CONSTITUTION
I. Name
The name of this club shall be "The Northeast Harbor
Fleet."
II. Purpose
The purpose of this club is the promotion of yachting
as an amateur sport at Northeast Harbor, Maine, and
in its vicinity.
III. Membership
Membership in this club shall be open to persons
interested in yachting.
IV. Officers and Executive Committee
The officers. of this club shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, and a
Treasurer, and such other officers as may be provided
for in the By-Laws. The officers and three other mem-
bers appointed by the Commodore shall constitute the
Executive Committee. The Executive Committee shall
provide By-Laws for the government of the Fleet.
V. Amendments
Amendments to this Constitution may be made at any
meeting of the Fleet, provided that written notice of
the proposed amendment is given at least 30 days in
advance.

BY-LAWS
I. Officers
The officers. of the Fleet shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, a Treas-
urer, and a Chairman of the Race Committee.
II. Election of Officers
1. All officers, with the exception of the chairman of the
Race Committee, shall be elected by ballot by the
Fleet at large at the annual meeting, and shall take
office on the following January first and hold office
for one year or until their successors are elected.
2. Any vacancy of office, except that of Chairman of
the Race Committee, may be filled by election at
any meeting of the Executive Committee, but only
for the unexpired term.
3. All elections shall be by ballot, and a majority of all
the votes cast shall be necessary to elect.
4. Members of the Race Committee shall be elected by
ballot by the Fleet. The Committee shall fill any
vacancies which occur. Members of the Committee
will be expected to notify the Chairman prior to
July 1st if unable to be at Mount Desert Island for
the summer during which they have been elected
to serve, in which case their resignation becomes
automatic.
III. Duties of Officers
1. The duties of the Commodore, Vice-Commodore,
Rear Commodore, Secretary, and Treasurer shall

be those usually pertaining to the offices of Presi-
dent, Vice-President, Secretary, and Treasurer,
respectively.
2. The Commodore may appoint a Fleet Captain, a
Fleet Surgeon, and a Fleet Chaplain from the mem-
bers of the Fleet.
3. The Commodore. shall be ex-officio a member of all
committees.
4. The Secretary shall act as Secretary of the meeting
at Class meetings for purposes of information,
recording of decisions, and reporting such decisions
to the Executive or Race Committee for their
information or action.
IV. Executive Committee
1. The Executive Committee shall be constituted in
accordance with the provisions of the Constitution.
2. The duties of the Executive Committee shall be to
organize, manage, and maintain the Fleet accord-
ing to the Constitution and By-Laws.
V. Race Committee
1. There shall be a Race Committee consisting of five
members elected by the Fleet. The Chairman shall
be elected by the Committee from its membership.
The Commodore and the Secretary shall in addition
be ex-officio members without vote, except in cases
where absentees at a meeting may cause a tie,
where the Commodore may cast a deciding vote.

2. The management of all races shall be under the
direction of the Race Committee whose general
authority is defined in Part I, Rule I, Racing Rules,
NAYRU which reads as follows:
"All races and the yachts sailing therein shall
be under the direction of the Race Committee
of the Club under whose auspices the races are
sailed. All matters shall be under their control,
and all questions which arise respecting such
races shall be subject to their decision. The
decisions of the Race Committee shall be based
upon these rules, so far as they apply, but as no
rules can be devised capable of meeting every
incident and accident of sailing, the Race Com-
mittee shall keep in view the ordinary customs
of the sea, and discourage all attempts to win
the race by other means than fair sailing and
superior speed and skill."
The Chairman of the Race Committee shall conduct
all meetings of said committee and be its official
spokesman in all matters pertaining to the activities
of said committee.
3. The Secretary shall act on the committee boat during
races as the responsible representative of the Race
Committee, his decisions, however, being subject
to approval or revision by the Race Committee.
VI. Membership
1. There shall be four classes of membership : Regular
members, junior members, honorary members, and
associate members.

2. A candidate for election as a regular, associate, or
junior member may be elected by the Executive
Committee.
3. Children of a regular member, under eighteen years
of age, may be elected to junior membership.
Junior members, upon reaching eighteen years of
age, may become regular members upon the pay-
ment of an additional initiation fee of $5.00.
4. The Executive Committee may from time to time
elect to honorary membership such persons as they
consider qualified.

A person not participating in yachting may become
an Associate Member. Members in this category
are exempt from the initiation fee.
6. Every member of the Fleet shall have the right to
fly the Fleet burgee.
7. Any member may resign from the Fleet by paying
all dues and giving written notice to the Treasurer.
8. Membership is not transferable except by permission
of the Executive Committee and then only in the
case of the death of the member.
VII. Dues
1. The initiation fee for a regular member shall be
$10.00.
2. The initiation fee for junior members shall be $5.00.

3. The annual dues for regular members shall be $10.00.
4. The annual dues for junior members shall be $5.00.
5. The annual dues for an associate member shall be
$10.00.
VIII. Meetings
1. There shall be an annual meeting held at Northeast
Harbor, Maine, in the month of August. Three
days' written notice of the annual meeting shall be
sent to each member.
2. Meetings other than the annual meeting may be
called by the Commodore. Three days' written
notice shall be sent to each member.
3. Ten members of the Fleet shall constitute a quorum
at any meeting.
4. Members may attend either in person or by written
proxy.
5. At all meetings of the Fleet the order of business
shall be:
1. Reading of Minutes.
2. Reports of Officers and Committees.
3. Communications.
4. Elections.
5. Unfinished business.
6. New business.
7. Adjournment.

IX. Fleet Insignia and Flag
1. The Fleet Insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be drawn as
shown in the attached diagram.
2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two-thirds of the length, with the
Fleet Insignia in blue of a diameter equal to one-
third of the length centered at a point equidistant
from the two longer sides of the flag and one-third
of the distance from the hoist to the end of the flag;
the space between the outer band and the central
disk of the. insignia to be white.
X. Fiscal Year
The fiscal year of the Fleet shall commence on the first
day of January.
XI. Amendments
These By-Laws may be amended by the Executive
Committee at any meeting, provided that written notice
of the proposed change is given three days before the
date of the meeting.

COMMODORE'S REPORT
During the past three summers the Northeast Harbor
Fleet continued to operate under wartime conditions.
Last season was by far the most successful from the
point of view of racing, sailing instruction, and general
interest. We shared with the rest of our country the
wave of optimism which proved a stimulus to the Fleet.
The result was a summer of activities second only to
peacetime years and one in which young and old partook
in large measure of Northeast Harbor's perfect marine
facilities.
Once again the racing schedule planned for the season
underestimated the possibilities and in midsummer an
extra day was added to the Annual Cruise. A special
regatta in celebration of the Thirtieth Anniversary of
the coming of the "A" boat to Mount Desert Island was
held for all members of that venerable class, that is, not
only Fleet members but all neighboring boats were in-
vited. This event proved such a success that twenty-
three boats turned out.
Through the use of the Rock End Dock during the
past two summers the Fleet has enjoyed its first perma-
nent base of operations. Last year it could be clearly
seen how valuable such a development can be in stimu-
lating interest and enthusiasm, particularly among the
younger members. Since the fleet of Bullseyes used for
the Sailing Instruction Class moors near the Rock End
Dock, Gilpatrick Cove has become the center of our
marine activities. This new stimulus to interest in sail-
ing has contributed much to the continued growth of our

Sailing Instruction Class. Unfortunately the Cove is
too small to accommodate all the Fleet and when normal
peacetime conditions are with us again, many yachts
will return to their former moorings in the Harbor,
Manchester Point, and elsewhere.
Once again the Sailing Instruction Class was under
the highly efficient direction of Harvey R. Kelley. Main-
taining its rapid growth, the number again doubled and
reached its peak with fifty-four children enrolled. The
activities of the Class are discussed in greater detail in
the report of the Sailing Instructor. It would not be
possible to continue the Sailing Instruction Plan except
for the generosity of many of the owners in the Bullseye
Class; Mrs. Ledyard Cogswell, Jr., Mrs. Lewis Neilson,
Mrs. John Van Pelt, Mr. William Barton Eddison, Mr.
R. Ellison Thompson, and Mr. Vance McCormick, who
lent their Bullseyes Puff-In, Chizzle, Sizzle, Woozle,
Bicker, and Fidget.
During the summer of 1944 the purchase of the Rock
End Dock property was completed and the three trustees,
Messrs. Jarvis Cromwell, P. Blair Lee, and Harry G.
Haskell, acting for the donors, leased it to the Fleet
in consideration of the Fleet's assuming the cost of
maintenance of the property. The total of the fund
donated by twenty generous members was $6,300, which
was used for the purchase of the dock property, adjoin-
ing land and approaches, and to buy the floats, bridge
connection, and make some necessary repairs to the
seawall. In addition, the Village Improvement Society,
learning of the inadequacy of our office facilities at the

dock, kindly offered to turn over to the Fleet its small
building used for the past two years as airplane spotting
headquarters for use as a temporary office at the head
of the Dock.
The number of teas usually given by friends of the
Fleet during August was curtailed because of the war-
time food shortage. However, three very successful
teas were held and proved the usual delightful means
of bringing old and young together. Fleet members and
their racing crews were entertained by Mr. and Mrs.
Lincoln Cromwell, Mr. and Mrs. Vance McCormick,
and the Commodore.
The growing interest in sailing on the part of both
old and young is indicated by the fact that the member-
ship increased by twenty-two; seven Regular, five Asso-
ciate, and ten Junior newcomers.
In spite of the absence of many active members now
in the Service, and through the kindness of some of our
members in lending their boats in connection with con-
ducting the races, it was possible to keep expenses to
a minimum and the Fleet closed the year's operations
without a loss. This happy condition could not have
resulted without the encouragement of all our members
who have stood by to keep things going while our active
sailors are serving overseas. Without the backing not
only of those who could be at Northeast but also of the
ones who found it necessary to remain at their posts
doing war work, it might well have been thought three
years ago not worthwhile even to try to keep going.
Another source of encouragement came through our

many friends among the elder Naval officers who as-
sured us that the Navy looked with favor on racing like
ours because it is a training school for future sailormen.
That this conclusion is justified is amply proved by the
large proportion of our boys who enlisted in the Navy,
and by their good records of which we are all justly
proud.
In each of the past three seasons a sufficient nucleus
of racing enthusiasts made possible the continuation of
an active Fleet. This nucleus has grown with each suc-
ceeding summer until it has been fairly proved that the
Fleet need no longer have any doubt as to the advisability
of conducting a racing program in wartime. It is hoped
that through the support of these still active members,
racing can be carried on for the duration SO that when
peace comes again to our shores, the Fleet can function
in its normal and natural manner.

RACE COMMITTEE REPORT
Racing the past summer at Northeast Harbor got off
to much the best start since Pearl Harbor with six
Internationals and seven A Boats going to the line in
the first race. The schedule adopted by the Race Com-
mittee called for six series races in July and ten series
races in August. As Labor Day fell on September 4th,
the August series covered a period of almost five weeks
and provided excellent racing. Although the winds were
light throughout the summer, the weather was probably
the finest that Northeast Harbor has had since the Fleet
was started and all of the series races scheduled as well
as the Hayward Cup Race were held on the days sched-
uled and all but two were finished within the time limit.
We held the races again on Tuesdays and Saturdays
while Wednesday was kept as a postponement day for
the Tuesday races in case the weather prevented them
being held on that day. More and more boats put in an
appearance as the season advanced so that nine Inter-
nationals, eighteen A Boats and eight Bullseyes raced
at one time or another; this against seven Internationals,
nineteen A Boats and five Bullseyes in 1943. Two 30
Square Meters participated in the Hayward Cup Race,
the only special race held during the summer.
Mr. Jarvis Cromwell again presented a trophy for the
A Class in the August series, the terms of which were
that it should be awarded to the boat, skippered by
the owner or a member of his family, sailing in not less
than two races, which scored the highest percentage

of. points in the races entered; Mr. Cromwell's idea
being to provide an incentive to a skipper who was out
of the competition for the August series because of miss-
ing some of the races.
A two day cruise had been scheduled for August but
owing to the clamor for a longer one by many of the
younger members of the Fleet, it was extended to three
days; the Fleet going to Pretty Marsh Harbor for the
first night and to Seal Cove the second night. Unfor-
tunately, a raw wind and rain on the second day greatly
marred its enjoyment.
The Sparrow was sold in the spring and for the third
season we were exceedingly fortunate in obtaining the
use of the motor boat of Captain Oscar Wedge, and for
this we are indebted to the generosity of Mr. Vance
McCormick by whom Captain Wedge is employed and
who made it possible.
The office of Secretary was again ably filled by Jimmy
Ducey who imbued the Fleet with his usual enthusiasm,
and in order that he could compete in the races, the
Committee Boat was handled by the Fleet Sailing In-
structor, Mr. Harvey Kelley, who performed his task
in an able manner.
Greater numbers of people came to Northeast Harbor
than for several summers past owing in part to the ex-
treme heat in the cities and in part in order to get a
real vacation after two and one-half years of war strain,
SO that the hotels were crowded to capacity in August.
Undoubtedly the racing was a great drawing card.

We are all looking forward to the day when we will
be able to welcome back to the Fleet the large number
of our members who are serving our country so splen-
didly in the Armed Forces.

1944
The 1944 sailing class began with a rush which was
far beyond anything expected and continued in the
same manner for the remainder of the season. On the
first day of the class a good-sized group was literally,
"Waiting on the end of the dock," for the sailing in-
structor to arrive. By the second day more children
were enrolled than had been enrolled during the entire
month of July the previous season. Daily attendance in-
creased steadily during July and reached a peak in the
first two weeks of August, when on several days as many
as thirty children reported for instruction. The entire
number enrolled finally reached 54 as compared with
28 in 1943 and 16 in 1942, the first year the program
was carried on.
Early in August it became apparent that the class had
reached a size which one person could not effectively
direct and it was decided to secure an assistant instruc-
tor. Albie Nelson was persauded to fill the position and
he proved to be both a capable and popular instructor.
His fine cooperation did a great deal to make the summer
a pleasant one for all who were connected with the sail-
ing class.
The instruction program got under way with four
boats which had been loaned to the Fleet. These proved
adequate for most class periods but there were days
when the number of children was more than the capacity
of the four boats. On these days other owners of Bulls-
eyes were very generous in making their boats available

and all of the eight Bullseyes in commission were used
at some time during the summer by the class.
With SO many children taking part in the program
it is very probable that individual accomplishment was
not as great as would have been the case had the group
been smaller. Every effort was made to see that the
time of the instructors was evenly divided among the
boats, and that each child had an equal chance to gain
experience in the different phases of boat handling. In-
dividual achievement varied a great deal, being largely
dependent on the interest shown and the number of
sessions attended.
The value of the program in building racing crews and
increasing interest in racing was very definitely shown
this season. Many of the class members were acting as
crew on both A boats and Internationals before the sum-
mer ended, and at the same time a fleet of eight Bulls-
eyes, whose skippers and crew members were nearly
all from the class, was taking part in the regular series
races.
Fleet members again helped the instruction program
a great deal by their interest and cooperation. Although
the confusion caused by the children, around the office
and on the dock, must have at times tried the patience
of adult members their understanding attitude did a
great deal to make the class feel it was a real part of
the Fleet's activities.
