The purposes of said corporation are:
A Yacht Club for the promotion of yachting as an ama-
teur sport at Northeast Harbor in the Town of Mount
Desert. Maine and in its vicinity: and to acquire, hold.
use and dispose of real or personal estate anywhere in the
State of Maine necessary and incidental for carrying out
the purposes of the corporation, in all not exceeding in
value One Hundred Thousand Dollars ($100,000.).

BY-LAWS
OF
THE NORTHEAST HARBOR FLEET
ARTICLE I
MEMBERSHIP
Section 1. Membership in The Northeast Harbor Fleet
shall be open to persons interested in yachting and shall
be divided into four classes: namely, regular members,
junior members, honorary members and associate members.
Regular members shall be such persons as the Executive
Committee may from time to time elect to participate
actively in yachting. The initiation fee for regular mem-
bers shall be $10.00.
Junior members shall be such children of regular mem-
bers, under eighteen years of age, as the Executive Com-
mittee may from time to time elect. In addition, junior
members may be elected when sponsored by a regular
member, subject to approval of the Executive Committee.
The initiation fee for junior members shall be $5.00.
Junior members, upon reaching eighteen years of age, may
become regular members upon the payment of an addi-
tional initiation fee of $5.00.
Honorary members shall be such persons as the Exec-
utive Committee may from time to time elect to honorary
membership. There shall be no initiation fee for honorary
members.
Associate members shall be such persons not participat-
ing actively in yachting as the Executive Committee may

from time to time elect. There shall be no initiation fee
for associate members.
Section 2. Membership shall not be transferable unless,
in the case of the death of a member, the Executive Com-
mittee in its discretion shall S0 permit.
Section 3. Any member who shall have paid all dues
and charges currently owing may resign upon written
notice given to the Treasurer. Upon termination of mem-
bership for any reason, a member shall forfeit to the cor-
poration all the benefits and privileges of membership and
all right, title and interest in and to the corporation or
any of its property.
ARTICLE II
MEETINGS OF MEMBERS
Section 1. The annual meeting of the members shall
be held at Northeast Harbor, Maine, in the month of
August in each year on such day and at such hour and
place as the Executive Committee may determine. Special
meetings of the members may be called at any time, at
the direction of the Commodore or of the Executive Com-
mittee or at the written request of ten or more of the
members.
Section 2. Seven days' written notice of each meeting
of the members shall be sent to each member. If a meet-
ing is adjourned, it shall not be necessary to give any
notice of the adjourned meeting.
Section 3. Each member shall be entitled to one vote
at every meeting of the members. Members may attend
either in person or by written proxy, and ten members

shall constitute a quorum for the transaction of business
at any meeting.
Section 4. The election of officers and of members of
the Race Committee shall be by ballot. A majority of all
the votes cast at a duly organized meeting shall be neces-
sary in all elections.
ARTICLE III
OFFICERS
Section 1. The officers of the corporation shall be a
Commodore, a Vice-Commodore, a Rear Commodore, a
Secretary, a Treasurer, a Clerk, a Chairman of the Race
Committee, a Chairman of the House Committee and a
Fleet Surgeon.
Section 2. With the exception of the Secretary, the
Chairman of the Race Committee, and the Fleet Surgeon,
all officers shall be elected by the members at the annual
meeting and shall hold office from the first of October
following their election for a period of one year or until
their successors are elected. No person shall be eligible
for election to any office at the annual meeting unless
nominated in writing by five members and filed with the
Secretary not less than five days before the annual meeting.
All such nominations shall be posted on the bulletin board
of the Fleet Headquarters for the five days preceding such
meeting.
The Secretary shall be elected by the Executive Com-
mittee. The Chairman of the Race Committee shall be
elected by the Race Committee from its membership. The
Fleet Surgeon, a Fleet Captain and a Fleet Chaplain may
be appointed by the Commodore from the members.

Section 3. Any officer may be removed by the Executive
Committee whenever in its judgment the best interests of
the corporation will be served thereby, and the Executive
Committee shall have power to fill any vacancies in any
office, except that of Chairman of the Race Committee.

Section 4. The duties of the Commodore, Vice-Commo-
dore. Rear Commodore, Secretary, Treasurer and Clerk
shall be those usually pertaining to the offices of President.
Senior Vice-President, Vice-President, Secretary. Treasurer
and Clerk, respectively. The Commodore shall be an ex-
officio member of all committees. The Secretary shall act
as Secretary of the meeting at Class meetings for purposes
of information. recording of decisions, and reporting such
decisions to the Executive or Race Committee for their
information or action; shall be an ex-officio member of
the Race Committee, and shall act on the committee boat
during races as the responsible member of the Race Com-
mittee, his decisions, however, being subject to approval
or revision by the Race Committee.
ARTICLE IV
EXECUTIVE COMMITTEE
Section 1. The Executive Committee shall consist of the
officers, except the Clerk, and of three other members
appointed by the Commodore.
Section 2. The Executive Committee shall manage the
affairs of the corporation and, except as otherwise provided
by law, by the Charter or by these By-Laws, shall exercise
all powers of the corporation.

ARTICLE V
RACE COMMITTEE
Section 1. The Race Committee shall consist of five
elected members and the Commodore and Secretary as
members ex-officio. Except as otherwise provided in these
By-Laws, the ex-officio members shall be without vote. The
elected members shall be nominated and elected in the
same manner, and shall serve for the same term, as pro-
vided in these By-Laws with respect to officers. Members
of the Committee shall notify the Chairman of the Com-
mittee prior to July 1st if unable to be at Mount Desert
Island for the summer during which they have been elected
to serve, in which case their resignation shall become auto-
matic. The Commodore shall fill any vacancies which may
occur from whatever cause.
Section 2. The management of all races shall be under
the direction of the Race Committee. All decisions of
the Race Committee shall be by majority vote of its elected
members, except that in case of a tie caused by absences
from a meeting, the Commodore may cast the deciding vote.
The general authority of the Committee is defined in Part
1. Rule 1, Racing Rules NAYRU which read as follows:
"All races and the yachts sailing therein shall be under
the direction of the Race Committee of the Club under
whose auspices the races are sailed. All matters shall
be under their control, and all questions which arise
respecting such races shall be subject to their decision.
The decisions of the Race Committee shall be based
upon these rules, S0 far as they apply, but as no rules
can be devised capable of meeting every incident and

accident of sailing, the Race Committee shall keep in
view the ordinary customs of the sea, and discourage all
attempts to win the race by other means than fair sailing
and superior speed and skill."
Section 3. The Chairman of the Race Committee shall
conduct all meetings of the Committee and be its official
spokesman in all matters pertaining to the activities of
the Committee.
ARTICLE VI
ANNUAL DUES
The annual dues for members shall be as follows:

ARTICLE VII
FLEET INSIGNIA AND FLAG
Section 1. The Fleet Insignia shall be a symbolic com-
pass with the arrow pointing northeast. It shall be drawn
as shown in the attached diagram.

Section 2. The Fleet burgee shall consist of a red
pointed flag, the hoist to be two-thirds of the length, with
the Fleet Insignia in blue of a diameter equal to one-third
of the length centered at a point equidistant from the two
longer sides of the flag and one-third of the distance from
the hoist to the end of the flag: the space between the
outer band and the central disk of the insignia to be white.
Section 3. Every member of the corporation shall have
the right to fly the Fleet burgee.
ARTICLE VIII
FISCAL YEAR
The fiscal year of the corporation shall be the calendar
year.
ARTICLE IX
AMENDMENTS
These By-Laws may be amended by the Executive Com-
mittee or by the members, at any regular or special meet-
ing duly convened after seven days' written notice to the
members of the Executive Committee or the members of
the corporation, as the case may be, of that purpose; pro-
vided that within ten days after the adoption of any amend-
ment of these By-Laws by the Executive Committee, writ-
ten notice thereof shall be sent to each member.

YACHT RACING AT NORTHEAST HARBOR
An Historical Sketch
Yacht racing at Northeast Harbor traces its beginnings
back to the early years of the twentieth century when a
composite class of yachts of from twenty-one to twenty-five
feet water-line length were raced successfully for a number
of seasons. Among the principal contenders were Pirate,
William S. Grant, Jr., and Chief, Dr. George C. Hayward.
Interest lagged after a time.
In 1913, however, yacht racing once more aroused
interest. In that year, a one-design class of 17½-foot
knockabouts was organized in Bar Harbor, and several
of the yachts were owned in Seal Harbor and in North-
east Harbor. Under the auspices of the then newly
established Seal Harbor Yacht Club, races were held for
the Seal Harbor and Northeast Harbor yachts. The
climax of the season was a race between these yachts and
the Bar Harbor yachts off Seal Harbor. The race was
won by Bird, Charles D. Dickey, Jr.
In the spring of 1914, because of the keen interest in
the preceding year, yachts were sought which would be
suitable for racing at Northeast Harbor. Just at that
time there were placed on the market several 17-foot
yachts designed by Edwin A. Boardman and built by
George Lawley and Son Corporation which belonged to a
class which had been organized by the Eastern Yacht
Club at Marblehead. Six of these yachts were purchased
by residents of Northeast Harbor and vicinity. Daffydill,

Henry Parkman; Ino, Francis C. Grant and Edward W.
Madeira; Atlanta, Ernest B. Dane, Jr.; Moslem III,
William S. Grant, Jr.; Squaw, W. W. Rowse; and Kipper,
Dr. Richard H. Harte. These yachts raced throughout
the seasons of 1914 and 1915 and proved satisfactory
in every way.
In 1916 came the disturbance on the Mexican border,
and in 1917 and 1918 the World War. Those most inter-
ested in yacht racing at Northeast Harbor were in the
service of the nation. In 1919, however, racing attracted
new interest, and the races were conducted on a more
formal scale than before. The Fleet increased in size in
this year and in 1920.
In 1921 the racing organization was perfected. Pre-
viously the Fleet had raced boat for boat in one class.
In this year three classes were organized: Class A, the
Eastern Yacht Club 17-footers, eleven in number; Class
B, the Bar Harbor - Manchester - Islesboro - North Haven
17½/2-footers, six in number; and Class C, a composite
class of all boats in the neighborhood of from 15 to 18 feet
water line. Scores were computed for the first time and
the prize pennants first awarded.
In 1922 the miscellaneous class, Class C, was discon-
tinued, as little interest had been shown in it. An inno-
vation was the three-day cruise to Blue Hill Bay in which
nine yachts took part. From this humble beginning, the
cruise has grown to one of the most attractive features of
the season.
Further progress of the Fleet was evident in 1923, when
the Fleet was formed into a yacht club under the name
"The Northeast Harbor Fleet," and the Fleet burgee

adopted. Two new classes were added: Class O, the
Northeast Harbor 15-footers, thirteen in number; and a
new Class C, the Eliot-Manchester boats, three in number.
The first cups were presented to the several winners at
the end of the season. The following summer arrange-
ments were completed for an annual series of races with
the Tarratine Club of Dark Harbor, and the first races
were held.
In 1925 occurred the death of George Davenport Hay-
ward, for many years the guiding spirit in yacht racing at
Northeast Harbor. In his death the Fleet sustained a
severe loss. As a memorial to him his friends generously
presented the George Davenport Hayward Memorial Cup
which was first sailed for in August, 1925. In that same
year, under an agreement with the Seal Harbor Yacht
Club, Class MDI was added to the racing classes.
Because of the great increase in the size of the Fleet it
became necessary to employ a full-time secretary in 1927,
and in 1928 Fleet Headquarters were established on Main
Street, to be kept open every week-day morning during
the racing season by the secretary. All records were
maintained there, Race Committee meetings held there,
and race results posted.
The 30 Square Meter Class was started in 1929, when
Commodore Eddison and John Tyssowski imported boats
from Sweden. The following season welcomed a new
class of members, the junior members, and introduced
the Bullseye Class for junior racing. A Fleet landing
stage was established at the Clifton dock which enabled
the Fleet to reciprocate in some measure for the courtesy
extended to its members by other yacht clubs.

The growth of the Fleet was very healthy. In 1930
there was a spirit of fine sportsmanship and keen com-
petition, which it is the aim of the officers to promote
and foster. The Fleet started a series of home and home
races in the 30 Square Meter Class with the Corinthian
Yacht Club of Marblehead, Massachusetts. Two boats of
our Fleet were sent to Marblehead to compete in a series of
five races, and were defeated by a score of 30 to 20 points.
In 1931 the Fleet purchased the Sparrow for a Committee
boat. Two new 30 Square Meter Class boats were added
to the Fleet. The Corinthian Yacht Club sent three
crews to Northeast Harbor to compete in our boats, which
were drawn by lot. The point score of this series was
63 to 35, in favor of The Northeast Harbor Fleet.
The July Cruise was established in 1932 and has be-
come an annual fixture. The Lawrence Dickey Memorial
team races between A and B classes were inaugurated in
1933.
At the annual meeting in 1937 a committee was ap-
pointed consisting of Mr. Eliot Wadsworth, Chairman;
Mr. Spedden, and Mr. Eddison, to consider the question
of a new class. The committee recommended the adop-
tion of the International Class and in 1938 fourteen of
these boats were ordered and built by Bjarne Aas of
Fredrikstad, Norway. Mr. Eddison was appointed a
committee of one to control the importation. Sparkman
and Stephens acted as buyers' agent and the European
inspection and acceptance was done by Veritas. The
boats were shipped to Northeast Harbor on the Norwesgian
motor ship Toronto, unloading off Bear Island in April,
1938.

During the past eight years Fleet affairs and activities
have shown noteworthy progress. In 1941 the Fleet es-
tablished Headquarters for the first time directly on the
shore where for two years activities were conducted from
an office located off Sea Street.
The annual meeting of 1941 approved a plan to establish
a Junior Sailing Instruction Class. Put into effect in the
summer of 1942 this class has flourished beyond expectation
to become one of the major interests of the Fleet.
An opportunity arose in 1943 to acquire the use of the
Rock End Dock facilities for Fleet Headquarters and a
special committee headed by Commodore Haskell raised the
necessary funds to purchase the dock, and adjoining shore
front property, thereby permitting the Fleet to enjoy its
first permanent base of operations. This project has been
developed each year culminating in the erection during
1946 of a new Fleet Headquarters building, made possible
by the devoted interest in Fleet affairs of Mr. Harry G.
Haskell and Mr. Harry G. Haskell, Jr.
In 1946 a new class of yachts was added to the regularly
established racing classes of the Fleet largely through the
efforts of Mr. James G. Ducey. Twenty-two Luders 16's
took part in the races for the first time in Northeast Harbor
waters.
The healthy position of the Fleet before World War II
provided a sound basis of operation, so that the zealous
devotion of those members able to be at Northeast for
periods of time during the war, successfully carried the
Fleet through these critical years.
Unwilling to allow his keen interest in the Fleet to
wane, Mr. Harry G. Haskell has gone forward with the

Fleet to complete his building project. Through his con-
tinued support during 1947 and 1948, funds have been
made available for landscaping the Fleet property at Rock
End Dock. Through the generosity of Mr. Haskell and
many of the members of the Fleet, it was possible over a
two year period, to replace entirely the pier construction
of the Rock End Dock.
Friends of Mr. Vance C. McCormick have erected a flag
pole on the Fleet property in memory of Mr. McCormick's
untiring devotion to the Fleet.
During the summer of 1948 the Fleet was incorporated
thereby permitting it to acquire the physical property
which had been held by three trustees for several years.

COMMODORE'S REPORT
The sailing weather was as fine as any we have had in
many past seasons. Only one race was missed due to
weather conditions all summer. This establishes a new
record for our racing seasons.
The Fleet was incorporated this summer through the
offices of our good friend and former member, Mr. Philip
Wallis. This allowed the Fleet to acquire the physical
property which has been in the able hands of three trustees,
Mr. Harry G. Haskell, Mr. P. Blair Lee, and Mr. Jarvis
Cromwell for several years past.
The Fleet dock, the outer end of which had become un-
safe, was completely rebuilt and two new bridges were
added in the interest of greater safety and efficiency in go-
ing to and from the floats. Two floats were attached to
the pier, in place of the longer runway to increase the
space for the mooring of boats alongside. These two floats
were lent to the Fleet through the generosity of Mr. A. C.
Yarnall. The construction was made possible by the con-
tributions of 103 members of the Fleet who contributed a
total of $8005.00.
The sailing classes were most ably handled by Mr. Wil-
liam E. Fairley. There were more than sixty members in
these classes. During the season several races were held
by members of these classes, which added greatly to their
interest.
The decorations at Fleet Headquarters were added to
by the gifts of photographs from Miss Mary C. Wheel-

wright, and a painting from Mrs. Frederic O. Spedden.
The furniture was re-covered, the Headquarters was
painted and the wood-work oiled under the able direction
of Mrs. Fraley. much improving the general appearance.
Mr. Haskell had the grounds beautifully landscaped, which
added greatly to the setting of the Fleet Headquarters.
A new set of racing rules was used this season. As
none of the Fleet had had any experience with them, it
was decided to hold some meetings at which these rules
could be discussed. The chairman of the Race Committee.
Mr. Harry R. Neilson, Jr. was asked to preside. His clear
interpretations of the rules, and his able explanations of
points of interest made the use of these new rules much
less confusing than was anticipated.
One of the International Class boats was to be sold out
of the Fleet, but owing to the prompt and efficient solici-
tation of funds by Mr. James C. Ducey, and the generous
contributions of members. the boat was kept in the Fleet
and has since been re-sold to a member who is active
in racing.
Our Secretary, Arnold W. Lunt, and his assistant, Philip
M. Caughey, ran the races in their usual efficient manner.

It was with the greatest regret, that the resignation of
our Secretary for the past twenty years, Mr. Arnold W.
Lunt, was accepted. A purse and scroll were presented to
him from the members of the Fleet. The appreciation and
good wishes of the Fleet will go with him wherever he
may be.

No report of the season's activities would be complete
without an expression of appreciation to the officers and
members for their wholehearted cooperation and support
in the problems which confront the Fleet from time to time.

the State of Maine on July 30, 1948.
NOTE 2:
Title to real estate, pier, dock. headquarters building used by the
Fleet and located at Gilpatrick's Cove, Northeast Harbor, Maine, was
formerly vested in Harry G. Haskell, Jarvis Cromwell, P. Blair Lee,
Trustees under declaration of trust dated August 3, 1944 and title
to this property was conveyed to The Northeast Harbor Fleet by these
trustees under date of August 23, 1948.
NOTE 3:
During the year 1948 contributions were received from members
of the Fleet amounting to $7,500 and deposited in a special account
"Firefly Account" in the Bar Harbor Banking & Trust Co. and this
amount of $7,500 was subsequently repaid to these members in 1948,
leaving no balance in this account at December 31, 1948.

AUDITORS' CERTIFICATE
We have audited the accounting records of The Northeast Harbor
Fleet for the year ended December 31, 1948 consisting of cash
receipts. which were found to be deposited in the bank account. Cash
payments for the year were made by the Bar Harbor Banking & Trust
Company, Agent, who furnished us with a statement of such dis-
bursements. The cash on January 1. 1948 of $3,915.89 was increased
by 1948 receipts totalling $21,774.31 and decreased by 1948 dis-
bursements totalling $22,016.08. resulting in cash at December 31,
1948 of $3,674.12 which was verified by us.

REPORT OF THE SAILING MASTER
Sailing Class
The Sailing Class began this summer on July 5th with
a new instructor and twenty eager boys and girls on hand.
For the first two days the class met inside due to the
weather, but the summer was as a whole, notably free of
rain. Before the end of the first week there were thirty-
three young sailors on hand. The largest single enrollment
was forty in the week of July 26, while during the sum-
mer as a whole sixty-four different youngsters have been
given sailing lessons in the class. The weekly totals were
33, 38, 39, 40, 35, 33, 35, 32, and 19.
An innovation this summer was the holding of the class
six days a week every week with no time out for cruises
or races. The class ran for nine weeks without a single
cancellation. Paul Thompson's idea of creating incentive
to learn through awards was continued. A revised schedule
of tests which the embryo sailors may pass as they advance
was drawn up and it created considerable interest. To
date thirty-one boys and girls have passed the fourth class
or dinghy skipper test; ten have passed the sailboat crew-
member or third class test; three, the second class or sail-
boat skipper test, and one will probably pass the racing
skipper test. No one was required to take these tests -
they are purely to create interest in learning to sail.
Many thanks must be given to those who have made the
sailing class possible by donating the use of their boats.
Mrs. Lewis Neilson, John Van Pelt, Toby Briggs, Mrs. Har-
riet Hilts, Alexander Luke, Mr. Walter Haase, and Mr.
W. Barton Eddison have all been very generous with their

Bullseyes and it was only because of their kindness that
the Sailing Class was able to continue.
It also might be fitting to compliment here the people
who actively helped with the Sailing Class. There were
not SO many as in previous years so their job was more
difficult. Harry Madeira was a great help in setting things
straight and providing a lot of good instruction for the
young sailors. Johnny Smallidge did a great job with the
younger members of the class in rowing and knot tying and
was always on hand when assistance of any kind was
needed. Harry and Johnny, together, made as fine a team
as any instructor could ask for.
In regard to results — the teaching of sailing - -- the in-
struction has run all the way from rowing and knot tying
to reefing, anchoring, splicing and all kinds of racing tac-
ics. Procedure for picking up a man overboard and
icking up moorings have been particularly stressed, while
etual racing has been an almost daily feature of the class.
The passing of tests tells only part of the story. When we
first began to have races, no boat was near the line at the
gun but now they are all getting well-timed starts. The
competition has become keener and knowledge of racing
tactics has leaped ahead. Several of our members are now
competing successfully as racing crew members.
The financial results have been excellent as the Fleet
grossed $1824.00 from the class alone.
For another year the sailing instructor would like to
make the following recommendations:
1. Due to the fact that there were fewer boats out this
summer, there were times when we did not have
sufficient Bullseyes to accommodate all the people

without crowding. It would be a help if at least six
boats could be borrowed for the entire summer in
advance SO that the class could be assured the proper
medium with which to get across its instruction.
2. Due to the fact that there were only two sailing in-
structors (John Smallidge had to stay ashore to
watch out for the stragglers and rowers) our in-
struction was often spread very thin. The addition
of two or three younger (junior assistant) instructors
for another year. in advance, would be a great help
in carrying out the work.
3. The system of tests should be continued, perhaps in
a revised edition, but they have been successful.
4. It would be wise to assign permanent crews to each
boat to care for them and sail them in competition
with each other. Series could be scored and carried
on with prizes at the end.
5. The purchase of a new jib and spinnaker for the
Woozle is needed. The old ones are largely patches
put on by the inexpert hand of the instructor.
Private Suiling Instruction
This summer the sailing master has given private sailing
lessons by appointment in the afternoons. Twenty-four
people from a dozen families have taken advantage of these
lessons, which are more satisfactory for older people than
those who attend the classes and who desire special in-
struction,either in learning to sail or in ironing out racing
tacties. These lessons have been taken for the most part,
in the Eddison's "Woozle," a Bullseye chartered to the
Fleet for this purpose, while others have been in the stu-

dent's own boat. Until the last week, the instructor's
time was completely filled and, although one or two had
to be turned away for lack of free time, most who wanted
instruction could be worked in.
For results the private lessons are perhaps more satis-
factory. Two "graduates" of these lessons have been doing
commendable jobs in racing competition. Two others have
been crewing in the races. Three more racing skippers
have sought the instructor's help on problems and one man
has graduated as a skipper from a perfectly clean start.
Besides this the sailing instructor has raced with two boys
in the Bullseye class, counting the race as a private lesson.
Financially, the private sailing lessons have done very
well, having grossed $554.00. This makes a total gross for
the class and the private lessons of $2378.00.
The only recommendation concerning the private lessons
by the sailing instructor is to leave it to his judgment
whether to make the charge for the extra person or per-
sons. For a lesson with two people it is understandable
that they both may receive equal value from the lesson but
with four on board, only one or two may be taught very
much.
In closing, the instructor wishes to thank Mr. Arnold
Lunt for his kind advice and his assured backing which
has made this job much easier and more pleasant.

RACE COMMITTEE REPORT
After getting off to a slow start in early July, the 1948
Racing Season advanced to near record proportions in
August. The weather was generally good, and very few
races were cancelled. One race was called because the
time limit had elapsed.
Continuing a precedent set in the war years, the Inde-
pendence Day Regatta was held again this year. Although
the turnout was not large, the event was successful.
Through the generosity of Miss Wheelwright, the Fleet
picnicked on her beach at Sutton's Island between the
forenoon and afternoon races.
An innovation this year was the Three Day Cruising
Class Cruise. Six boats, mostly from the Mount Desert
area, competed in the races which were sailed from North
east Harbor to Buck Harbor for the first night, from
Buck Harbor to North Haven for the second night, an
from North Haven back to Northeast Harbor on the thira
day. Although the cruise as an annual event has had
very modest beginnings, it is hoped that in future years
it will draw boats from other areas and will develop into
an attractive occasion for the gathering together of cruis-
ing enthusiasts from all over the coast. For next year,
plans are under way for the sending out of circulars de-
scribing the cruise to all yacht clubs in Maine and Massa-
chusetts. This will be done at an early date, and will be
followed by the more detailed instructions about two weeks
before the cruise is scheduled. In this way, it is hoped that
those people who come down East to participate in races
sponsored by the Portland Yacht Club, the Camden Yacht

Club and others will become interested in the Fleet Cruis-
ing Class Cruise.
A ruling was passed in the spring of 1948 by the Exec-
utive Committee requiring all boats participating in Cruis-
ing Class Races of any kind sponsored by the Fleet to be
measured by an accredited measurer according to the
Cruising Club of America Rating Rule of 1940. This gave
rise to some confusion at the outset, because of the diffi-
culty involved in having the measuring done. However,
the long range result will be the standardization of the
handicaps used by the Fleet with those almost universally
accepted by other yacht clubs on the East Coast, and
should act as a drawing card for outside competitors in
Fleet events.
The George Davenport Hayward Memorial Cup Race drew
sixty-five boats this year, which is a tie for the record. Af-
ter the race, the Fleet was entertained at tea through the
generosity of Commodore and Mrs. Hermann M. Hessen-
bruch at Fleet Headquarters.
The July Cruise was held this year in conjunction with
the Annual Regatta of the Bar Harbor Yacht Club. Due
to thick weather, the Fleet towed to Winter Harbor on
the first day of the cruise. On the second day, the Fleet
raced under the auspices of the Bar Harbor Yacht Club
in their Annual Regatta, and returned to Northeast Harbor
on the third day after a night in Bar Harbor. The thanks
of the Fleet are extended to the Winter Harbor Yacht
Club for the most excellent dinner served us on the first
night, and to Mr. and Mrs. Charles Chaplin for the lunch-
eon at their home in Hull's Cove on the second day.
The Annual August Cruise this year spent both nights

in Pretty Marsh Harbor. On the second day, the one
design classes sailed two races, while the Cruising and Mis-
cellaneous Classes sailed an all day race. There were a
good number of boats out, and the cruise was highly
successful.
On August 19th, the Fleet sent two representatives, E.
Farnham Butler and the Chairman of the Race Committee,
to the Annual Meeting of the Maine State Yacht Racing
Union. The possibility of having a Maine State Champion-
ship sail-off in the 1949 season was discussed, and it was
decided to divide the state into a Northern and a Southern
Division for the purpose of eliminations. Northeast Har-
bor was suggested as a tentative location for the Northern
Division eliminations. The Fleet should give all possible
support to this project, since it is a way in which we can
get to know other clubs and other types of boats.
The 1948 Season saw the adoption of the new N.A.Y.R.U.
Rules. The rules were developed in order to eliminate the
old ambiguities and complications which were chronically
present among the old rules. Necessarily, there was a cer-
tain amount of confusion arising over new concepts and
terminology, but the Race Committee felt that they were
a definite improvement.
Sailing this past summer was a great success, and the
competition was keen. However, in future seasons it is
urged that class organization be developed to a higher de-
gree. This development would result in better acquaint-
ance by skippers of the new rules and of the specifications
of their class.
