CONSTITUTION
I. NAME
The name of this club shall be "The Northeast Harbor
Fleet."
II. PURPOSE
The purpose of this club is the promotion of yachting
as an amateur sport at Northeast Harbor, Maine, and
in its vicinity.
III. MEMBERSHIP
Membership in this club shall be open to persons
interested in yachting.
IV. OFFICERS AND EXECUTIVE COMMITTEE
The officers of this club shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, and a
Treasurer, and such other officers as may be provided
for in the By-Laws. The officers and three other mem-
bers appointed by the Commodore shall constitute the
Executive Committee. The Executive Committee shall
provide By-Laws for the government of the Fleet.
V. AMENDMENTS
Amendments to this Constitution may be made at any
meeting of the Fleet, provided that written notice of
the proposed amendment is given at least 30 days in
advance.

BY-LAWS
I. OFFICERS
The officers of the Fleet shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, a Treas-
urer, a Chairman of the Race Committee, a Chairman
of the House Committee, and a Fleet Surgeon.
II. ELECTION OF OFFICERS
'1. All officers, with the exception of the Chairman of
the Race Committee, shall be elected by ballot by
the Fleet at large at the annual meeting, and shall
take office on the following October first and hold
office for one year or until their successors are
elected.
2. Any vacancy of office, except that of Chairman of
the Race Committee, may be filled by election at
any meeting of the Executive Committee, but only.
for the unexpired term.
3. All elections shall be by ballot, and a majority of all
the votes cast shall be necessary to elect.
4. Members of the Race Committee shall be elected by
ballot by the Fleet. The Committee shall fill any
vacancies which occur. Members of the Committee
will be expected to notify the Chairman prior to
July 1st if unable to be at Mount Desert Island for
the summer during which they have been elected
to serve, in which case their resignation becomes
automatic.

5. No person shall be eligible for election to any office
at the annual meeting unless nominated in writing
by five members and filed with the Secretary not less
than five days before the annual meeting. All such
nominations shall be posted on the bulletin board
of the Fleet Headquarters for the five days preceding
such meeting.
III. DUTIES OF OFFICERS
1. The duties of the Commodore, Vice-Commodore,
Rear Commodore, Secretary, and Treasurer shall
be those usually pertaining to the offices of Presi-
dent, Vice-President, Secretary, and Treasurer,
respectively.
2. The Commodore may appoint a Fleet Captain, a
Fleet Surgeon, and a Fleet Chaplain from the mem-
bers of the Fleet.
3. The Commodore shall be ex-officio a member of all
committees.
4. The Secretary shall act as Secretary of the meeting
at Class meetings for purposes of information,
recording of decisions, and reporting such decisions
to the Executive or Race Committee for their
information or action.
1V. EXECUTIVE COMMITTEE
1. The Executive Committee shall be constituted in
accordance with the provisions of the Constitution.

2. The duties of the Executive Committee shall be to
organize, manage, and maintain the Fleet accord-
ing to the Constitution and By-Laws.
V. RACE COMMITTEE
1. There shall be a Race Committee consisting of five
members elected by the Fleet. The Chairman shall
be elected by the Committee from its membership.
The Commodore and the Secretary shall in addition
be ex-officio members without vote, except in cases
where absentees at a meeting may cause a tie,
when the Commodore may cast a deciding vote.
2. The management of all races shall be under the
direction of the Race Committee whose general
authority is defined in Part 1, Rule 1, Racing Rules,
NAYRU which heads as follows:
"All races and the yachts sailing therein shall
be under the direction of the Race Committee
of the Club under whose auspices the races are
sailed. All matters shall be under their control,
and all questions which arise respecting such
races shall be subject to their decision. The
decisions of the Race Committee shall be based
upon these rules, so far as they apply, but as no
rules can be devised capable of meeting every
incident and accident of sailing, the Race Com-
mittee shall keep in view the ordinary customs
of the sea, and discourage all attempts to win
the race by other means than fair sailing and
superior speed and skill."

The Chairman of the Race Committee shall conduct
all meetings of said committee and be its official
spokesman in all matters pertaining to the activities
of said committee.
3. The Secretary shall act on the committee boat during
races as the responsible representative of the Race
Committee, his decisions, however, being subject
to approval or revision by the Race Committee.
VI. MEMBERSHIP
1. There shall be four classes of membership: Regular
members, junior members, honorary members, and
associate members.
2. A candidate for election as a regular, associate, or
junior member may be elected by the Executive
Committee.
3. Children of a regular member, under eighteen years
of age, may be elected to junior membership.
Junior members, upon reaching eighteen years of
age, may become regular members upon the pay-
ment of an additional initiation fee of $5.00.
4. The Executive Committee may from time to time
elect to honorary membership such persons as they
consider qualified.
5. A person not participating in yachting may become
an Associate Member. Members in this category
are exempt from the initiation fee.

6. Every member of the Fleet shall have the right to
fly the Fleet burgee.
7. Any member may resign from the Fleet by paying
all dues and giving written notice to the Treasurer.
8. Membership is not transferable except by permission
of the Executive Committee and then only in the
case of the death of the member.
VII. DUES
1. The initiation fee for a regular member shall be
$10.00.
2. The initiation fee for junior members shall be $5.00.
3. The annual dues for regular members shall be $10.00.
4. The annual dues for junior members shall be $5.00.
5. The annual dues for an associate member shall be
$10.00.
VIII. MEETINGS
1. There shall be an annual meeting held at Northeast
Harbor, Maine, in the month of August. Three
days' written notice of the annual meeting shall be
sent to each member.
2. Meetings other than the annual meeting may be
called by the Commodore. Three days' written
notice shall be sent to each member.
3. Ten members of the Fleet shall constitute a quorum
at any meeting.

4. Members may attend either in person or by written
proxy.
5. At all meetings of the Fleet the order of business
shall be:
1. Reading of Minutes.
2. Reports of Officers and Committees.
3. Communications.
4. Elections.
5. Unfinished business.
6. New business.
7. Adjournment.
IX. FLEET INSIGNIA AND FLAG
1. The Fleet Insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be drawn as
shown in the attached diagram.
2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two-thirds of the length, with the
Fleet Insignia in blue of a diameter equal to one-

third of the length centered at a point equidistant
from the two longer sides of the flag and one-third
of the distance from the hoist to the end of the flag;
the space between the outer band and the central
disk of the insignia to be white.
X. FISCAL YEAR
The fiscal year of the Fleet shall commence on the first
day of January.
XI. AMENDMENTS
These By-Laws may be amended by the Executive
Committee at any meeting, provided that written notice
of the proposed change is given three days before the
date of the meeting.

YACHT RACING AT NORTHEAST HARBOR
An Historical Sketch
Yacht racing at Northeast Harbor traces its beginnings
back to the early years of the twentieth century when a
composite class of yachts of from twenty-one to twenty-five
feet water-line length were raced successfully for a number
of seasons. Among the principal contenders were Pirate,
William S. Grant, Jr., and Chief, Dr. George G. Hayward.
Interest lagged after a time.
In 1913, however, yacht racing once more aroused
interest. In that year, a one-design class of 17½/2-foot
knockabouts was organized in Bar Harbor, and several
of the yachts were owned in Seal Harbor and in North-
east Harbor. Under the auspices of the then newly
established Seal Harbor Yacht Club, races were held for
the Seal Harbor and Northeast Harbor yachts. The
climax of the season was a race between these yachts and
the Bar Harbor yachts off Seal Harbor. The race was
won by Bird, Charles D. Dickey, Jr.
In the spring of 1914, because of the keen interest in
the preceding year, yachts were sought which would be
suitable for racing at Northeast Harbor. Just at that
time there were placed on the market several 17-foot
yachts designed by Edwin A. Boardman and built by
George Lawley and Son Corporation which belonged to a
class which had been organized by the Eastern Yacht
Club at Marblehead. Six of these yachts were purchased
by residents of Northeast Harbor and vicinity. Daffydill,

Henry Parkman; Ino, Francis C. Grant and Edward W.
Madeira; Atlanta, Ernest B. Dane, Jr.; Moslem III,
William S. Grant, Jr.; Squaw, W. W. Rowse; and Kipper,
Dr. Richard H. Harte. These yachts raced throughout
the seasons of 1914 and 1915 and proved satisfactory
in every way.
In 1916 came the disturbance on the Mexican border,
and in 1917 and 1918 the World War. Those most inter-
ested in yacht racing at Northeast Harbor were in the
service of the nation. In 1919, however, racing attracted
new interest, and the races were conducted on a more
formal scale than before. The Fleet increased in size in
this year and in 1920.
In 1921 the racing organization was perfectéd. Pre-
viously the Fleet had raced boat for boat in one class.
In this year three classes were organized: Class A, the
Eastern Yacht Club 17-footers, eleven in number; Class
B, the Bar Harbor - Manchester - Islesboro - North Haven
17½/2-footers, six in number; and Class C, a composite
class of all boats in the neighborhood of from 15 to 18 feet
water line. Scores were computed for the first time and
the prize pennants first awarded.
In 1922 the miscellaneous class, Class C, was discon-
tinued, as little interest had been shown in it. An inno-
vation was the three-day cruise to Blue Hill Bay in which
nine yachts took part. From this humble beginning, the
cruise has grown to one of the most attractive features of
the season.
Further progress of the Fleet was evident in 1923, when
the Fleet was formed into a yacht club under the name
"The Northeast Harbor Fleet," and the Fleet burgee

adopted. Two new classes were added: Class O, the
Northeast Harbor 15-footers, thirteen in number; and a
new Class C, the Eliot-Manchester boats, three in number.
The first cups were presented to the several winners at
the end of the season. The following summer arrange-
ments were completed for an annual series of races with
the Tarratine Club of Dark Harbor, and the first races
were held.
In 1925 occurred the death of George Davenport Hay-
ward, for many years the guiding spirit in yacht racing at
Northeast Harbor. In his death the Fleet sustained a
severe loss. As a memorial to him his friends generously
presented the George Davenport Hayward Memorial Cup
which was first sailed for in August, 1925. In that same
year, under an agreement with the Seal Harbor Yacht
Club, Class MDI was added to the racing classes.
Because of the great increase in the size of the Fleet it
became necessary to employ a full-time secretary in 1927,
and in 1928 Fleet Headquarters were established on Main
Street, to be kept open every week-day morning during
the racing season by the secretary. All records were
maintained there, Race Committee meetings held there,
and race results posted.
The 30 Square Meter Class was started in 1929, when
Commodore Eddison and John Tyssowski imported boats
from Sweden. The following season welcomed a new
class of members, the junior members, and introduced
the Bullseye Class for junior racing. A Fleet landing
stage was established at the Clifton dock which enabled
the Fleet to reciprocate in some measure for the courtesy
extended to its members by other yacht clubs.

The growth of the Fleet was very healthy. In 1930
there was a spirit of fine sportsmanship and keen com-
petition, which it is the aim of the officers to promote
and foster. The Fleet started a series of home and home
races in the 30 Square Meter Class with the Corinthian
Yacht Club of Marblehead, Massachusetts. Two boats of
our Fleet were sent to Marblehead to compete in a series of
five races, and were defeated by a score of 30 to 20 points.
In 1931 the Fleet purchased the Sparrow for a Committee
boat. Two new 30 Square Meter Class boats were added
to the Fleet. The Corinthian Yacht Club sent three
crews to Northeast Harbor to compete in our boats, which
were drawn by lot. The point score of this series was
63 to 35, in favor of The Northeast Harbor Fleet.
The July Cruise was established in 1932 and has be-
come an annual fixture. The Lawrence Dickey Memorial
team races between A and B classes were inaugurated in
1933.
At the annual meeting in 1937 a committee was ap-
pointed consisting of Mr. Eliot Wadsworth, Chairman;
Mr. Spedden, and Mr. Eddison, to consider the question
of a new class. The committee recommended the adop-
tion of the International Class and in 1938 fourteen of
these boats were ordered and built by Bjarne Aas of
Fredrikstad, Norway. Mr. Eddison was appointed a
committee of one to control the importation. Sparkman
and Stephens acted as buyers' agent and the European
inspection and acceptance was done by Veritas. The
boats were shipped to Northeast Harbor on the Norwesgian
motor ship Toronto, unloading off Bear Island in April,
1938.

During the past eight years Fleet affairs and activities
have shown noteworthy progress. In 1941 the Fleet es-
tablished Headquarters for the first time directly on the
shore where for two years activities were conducted from
an office located off Sea Street.
An apportunity arose in 1943 to acquire the use of the
Rock End Dock facilities for Fleet Headquarters and a
special committee headed by Commodore Haskell raised the
necessary funds to purchase the dock, and adjoining shore
front property, thereby permitting the Fleet to enjoy its
first permanent base of operations. This project has been
developed each year culminating in the erection during
1946 of a new Fleet Headquarters building, made possible
by the devoted interest in Fleet affairs of Mr. Harry G.
Haskell and Mr. Harry G. Haskell, Jr.
The annual meeting of 1941 approved a plan to establish
a Junior Sailing Instruction Class. Put into effect in the
summer of 1942 this class has flourished beyond expectation
to become one of the major interests of the Fleet.
In 1946 a new class of yachts was added to the regularly
established racing classes of the Fleet largely through the
efforts of Mr. James G. Ducey. Twenty-two Luders 16's
took part in the races for the first time in Northeast Harbor
waters.
The healthy position of the Fleet before World War II
provided a sound basis of operation, so that the zealous
devotion of those members able to be at Northeast for
periods of time during the war, successfully carried the
Fleet through these critical years.

COMMODORE'S REPORT
Blessed with fine sailing weather, especially during the
month of August, our Fleet again enjoyed a successful sea-
son. Several of the July races were marred by light air and
fog, but in August we had almost ideal conditions - espe-
cially for the cruise when the weather was brilliantly clear
and the wind strong enough to provide a real test of sea-
manship, particularly on the first day's race to Seal Cove
which was sailed in a thirty knot breeze.
The new Fleet House proved its usefulness constantly
during the summer, as our headquarters for all activities;
as an ideal location for the sailing classes on days when
sailing was impossible; and, despite the still incompleted
kitchenette, a most satisfactory location for several Fleet
teas.
There was an exciting team regatta in August for the
Luders Class with the Kollegiwidgwok Yacht Club when
the honors were carried off by our Fleet. We also entered a
team in the Luders Class races in Bar Harbor in which there
were entries from Long Island, Chicago, and Detroit. in
addition to Bar Harbor and ourselves. Northeast Harbor
came in second in this series.
During the winter, our Fleet dock, whose condition had
been a source of anxiety for some time, was again severely
damaged by winter storms and became unsafe for use. With
the aid of a generous gift from former Commodore Haskell
the section between the Fleet Headquarters and the junc-
tion with Vaughn's Point Bridge was completely rebuilt on
a permanent basis and temporary repairs were made on the
outer extension to the floats.

181 people, the great majority of whom were members of
The Northeast Fleet contributed $1,580 towards a fund to
erect a flagpole in memory of former Vice-Commodore Vance
C. McCormick, and the flagpole was raised in June and
subsequently dedicated at a simple ceremony when our
Chaplain, Bishop Peabody, emphasized again the importance
of keeping forever alive in our memory the ideals of simpli-
city, generosity, and good sportsmanship for which Vance
McCormick always stood.
The Sailing Class was again highly successful, and ap-
proximately sixty of our junior members took part in it.
Paul Thompson, in charge of the program, with his able
assistants Harry Madeira, Bob Reath, Polly Thompson,
Nancy and Laura Lee carried on the valuable traditions
established under Harvey Kelley and Jimmy Ducey in pre-
vious years. They were much assisted by the use of the
Placida's starboard launch which Mr. Haskell had donated
to the Fleet earlier in the year.
This was the first season in which our sister enterprise
the Clifton Dock was in full operation. The Dock had
been made a Station of the Cruising Club of America, and
its facilities were used successfully by a large number of
visiting yachtsmen, and also by the many members of our
Fleet who have moorings in the Harbor.
The scheduled races were run off smoothly throughout the
season under the able direction of our Secretary Arnold W.
Lunt, and his assistant Philip M. Caughey, with the energetic
support of a particuarly conscientious and effective Race
Committee, headed by Hermann M. Hessenbruch, as chair-
man.

Such is a brief outline of the events of the year, but no
report would be complete without expressing again my own
appreciation of the constant cooperation and support of all
members of the Fleet, and especially of the officers and
members of the Executive and Race Committees. Our Treas-
urer, P. Blair Lee, kept our finances in sound condition,
and our Secretary, Arnold W. Lunt, as our general executive,
proved himself invaluable, not only throughout the season
at Northeast Harbor, but during the other months of the
year when so much time is necessary preparing for our
activities. We have, indeed, a precious heritage in our
Northeast Harbor Fleet and it has been a great source of
pride for me to have served as your Commodore for the
past two years, and now to be able to turn over such a
happy organization to Commodore Hermann M. Hessen-
bruch, who, with your help, is certain to make our Fleet
an even more effective influence for sailing at Northeast
Harbor than it has been heretofore.

Auditors' Certificate
We have audited the accounting records of The Northeast
Harbor Fleet for the year ended December 31, 1947 consisting
of cash receipts, which were found to be deposited in the bank
account. Cash payments for the year were made by the Bar
Harbor Banking & Trust Company, Agent, who furnished us
with a statement of such disbursements. The cash in bank on
January 1, 1947 of $8,604.85 was increased by 1947 receipts
totaling $10,461.75 and decreased by 1947 disbursements totaling
$15,150.71. resulting in cash in bank at December 31, 1947 of
$3,915.89 which was verified by us.

REPORT OF THE SAILING INSTRUCTOR
The summer of 1947 marked another successful season
in the annals of the Sailing Class. Classes began on the
seventh of July with an unexpected group of about 30 boys
and girls enrolling in the first week. Contrary to previous
seasons, the class was conducted five days a week, rain or
shine, except for the weeks of the July and August Cruises.
In the early part of the summer, a series of tests were
devised which were intended to direct the energies of both
instructors and pupils into definite channels. These tests
began with rowing and ranged through some of the higher
fundamentals necessary to sailing and racing. On rainy
days the classes were held in the Fleet Headquarters. Dur-
ing these classes the children were taught knot tying, navi-
gation, and recognition and significance of government
marks.
Although no one completed the second or first class test,
it is our hope that these tests will be continued so that one
may progress from year to year with a definite goal and
standard established. Under such conditions instruction
and learning can be directed and clarified.
During the course of the summer, 73 boys and girls were
enrolled, some, for only a week, and others for the entire
summer.
On the last day of the summer a race was held over a
triangular course. Six boats, with captains and crews from
the class, competed. The race entailed not only sailing the
course, but getting the boats ready, and afterwards, shoot-
ing the mooring and putting the boat away in a ship-shape
manner.

Whatever success the sailing class enjoyed was due to
the untiring efforts and daily cooperation of Polly Thomp-
son, Laura Lee, Nancy Lee, Bobby Reath and Harry
Madeira, and the invaluable part-time assistance of Page:
Platt, Norris Darrell, Neddy Madeira, and Bus Tracy.
The successful operation of the class would have been
impossible without the Bullseyes which were loaned by:
Mr. Eddison, Mr. Briggs, Mrs. Neilson, Mrs. Van Pelt,
Mrs. Cooper, Mr. Strawbridge, Mrs. duPont, Mrs. Sage,
Mrs. Foster, Mrs. Eustis and Mr. Rockefeller; and A boats
loaned by Commodore Cromwell, Mr. Reath and Mr. Lee.
On behalf of the sailing class I would like to thank the
officers of the Fleet for their cooperation, the Bullseye and
A boat owners for the use of their boats, Andy Stanley for
his continual assistance on and around the dock, and all
those who aided us in giving the future skippers of the
Fleet a little boost in the right direction.

RACE COMMITTEE REPORT
In 1947 the number of boats in the July Series fell
slightly below that of 1946, and the races were hampered
by fog and light air. However, the August Series picked
up in number of boats and equalled the ten year record
set by last year's August Series.
The cruises brought out a good number of boats and the
enthusiasm of the racers ran high. In July a three-day
race to Bar Harbor was combined on the second day of the
Cruise with the Bar Harbor Regatta, and ended with the
race home to Northeast. The August Cruise this year took
a slightly different turn, spending both nights at Seal Cove,
but racing on the second day to Clark Cove where a lobster
luncheon was served. The number of boats participating
was a bit under that of 1946 due perhaps to the unusually
heavy weather on the first day which very likely kept some
boats in port. Fish chowder was served at Seal Cove at
the end of the first day's race, this supper being under-
written by certain members of the Fleet. It was a splendid
gesture as it acted to keep the Cruise together as a unit
in a place where there is very little activity. Our sincere
thanks goes to those who made the event possible.
Two innovations during the 1947 racing season were the
Independence Day Regatta and a single-handed race for all
classes. The Independence Day Regatta was a two-race
event with morning and afternoon races. Miss Mary C.
Wheelwright, with her usual generosity, allowed the Fleet
to use her pier at Sutton Island so that a picnic luncheon
could be enjoyed on the shores of her property.
The number of Cruising Class races was increased from
30
three as of last year to six in 1947, however, three of these
had to be called off due to fog and lack of wind.
The Hayward Cup Race saw sixty-five boats contending
for the historic trophy and set a new record for this race,
topping the previous record of 1945 by fourteen boats.
Commodore and Mrs. Jarvis Cromwell were hosts at the
Hayward Cup Tea following the race and the Fleet extends
to them hearty thanks for their gracious hospitality.
Further occasion for the Fleet's grateful thanks was pro-
vided by a tea given by Mr. and Mrs. P. Blair Lee and
Mr. and Mrs. R. Ellison Thompson at the Fleet Head-
quarters following the race on August 23.
The team races with Blue Hill comprised an all-day
event and was the occasion of a luncheon ably served at
the Fleet Headquarters by Mrs. Fraley and her committee.
What with new trophies, new destinations for Cruises,
new races added and new records set, the Fleet has come
through with another good racing season that was re.
markable not only for its innovations but for its perpetua-
tion of the usual in good sportsmanship and enthusiasm.
