Road Commissioners, the Super-
intendent of Schools, the Board of Health, the
Sewer Commissioner, and the Inspector of
Buildings, of the town of Eden ; the pastors
and rectors of all Christian churches in the
village of Bar Harbor, and all physicians
licensed to practice in the said village.
No. 3-MEETINGS.
There shall be meetings of the Association
held each year on the third Thursday of June
and on the second Thursday of July, August
and September of which the September meet-
ing shall be the annual meeting of the Associa-
tion.
Said meetings shall be held at some con-
venient place in the village of Bar Harbor of
which due notice shall be given by the Sec-
retary.
Other meetings of the Associatton may be

called by the President and shall be called on
written request of five members of the Asso-
ciation.
No. 4-OFFICERS OF THE ASSOCIATION.
At the annual meeting the Association shall
elect by ballot the following officers :
President,
Three Vice Presidents,
Treasurer,
Secretary,
who shall hold office for one year and until
their successors are duly elected.
At the same time and place the Association
shall elect or shall empower the newly elected
President to appoint, the chairman and mem-
bers of the following Standing Committees :
Finance, Village, Grievance, Sanitary, Roads
and Paths, Trees and Planting, Village Green,
and Glen Mary Park.
Special Committees may be appointed by a
vote of the Association at any time.
No. 5-DUTIES OF OFFICERS.
SECTION 1. The President shall preside at all
meetings of the Association, and in his absence
one of the Vice Presidents shall perform the
duties of his office.
SEC 2. The Treasurer shall have charge of
all money and other property of the Associa-
tion, and shall report at each of its regular

meetings. The report presented by him at the
annual meeting shall be in writing accompanied
by an account and vouchers for audit. He shall
be the sole disbursing officer of the Association,
and shall pay out the moneys of the Association
only upon written approval either of the chair-
man of the committee from whose appropriation
the disbursement is made, or of the President
or a member of the Finance Committee. Except
for usual office expenses, he shall pay out no
money until the same shall have been appro-
priated by the Association.
SEC. 3. The Secretary shall keep a correct
and careful record of all the proceedings of the
Association in a suitable book, have charge of
the books, records, and seal of the Association
and give notice of all meetings.
No. 6-DUTIES OF COMMITTEES.
Finance Committee. It shall be the duty of
the Finance Committee to devise ways and
means to procure funds for the use of the
Association, by extending the membership, pro-
curing subscriptions and donations or by any
other means. If at any time there shall be
found in the hands of the Treasurer a surplus
of money beyond estimated disbursements, such
surplus may be invested in marketable and
interest paying securities.
Village Committee. It shall be the duty of

this committee to make the streets attractive by
trimming the borders between the sidewalks
and roadways, cutting grass. weeding, and to
care for the village graveyard, etc.
Grievance Committee. It shall be the duty
of this committee to invite, to receive, to ex-
amine into, and if possible to secure the removal
of just grounds, for, complaints relating to
matters connected with the purposes of the
Association. In case any complaints received
by this committee. shall seem to lie within the
province of any other committee, they shall at
once be brought to the attention of such other
committee.
Committee on Trees and Planting. It shall
be the duty of this committee to secure the
removal of dead wood and underbrush and to
plant trees, shrubs and vines, and to care for
the bicycle path and Newport Mountain road.
Sanitary Committee. It shall be the duty of
this committee to keep itself informed as to the
condition and care of Eagle Lake, both in winter
and summer, into condition of the water, to
examine the stables, the disposal of garbage,
sewers, drains, tenement houses and localities
generally likely to become sources of injury or
contagion, and to report to the Association.
Committee on Roads and Paths. It shall be
the duty of this committee to report as to the

condition of the roads, and to lay out, keep in
repair and mark with signs, cairns and pointers
paths and trails over the mountains, and through
the woods on the eartern part of the island.
Glen Mary Park. It shall be the duty of
this committee to observe the conditions of Miss
Mary Shannon's deeds of conveyance of the
Park lands especially that concerned with the
care of the pine trees, and the setting out and
caring for the settees, conveyed to this Associa-
tion under said deed, and in other ways to im-
prove the appearance and attractions of this
Park, and to provide such police regulations as
shall prevent injury to trees, land or other
property thereon.
Each Standing Committee shall make a
monthly report to the Association during the
summer and the reports prepared for the annual
meeting shall be in writing.
No. 7-SEAL.
The Corporation shall have a seal bearing its
name and date "1891. "
No. 8-DEEDS AND CONTRACTS.
Deeds and contracts shall be executed by the
President, Treasurer and one of the Vice Presi-
dents. No member shall be personally liable
for any contract or debt of the Corporation.

No. 9-QUORUM.
Eleven members of the Corporation or a
majority of the members of any committee,
shall constitute a quorum, and a quorum being
present, a majority thereof shall control.
No. 10-AMENDMENTS.
These By-laws as a whole, or any part thereof
may be 'repealed or amended by a vote of two-
thirds of the members present at any regular or
official meeting of the Associatisn, but a notice
of any proposed change shall be given in the
call for the meeting.
No. 11-ORDER OF BUSINESS.

and action thereon.
