PHILIP MARKHAM CAUGHEY
(1902-1999)
"MEMORY AND VOICE OF THE FLEET"
Philip M. Caughey, for more than fifty years "the memory and the voice" of the
Northeast Harbor Fleet, died on December 19, 1999 at the age of 97. The Flag Officers of
the Fleet wish to dedicate this Annual Report to him and to express our sympathy to his
family.
Phil started working at the Fleet in 1932 and, except for three years of Army Air
Corps service during World War II, ran the business office at the Fleet every summer until
1989, and for many years worked on the Committee boat. In spite of Phil's protestations, the
Fleet threw an anniversary party in honor of his 50th year of service in 1982. Upon his
retirement the Fleet made him a lifetime Honorary Member.
Among Phil's most memorable characteristics, he was earnest, cheerful, meticulous,
courteous and self-effacing. He knew every member's name, their boat's name, and the
condition of their account.
Phil Caughey is irreplaceable, but his spirit and his pipe still burn brightly in that
simple office on Gilpatrick's Cove.

The Commodore's Report
The summer of 1999 continued a warming trend both for Mount Desert Island and for
the Northeast Harbor Fleet. The weather shone brightly upon us, and Fleet activities quickened
in happy molecular fashion.
Under the veteran leadership of Fleet Manager Mike Horn, the Junior program
flourished. Nearly 230 young people (an increase of 40% from 1998) enrolled in our morning
and afternoon instructional programs. The supply of Mercuries, Optimists and 420s barely met
the healthy demand, and your officers determined at season's end to explore means to enlarge the
Fleet's fleets.
We welcomed the arrival of Carol Walls as Assistant Treasurer and bookkeeper in 1999.
Carol and our veteran manager, Kathleen Slack, both serve in the administration of Mount Desert
Island's High School and enable the Fleet to remain in active communication with its membership
twelve months of the year.
The Shearwater received a new diesel engine, thanks to the generosity of more than sixty
members who responded to a special Commodore's plea this spring. Their names are listed in
the front of this report, and I am grateful to all of them for their willingness to support the Fleet
in this manner.
Mercury racing revived, especially on Thursday evenings, when as many as fourteen
boats were on the line and where sailors of all skill levels could test themselves, including your
Commodore who proved that setting a spinnaker single-handed does not necessarily make a
positive contribution to one's finishing position!
For the fifth consecutive year, Fleet sailors took on Blue Hill's Kollegewidgwok YC in
Team Racing, and this year came out on top, 3-0, in some exciting combat on Somes Sound.
John Henry organized the event and the five other skippers: Tom Fremont-Smith, Courtenay
Jenkins, Scott Redmon, and yours truly.
Sallie Smith, in her first year as House Committee Chair, organized two successful Fleet
Nights in which many Fleet families enjoyed presentations by multi-hull specialist Cam Lewis, and
oceanographer, Greg Stone. Sallie also upgraded the quality and conviviality of the Fleet teas on
Saturday after racing.
Bob Johnstone of J Boat fame won the 71st running of the Hayward Cop Race in a
fiberglass Bullseye while a fog-enshrouded fleet of big and little contestants threatened from
astern.
Your officers engaged our counterparts at Clifton Dock Corporation in a productive set
of discussions around subjects of mutual interest such as insurance coverage and mooring fields.
The Fleet, as sole owner of Clifton, has by design only one overlapping Board member but many
common concerns.
8
In a first time experiment the Fleet loaned its eight 420s to the MDI High School sailing
team for their use in the Fall of 1999 and Spring of 2000. Your officers are working to explore
a longer term arrangement which would benefit both parties. Meanwhile many of the MDI High
School sailors have been attracted to the advanced instructional program run by the Fleet on
summer afternoons.
We continue our search for a satisfactory "intermediate" racing boat to fill the gap
between the Mercury and the IOD. Our goal is to ensure the continued health of the Mercuries,
while identifying and testing a third type of boat which would be more of a family daysailor/racer.
All suggestions are welcome.
The Cruising Boats continued to find good sport in DownEastRaceWeek which five years
ago combined the August Cruise, Blue Hill's Nevin Cup, the Round Deer Isle Race and the West
Penobscot Bay Race into a series of six races over seven days. More than 50 yachts were
registered this year, and the fleet was entertained at North Haven and Blue Hill. Our former
Commodore Mike Chace, is now Admiral of the DERW Fleet.
As in many other parts of our lives, we strive at the Fleet to strike a balance between
having too few and too many other people engaged in the same activities at the same time. No
one wants to be the only boat on the starting line, or the "fifth wheel" in a sailing class Mercury.
By diversifying our racing and instructional offerings, by keeping a healthy supply of Fleet-owned
sailing and power craft, we hope to make the Fleet a vibrant enterprise which comfortably serves
all of its clienteles: the picnickers, the racers, the learners, the day sailors, and the cruisers alike.
In closing I would like to thank Mike Horn and his wonderful team of summer employees
or a smooth and successful season. And I also thank all the members of your very active
Executive Committee for a truly collaborative year of work.
Yours respectfully,
David Rockefeller, Jr.

Independent Auditor's Report
December 10, 1999
To the Executive Committee of
The Northeast Harbor Fleet
Northeast Harbor, Maine
We have audited the accompanying statement of financial
position of the Northeast Harbor Fleet as of September 30, 1999
and 1998, and the related statements of activities and cash flows
for the years then ended. These financial statements are the
responsibility of management. Our responsibility is to express
an opinion on these financial statements based on our audits.
We conducted our audits in accordance with generally accepted
auditing standards. Those standards require that we plan and perform
the audits to obtain reasonable assurance about whether the financial
statements are free of material misstatement. An audit includes
examining, on a test basis, evidence supporting the amounts and
disclosures in the financial statements. An audit also includes
assessing the accounting principles used and significant estimates
made by management, as well as evaluating the overall financial
statement presentation. We believe that our audits provide a
reasonable basis for our opinion.
In our opinion, the financial statements referred to above
present fairly, in all material respects, the financial position of
the Northeast Harbor Fleet as of September 30, 1999 and 1998, and
the results of its operations and its cash flows for the years then
ended in conformity with generally accepted accounting principles.
