My dear Mr. Ogden :- I am in receipt of your favor of 23rd inst., enclosing Mr. Lynam's letter to you of 15th inst., and copy of your reply to him of 23rd inst. I confess I am somewhat surprised at what Mr. Lynam says in his letter. In the first place, I do not see that anything can be done by the Town regarding the causeway until they first have the consent of the War Department. The plan of the causeway I under- stand is the same as the one which was presented before the Govern- ment's Engineer last summer, and which has been turned down by the War Department. I, therefore, cannot believe that the Town or the Rodicks have yet obtained any permission from the War Department and until they do there is no power in the country that can erect the causeway as proposed, and I cannot believe that the War Department, under any circumstances, will give conset to put such a structure there. I assume this is the same kind of a structure as was re- jected from the fact that there is only $35,000 appropriated to erect it, and I am very certain that that is not sufficient money to do so.
