CONSTITUTION
I. NAME
The name of this club shall be "The Northeast Harbor
Fleet."
II. PURPOSE
The purpose of this club is the promotion of yachting
as an amateur sport at Northeast Harbor, Maine, and
in its vicinity.
III. MEMBERSHIP
Membership in this club shall be open to persons
interested in yachting.
IV. OFFICERS AND EXECUTIVE COMMITTEE
The officers of this club shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, and a
Treasurer, and such other officers as may be provided
for in the By-Laws. The officers and three other mem-
bers appointed by the Commodore shall constitute the
Executive Committee. The Executive Committee shall
provide By-Laws for the government of the Fleet.
V. AMENDMENTS
Amendments to this Constitution may be made at any
meeting of the Fleet, provided that written notice of
the proposed amendment is given at least 30 days in
advance.

BY-LAWS
I. OFFICERS
The officers of the Fleet shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, a Treas-
urer, a Chairman of the Race Committee, a Chairman
of the House Committee, and a Fleet Surgeon.
II. ELECTION OF OFFICERS
1. All officers, with the exception of the Chairman of
the Race Committee, shall be elected by ballot by
the Fleet at large at the annual meeting, and shall
take office on the following October first and hold
office for one year or until their successors are
elected.
2. Any vacancy of office, except that of Chairman of
the Race Committee, may be filled by election at
any meeting of the Executive Committee, but only
for the unexpired term.
3. All elections shall be by ballot, and a majority of all
the votes cast shall be necessary to elect.
4. Members of the Race Committee shall be elected by
ballot by the Fleet. The Committee shall fill any
vacancies which occur. Members of the Committee
will be expected to notify the Chairman prior to
July 1st if unable to be at Mount Desert Island for
the summer during which they have been elected
to serve, in which case their resignation becomes
automatic.

5. No person shall be eligible for election to any office
at the annual meeting unless nominated in writing
by five members and filed with the Secretary not less
than five days before the annual meeting. All such
nominations shall be posted on the bulletin board
of the Fleet Headquarters for the five days preceding
such meeting.
III. DUTIES OF OFFICERS
1. The duties of the Commodore, Vice-Commodore.
Rear Commodore, Secretary, and Treasurer shall
be those usually pertaining to the offices of Presi-
dent, Vice-President, Secretary, and Treasurer,
respectively.
2. The Commodore may appoint a Fleet Captain, a
Fleet Surgeon, and a Fleet Chaplain from the mem-
bers of the Fleet.
3. The Commodore shall be ex-officio a member of all
committees.
4. The Secretary shall act as Secretary of the meeting
at Class meetings for purposes of information.

to the Executive or Race Committee for their
information or action.
IV. EXECUTIVE COMMITTEE
1. The Executive Committee shall be constituted in
accordance with the provisions of the Constitution. :

2. The duties of the Executive Committee shall be to
organize, manage, and maintain the Fleet accord-
ing to the Constitution and By-Laws.
V. RACE COMMITTEE
1. There shall be a Race Committee consisting of five
members elected by the Fleet. The Chairman shall
be elected by the Committee from its membership.
The Commodore and the Secretary shall in addition
be ex-officio members without vote, except in cases
where absentees at a meeting may cause a tie,
when the Commodore may cast a deciding vote.
2. The management of all races shall be under the
direction of the Race Committee whose general
authority is defined in Part I, Rule I, Racing Rules,
NAYRU which heads as follows:
"All races and the yachts sailing therein shall
be under the direction of the Race Committee
of the Club under whose auspices the races are
sailed. All matters shall be under their control.
and all questions which arise respecting such
races shall be subject to their decision. The
decisions of the Race' Committee shall be based
upon these rules, so far as they apply, but as no
rules can be devised capable of meeting every
incident and accident of sailing, the Race Com-
mittee shall keep in view the ordinary customs
of the sea, and discourage all attempts to win
the race by other means than fair sailing and
superior speed and skill."

The Chairman of the Race Committee shall conduct
all meetings of said committee and be its official
spokesman in all matters pertaining to the activities
of said committee.
3. The Secretary shall act on the committee boat during
races as the responsible representative of the Race
Committee, his decisions, however, being subject
to approval or revision by the Race Committee.
VI. MEMBERSHIP
1. There shall be four classes of membership: Regular
members, junior members, honorary members, and
associate members.
2. A candidate for election as a regular, associate, or
junior member may be elected by the Executive
Committee.
3. Children of a regular member, under eighteen years
of age, may be elected to junior membership.
Junior members, upon reaching eighteen years of
age, may become regular members upon the pay-
ment of an additional initiation fee of $5.00.
4. The Executive Committee may from time to time
elect to honorary membership such persons as they
consider qualified.
5. A person not participating in yachting may become
an Associate Member. Members in this category
are exempt from the initiation fee.

6. Every member of the Fleet shall have the right to
fly the Fleet burgee.
7. Any member may resign from the Fleet by paying
all dues and giving written notice to the Treasurer.
8. Membership is not transferable except by permission
of the Executive Committee and then only in the
case of the death of the member.
VII. DUES
1. The initiation fee for a regular member shall be
$10.00.
2. The initiation fee for junior members shall be $5.00.
3. The annual dues for regular members shall be $10.00.
4. The annual dues for junior members shall be $5.00.
5. The annual dues for an associate member shall be
$10.00.
VIII. MEETINGS
1. There shall be an annual meeting held at Norther
Harbor, Maine, in the month of August. Three
days' written notice of the annual meeting shall be
sent to each member.
2. Meetings other than the annual meeting may be
called by the Commodore. Three days' written
notice shall be sent to each member.
3. Ten members of the Fleet shall constitute a quorum
at any meeting.

4. Members may attend either in person or by written
proxy.
5. At all meetings of the Fleet the order of business
shall be:
1. Reading of Minutes.
2. Reports of Officers and Committees.
3. Communications.
4. Elections.
5. Unfinished business.
6. New business.
7. Adjournment.
IX. FLEET INSIGNIA AND FLAC
1. The Fleet Insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be drawn as
shown in the attached diagram.
2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two-thirds of the length, with the
Fleet Insignia in blue of a diameter equal to one-

third of the length centered at a point equidistant
from the two longer sides of the flag and one-third
of the distance from the hoist to the end of the flag;
the space between the outer band and the central
disk of the insignia to be white.
X. FISCAL YEAR
The fiscal year of the Fleet shall commence on the first
day of January.
XI. AMENDMENTS
These By-Laws may be amended by the Executive
Committee at any meeting, provided that written notice
of the proposed change is given three days before the
date of the meeting.

YACHT RACING AT NORTHEAST HARBOR
An Historical Sketch
Yacht racing at Northeast Harbor traces its beginnings
back to the early years of the twentieth century when a
composite class of yachts of from twenty-one to twenty-five
feet water-line length were raced successfully for a number
of seasons. Among the principal contenders were Pirate,
William S. Grant, Jr., and Chief, Dr. George G. Hayward.
Interest lagged after a time.
In 1913, however, yacht racing once more aroused
interest. In that year, a one-design class of 17½/2-foot
knockabouts was organized in Bar Harbor, and several
of the yachts were owned in Seal Harbor and in North-
east Harbor. Under the auspices of the then newly
established Seal Harbor Yacht Club, races were held for
the Seal Harbor and Northeast Harbor yachts. The
climax of the season was a race between these yachts and
the Bar Harbor yachts off Seal Harbor. The race was
won by Bird, Charles D. Dickey, Jr.
In the spring of 1914, because of the keen interest in
the preceding year, yachts were sought which would be
suitable for racing at Northeast Harbor. Just at that
time there were placed on the market several 17-foot
yachts designed by Edwin A. Boardman and built by
George Lawley and Son Corporation which belonged to a
class which had been organized by the Eastern Yacht
Club at Marblehead. Six of these yachts were purchased
by residents of Northeast Harbor and vicinity. Daffydill,

Henry Parkman; Ino, Francis C. Grant and Edward W.
Madeira; Atlanta, Ernest B. Dane, Jr.; Moslem III,
William S. Grant, Jr.; Squaw, W. W. Rowse; and Kipper,
Dr. Richard H. Harte. These yachts raced throughout
the seasons of 1914 and 1915 and proved satisfactory
in every way.
In 1916 came the disturbance on the Mexican border,
and in 1917 and 1918 the World War. Those most inter-
ested in yacht racing at Northeast Harbor were in the
service of the nation. In 1919, however, racing attracted
new interest, and the races were conducted on a more
formal scale than before. The Fleet increased in size in
this year and in 1920.
In 1921 the racing organization was perfected. Pre-
viously the Fleet had raced boat for boat in one class.
In this year three classes were organized: Class A, the
Eastern Yacht Club 17-footers, eleven in number; Class
B, the Bar Harbor Manchester Islesboro North Haven
17½/2-footers, six in number; and Class C, a composite
class of all boats in the neighborhood of from 15 to 18 feet
water line. Scores were computed for the first time and
the prize pennants first awarded.
In 1922 the miscellaneous class, Class C, was discon-
tinued, as little interest had been shown in it. An inno-
vation was the three-day cruise to Blue Hill Bay in which
nine yachts took part. From this humble beginning, the
cruise has grown to one of the most attractive features of
the season.
Further progress of the Fleet was evident in 1923, when
the Fleet was formed into a yacht club under the name
"The Northeast Harbor Fleet," and the Fleet burgee

adopted. Two new classes were added: Class O, the
Northeast Harbor 15-footers, thirteen in number; and a
new Class C, the Eliot-Manchester boats, three in number.
The first cups were presented to the several winners at
the end of the season. The following summer arrange-
ments were completed for an annual series of races with
the Tarratine Club of Dark Harbor, and the first races
were held.
In 1925 occurred the death of George Davenport Hay-
ward, for many years the guiding spirit in yacht racing at
Northeast Harbor. In his death the Fleet sustained a
severe loss. As a memorial to him his friends generously
presented the George Davenport Hayward Memorial Cup
which was first sailed for in August, 1925. In that same
year, under an agreement with the Seal Harbor Yacht
Club, Class MDI was added to the racing classes.
Because of the great increase in the size of the Fleet it
became necessary to employ a full-time secretary in 1927,
and in 1928 Fleet Headquarters were established on Main
Street, to be kept open every week-day morning during
the racing season by the secretary. All records were
maintained there, Race Committee meetings held there,
and race results posted.
The 30 Square Meter Class was started in 1929, when
Commodore Eddison and John Tyssowski imported boats
from Sweden. The following season welcomed a new
class of members, the junior members, and introduced
the Bullseye Class for junior racing. A Fleet landing
stage was established at the Clifton dock which enabled
the Fleet to reciprocate in some measure for the courtesy
extended to its members by other yacht clubs.

The growth of the Fleet was very healthy. In 1930
there was a spirit of fine sportsmanship and keen com-
petition, which it is the aim of the officers to promote
and foster. The Fleet started a series of home and home
races in the 30 Square Meter Class with the Corinthian
Yacht Club of Marblehead, Massachusetts. Two boats of
our Fleet were sent to Marblehead to compete in a series of
five races, and were defeated by a score of 30 to 20 points.
In 1931 the Fleet purchased the Sparrow for a Committee
boat. Two new 30 Square Meter Class boats were added
to the Fleet. The Corinthian Yacht Club sent three
crews to Northeast Harbor to compete in our boats, which
were drawn by lot. The point score of this series was
63 to 35, in favor of The Northeast Harbor Fleet.
The July Cruise was established in 1932 and has be-
come an annual fixture. The Lawrence Dickey Memorial
team races between A and B classes were inaugurated in
1933.
At the annual meeting in 1937 a committee was ap-
pointed consisting of Mr. Eliot Wadsworth, Chairman:
Mr. Spedden, and Mr. Eddison, to consider the question
of a new class. The committee recommended the adop.
tion of the International Class and in 1938 fourteen of
these boats were ordered and built by Bjarne Aas of
Fredrikstad, Norway. Mr. Eddison was appointed a
committee of one to control the importation. Sparkman
and Stephens acted as buyers' agent and the European
inspection and acceptance was done by Veritas. The
boats were shipped to Northeast Harbor on the Norwesgian
motor ship Toronto, unloading off Bear Island in April,
1938.

During the past eight years Fleet affairs and activities
have shown noteworthy progress. In 1941 the Fleet es-
tablished Headquarters for the first time directly on the
shore where for two years activities' were conducted from
an office located off Sea Street.
An apportunity arose in 1943 to acquire the use of the
Rock End Dock facilities for Fleet Headquarters and a
special committee headed by Commodore Haskell raised the
necessary funds to purchase the dock, and adjoining shore
front property, thereby permitting the Fleet to enjoy its
first permanent base of operations. This project has been
developed each year culminating in the erection during
1946 of a new Fleet Headquarters building, made possible
by the devoted interest in Fleet affairs of Mr. Harry G.
Haskell and Mr. Harry G. Haskell, Jr.
The annual meeting of 1941 approved a plan to establish
a Junior Sailing Instruction Class. Put into effect in the
summer of 1942 this class has flourished beyond expectation
to become one of the major interests of the Fleet.
In 1946 a new class of yachts was added to the regularly
established racing classes of the Fleet largely through the
efforts of Mr. James G. Ducey. Twenty-two Luders 16's
took part in the races for the first time in Northeast Harbor
waters.
The healthy position of the Fleet before World War II
provided a sound basis of operation, so that the zealous
devotion of those members able to be at Northeast for
periods of time during the war, successfully carried the
Fleet through these critical years.

COMMODORE'S REPORT
By common consent, the first peace-time season in recent
years proved a particularly good one and, in addition to
the successful racing and cruising programs which were
completed despite wide varieties of wind, fog and calm
without postponements, was marked by several notable
events which established real milestones in our Fleet
history. Under the leadership of Commodore Haskell,
with James G. Ducey as Secretary, racing had been con-
tinued during the war years under great handicaps, but
with ever increasing enthusiasm. New projects had been
started, and, best of all, new people had become interested
in our activities, so that the new Flag Officers of 1946 had
a firm foundation to begin with.
The first important event was the arrival of twenty-three
new Luders L-16 boats creating an additional enthusiastic
racing Class which had been much needed for a long time.
The boats proved easy to handle, seaworthy under some
really heaving sailing conditions, and generally satisfactory
in other ways. A few additional boats were authorized
by the Class at the end of the season so that we can feel
the Class will continue to be an important part of our
Fleet in years to come.
Another important feature of the season was the Inter-
national Team Races organized by our Fleet Captain
James G. Ducey. Three teams came from Long Island
Sound captained by Mrs. James Sheldon, William Cox,
and A. E. Luders, Jr., and three others came from Marble-
head captained by A. L. Putnam, Jr., Arthur Poor, and
Thomas Rowen. The Long Island Sound crews proved

their greater experience in match racing by winning de-
cisively, while our own team captained by William J.
Strawbridge, James G. Ducey, and Harry G. Haskell, Jr.
were second. There was great enthusiasm for these
matches, which were the occasion for a dinner at Jordan
Pond given to the various racing crews by members of
our Fleet, and for informal lunches on the days of the
races provided by the Fleet itself. It was generally felt
that these races provided a real stimulant to racing at
Northeast, as well as valuable instruction for those who
took part or witnessed them at close quarters, and it is
hoped that the races in some way or other may be con-
tinued in the future.
The summer also marked the completion, by the end of
August, of the new Clifton Dock. Though not officially
a Fleet project, it was financed by a number of our ac-
tive members, and its completion made possible largely
through the wisdom, generosity, and energy of Mr. Vance
C. McCormick, whose untimely death last spring cast a
great shadow over the whole community, and deprived
us all of a friend and a wise counsellor whom we can
ill afford to lose. Many of the finest traditions of the
Fleet are due to his excellent judgment and, of course,
he will be particularly remembered in connection with
this new Dock which is absolutely necessary, not only to
provide landing facilities for the many members of the
Fleet who are unable to moor in Rock End Cove, but also
for the residents of the outlying islands, and for the many
cruising yachtsmen who visit Northeast Harbor each sum-
mer. The Dock. has now been made an official station
of the Cruising Club of America for this coming summer

and, under the management of our Secretary, Arnold W.
Lunt, will provide excellent facilities for these visitors,
as well as for our local residents.
Most important of all, however, was the completion of
our new Fleet House, given by former Commodore Harry
G. Haskell, and his son, Harry G. Haskell, Jr. We had
hoped that the House would be completed in June, but the
delay which affected all building operations last year
made no exception with respect to this house and it
could not be dedicated until late in August. However,
the office and Race Committee rooms were in operation
by July 1, and there was a roof over the rest of the house
all summer, too. In fact the delay proved, in some respects,
to have had some advantages, for every one of our members
had a chance to make suggestions when they could still
be put into effect, and much practical help was given by
many individuals in landscaping the outside of the prop-
erty, and in finishing off the interior, with the result that
we all felt that we had an active share in its building.
The simple ceremony of dedication was most impressive
with brief addresses by Bishiop Peabody, Blair Lee, Roger
Griswold, the architect, Horace Bucklin, the builder, the
Commodore and, of course, Mr. Haskell. It was agreed
that everyone had combined to make possible an unusually
satisfactory Fleet Headquarters, and particular tributes
were paid to the unfailing care and devotion to the job
of the architect, the builder, and the many workmen who
took part, and by Mrs. Max Farrand who had donated
her services in connection with the location of the house
and plans for its landscaping. The occasion also provided
an opportunity for outlining again the ideals of the Fleet

which from its first organization has endeavored to carry
on the traditions of the earlier summer residents in our
community, to the end that the Fleet should always stand
for sportsmanship of the highest order, and good seaman-
ship in races and cruises, SO that racing and sailing might
be a healthy influence in the life of Northeast Harbor,
and should always be conducted on a simple economical
basis which would recognize the value of family racing,
and the importance of constantly providing inspiration for
racing through an effective sailing class for the children
of the community.
The sailing classes, under the direction of James G.
Ducey, were very popular and attracted some sixty-five
children who appeared regularly at our dock throughout
the summer. We all recognize that this basic instruction
is the real backlog of our Fleet, and our insurance for
its success in the future, so we are particularly grateful
not only to Jimmy Ducey, but to Harry Platt and the
other junior members of the Fleet who acted as his as-
sistant instructors. We are also grateful to those who
loaned their Bullseye boats for instruction purposes, to
Mr. W. Barton Eddison for Woozle, to Mrs. Ledyard Cogs-
well, Jr. for Puff-In, to Mr. John H. Briggs for Bicker,
to Mrs. Lewis Neilson for Chizzle, to Arthur D. Foster, III
for Lazy Anchor, and to Mrs. M. C. Kennedy for Wooden
Shoe. We also particularly appreciate Mr. Haskell's loan
of his starboard launch of the Placida which was used as
a committee boat, as well as for many other purposes.
It was splendid to have back with us again so many mem-
bers who had been in the armed forces during the war, and
especially to welcome Lieutenant Commander Arnold W.

Lunt back as Secretary, and former Commodore William J.
Strawbridge as chairman of the Race Committee. To them
both, to the other Flag Officers, to the members of the
Executive and Race Committees, to Jimmy Ducey, to Mrs.
Fraley as chairman of our House Committee, and to the
many members who unselfishly helped with co-operation
and advice, I am particularly grateful, for only with their
help was it possible to make the season a success.

together with the enthusiasm in evidence, bodes well for the
"back to normal" conditions which are fast becoming reality.
Seven regular races were scheduled for the July Series,
only one of which was not sailed, and that due to un-
favorable weather. Sixty-two boats participated at one time
or another in this series, with a high of fifty-seven in one
race alone.
All eight of the regular August Series races scheduled
were sailed with seventy-one boats taking part. Sixty-three
came out for one race, a figure not attained in any year
since 1936. In two races the Bullseye Class did not sail
due to too heavy weather.
The Cruises also brought out record numbers of boats
and were generally conceded to be most successful events.
In July the first race of the Cruise, however, had to be
called off because of fog, and boats were towed to Swan's
Island where the Ladies' Aid Society provided their usual
excellent lobster supper. The thirty-five boats entered in
the return race to Northeast Harbor enjoyed a good compe-
tition, and that with the fine hospitality of the Swan's
Island folk completed a satisfying cruise.
Three legs of the August Cruise were sailed: Northeast
Harbor to Pretty Marsh, Pretty Marsh to East Blue Hill,
and East Blue Hill to Seal Cove, involving sixty-five boats
at one time. The Kollegiwidgwok Yacht Club was our host
in East Blue Hill on the second day of the Cruise at an
especially memorable luncheon, and with this evidence of

good will, further sealed the traditionally cordial relations
between our two organizations. From Seal Cove, boats were
towed back to Northeast Harbor because of fog and rain.
In this season all special races were resumed and some
new ones were inaugurated. The Southwest Harbor
Regatta, Seaman's Race, Single-handed Bullseye Race,
Hayward Cup Race and Labor Day Regatta were sailed
as before the War. The Hayward Cup Race, however,
having been sailed each year during the War, this year was
followed by a tea given by Mr. and Mrs. Lincoln Cromwell
and Commodore and Mrs. Jarvis Cromwell. The appreciation
and thanks of the Race Committee go to the hosts for their
generous hospitality in perpetuating this traditional event.
New races scheduled were weekly Cruising Class races,
only two of which were actually allowed by the weather
to come off, with entries of eight and nine boats respec-
tively. This was considered a good turn-out for a start
and assures the future success of such events.
The International Class Team Races with Long Island
Sound and Marblehead took place this year in our waters
and was an unusual event of particular interest to Yachting
circles in general. The new Luders Class was a successful
addition to the racing fleet and of the twenty-two possi-
bilities twenty-one raced at various times.
In all, with the added convenience and luxury of a
new Fleet Headquarters and the generally fair cooperation
of the weather, the Fleet is able to report a more than
satisfactory racing season.

SAILING INSTRUCTION CLASS REPORT
The fifth season of the Fleet's sailing instruction program
made a slow start as a result of various organizational
difficulties, but before the season was over its tempo of
operation had reached and surpassed the level of activity
of the preceding year. There is little doubt that the Sailing
Class has established itself as one of the most important
functions of the Fleet, and its continuing popularity among
our younger members and their friends seems to assure an
ever-increasing interest in sailing and racing at Northeast
Harbor. Last year's enrollment of more than 64 children
was a new high in the history of the Class, and although
the increase of children participating seems to be leveling
off at about that figure, progress continues to be made in
the organization of the Class's activity.
Last year's Sailing Class suffered an initial set-back when,
in early June, it was learned that Harvey R. Kelley would
be unable to return to his position as Sailing Instructor.
This was a severe blow to everyone concerned with the
sailing instruction program, for the success of the previous
four seasons had been largely due to the ability of Harvey
Kelley in stimulating interest, teaching fundamentals, and
conducting an extremely happy sailing session. Although
his loss was a severe blow and the Class made a rather
shaky start, activity and interest soon picked up when
Henry N. Platt, Jr. accepted the direction of the Class.
This new Sailing Instructor proved a worthy successor to
Harvey Kelley, and to him can be attributed the smooth
operation of the Class through the season.
Because of the loss of Harvey Kelley and the fact that

a number of the assistant instructors of previous years were
busy sailing larger boats, it was found necessary to enlist
the services of some of the more experienced and older
Fleet members to help in instructing the ever-enlarging
Class. To Priscilla Brock, Kathy Dickey, Polly Thompson,
Paul Thompson, and Jay Scott the Fleet is indebted for
their patient and intelligent assistance rendered to the Class
as assistant instructors. Their help assured the success of
an extremely active year.
The existence of the Class was contingent on the as-
sistance given by those individuals, but it also depended on
the generosity of several owners of Bullseyes who loaned
their boats to the Fleet for use in the Class. For the past
five years Mr. William Barton Eddison has unconditionally
loaned Woozle to the Fleet, and she has been not only the
backbone of the Sailing Class but the means for supplying
individual instruction in the afternoon. To Tobey Briggs,
Pat Foster, Benjie Neilson, and Mike Kennedy the Fleet
is also indebted for the use of their boats in the mornings.
Without the generosity of the owners of Bullseyes, the
Sailing Class could not exist.
A few of the problems of previous seasons were not as
apparent during the past year. The availability of more in-
structors appeared to solve the problem caused previously by
the presence in one boat of children of widely divergent
ages and abilities. With a greater number of assistants it be-
came possible to put all of the younger children in one or
two boats, while the more experienced could shift for them-
selves. Increased supervision likewise made possible a
greater variety of activities, and the Class was able to
begin informal racing at an earlier date than usual.

With the continuing interest and assistance of Fleet
members and the renewed generosity of the Bullseye own-
ers, the Fleet sailing instruction program should continue
to be a source of revitalization to the Fleet, and it is hoped
that a product of the program will be a heightening of
interest and skill in boat racing at Northeast Harbor.
