CONSTITUTION
I. Name
The name of this club shall be "The Northeast Harbor
Fleet."
II. Purpose
The purpose of this club is the promotion of yachting
as an amateur sport at Northeast Harbor, Maine, and
in its vicinity.
III. Membership
Membership in this club shall be open to persons
interested in yachting.
IV. Officers and Executive Committee
The officers of this club shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, and a
Treasurer, and such other officers as may be provided
for in the By-Laws. The officers and three other mem-
bers appointed by the Commodore shall constitute the
Executive Committee. The Executive Committee shall
provide By-Laws for the government of the Fleet.
V. Amendments
Amendments to this Constitution may be made at any
meeting of the Fleet, provided that written notice of
the proposed amendment is given at least 30 days in
advance.

BY-LAWS
I. Officers
The officers of the Fleet shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, a Treas-
urer, and a Chairman of the Race Committee.
II.
Election of Officers
1. All officers, with the exception of the Chairman of
the Race Committee, shall be elected by ballot by
the Fleet at large at the annual meeting, and shall
hold office until the next succeeding annual meeting
or until their successors are elected.
2. Any vacancy of office, except that of Chairman of
the Race Committee, may be filled by election at
any meeting of the Executive Committee, but
only for the unexpired term.
3. All elections shall be by ballot, and a majority of all
the votes cast shall be necessary to elect.
4. Members of the Race Committee shall be elected by
ballot by the Fleet. The Committee shall fill any
vacancies which occur. Members of the Committee
will be expected to notify the Chairman prior to
July 1st if unable to be at Mount Desert Island for
the summer during which they have been elected
to serve, in which case their resignation becomes
automatic.
III. Duties of Officers
1. The duties of the Commodore, Vice-Commodore,
Rear Commodore, Secretary, and Treasurer shall
be those usually pertaining to the offices of Presi-
dent, Vice-President, Secretary, and Treasurer,
respectively.

2. The Commodore may appoint a Fleet Captain, a
Fleet Surgeon, and a Fleet Chaplin from the mem-
bers of the Fleet.
3. The Commodore shall be ex-officio a member of all
committees.
4. The Secretary shall act as Secretary of the meeting
at Class meetings for purposes of information,
recording of decisions, and reporting such decisions
to the Executive or Race Committee for their
information or action.
IV. Executive Committee
1. The Executive Committee shall be constituted in
accordance with the provisions of the Constitution.
2.
The duties of the Executive Committee shall be to
organize, manage, and maintain the Fleet accord-
ing to the Constitution and By-Laws.
V. Race Committee
1. There shall be a Race Committee consisting of five
members elected by the Fleet. The Chairman shall
be elected by the Committee from its membership.
The Commodore and the Secretary shall in addition
be ex-officio members without vote, except in cases
where absentees at a meeting may cause a tie,
where the Commodore may cast a deciding vote.
2. The management of all races shall be under the
direction of the Race Committee whose general
authority is defined in Part I, Rule I, Racing Rules,
NAYRU which reads as follows:
"All races and the yachts sailing therein shall
be under the direction of the Race Committee

of the Club under whose auspices the races are
sailed. All matters shall be under their control,
and all questions which arise respecting such
races shall be subject to their decision. The
decisions of the Race Committee shall be based
upon these rules, so far as they apply, but as no
rules can be devised capable of meeting every
incident and accident of sailing, the Race Com-
mittee shall keep in view the ordinary customs
of the sea, and discourage all attempts to win
the race by other means than fair sailing and
superior speed and skill."
The Chairman of the Race Committee shall conduct
all meetings of said committee and be its official
spokesman in all matters pertaining to the activities
of said committee.
3. The Secretary shall act on the committee boat during
races as the responsible representative of the Race
Committee, his decisions, however, being subject
to approval or revision by the Race Committee.
VI. Membership
1. There shall be four classes of membership: Regular
members, junior members, honorary members,
and associate members.
2. A candidate for election as a regular, associate, or
junior member may be elected by the Executive
Committee.
3. Children of a regular member, under eighteen years
of age, may be elected to junior membership.
Junior members, upon reaching eighteen years of

age, may become regular members upon the pay-
ment of an additional initiation fee of $5.00.
4. The Executive Committee may from time to time
elect to honorary membership such persons as they
consider qualified.
5. A person not participating in yachting may become
an Associate Member. Members in this catagory
are exempt from the initiation fee.
6. Every member of the Fleet shall have the right to
fly the Fleet burgee.
7. Any member may resign from the Fleet by paying
all dues and giving written notice to the Treasurer.
8. Membership is not transferable except by permission
of the Executive Committee and then only in the
case of the death of the member.
VII. Dues
1. The initiation fee for a regular member shall be $10.00.
2. The initiation fee for junior members shall be $5.00.
3. The annual dues for regular members shall be $10.00.
4. The annual dues for junior members shall be $5.00.
5. The annual dues for an associate member shall be
$10.00.
VIII.
Meetings
1. There shall be an annual meeting held at Northeast
Harbor, Maine, in the month of August. Three
days' written notice of the annual meeting shall be
sent to each member.
2. Meetings other than the annual meeting may be
called by the Commodore. Three days' written
notice shall be sent to each member.

3. Ten members of the Fleet shall constitute a quorum
at any meeting.
4. Members may attend either in person or by written
proxy.
5. At all meetings of the Fleet the order of business
shall be:
1. Reading of Minutes.
2. Reports of Officers and Committees.
3. Communications.
4. Elections.
5. Unfinished business.
6. New business.
7. Adjournment.
IX. Fleet Insignia and Flag
1. The Fleet Insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be drawn as
shown in the attached diagram.
2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two-thirds of the length, with the
Fleet Insignia in blue of a diameter equal to one-
third of the length centered at a point equidistant

from the two longer sides of the flag and one-third
of the distance from the hoist to the end of the flag;
the space between the outer band and the central
disk of the insignia to be white.
X. Fiscal Year
The fiscal year of the Fleet shall commence on the first
day of January.
XI. Amendments
These By-Laws may be amended by the Executive
Committee at any meeting, provided that written
notice of the proposed change is given three days before
the date of the meeting.

YACHT RACING AT NORTHEAST HARBOR
An Historical Sketch
Yacht racing at Northeast Harbor traces its beginnings
back to the early years of the twentieth century when a
composite class of yachts of from twenty-one to twenty-five
feet water-line length were raced successfully for a number
of seasons. Among the principal contenders were Pirate,
William S. Grant, Jr., and Chief, Dr. George G. Hayward.
Interest lagged after a time.
In 1913, however, yacht racing once more aroused
interest. In that year, a one-design class of 17 1/2-foot
knockabouts was organized in Bar Harbor, and several
of the yachts were owned in Seal Harbor and in North-
east Harbor. Under the auspices of the then newly
established Seal Harbor Yacht Club, races were held for
the Seal Harbor and Northeast Harbor yachts. The
climax of the season was a race between these yachts and
the Bar Harbor yachts off Seal Harbor. The race was
won by Bird, Charles D. Dickey, Jr.
In the spring of 1914, because of the keen interest in
the preceding year, yachts were sought which would be
suitable for racing at Northeast Harbor. Just at that
time there were placed on the market several 17-foot
yachts designed by Edwin A. Boardman and built by
George Lawley and Son Corporation which belonged to a
class which had been organized by the Eastern Yacht
Club at Marblehead. Six of these yachts were purchased
by residents of Northeast Harbor and vicinity Daffydill,
Henry Parkman; Ino, Francis C. Grant and Edward W.
Madeira; Atlanta, Ernest B. Dane, Jr.; Moslem III,

William S. Grant, Jr.; Squaw, W. W. Rowse; and Kipper,
Dr. Richard H. Harte. These yachts raced throughout
the seasons of 1914 and 1915 and proved satisfactory
in every way.
In 1916 came the disturbance on the Mexican border,
and in 1917 and 1918 the World War. Those most inter-
ested in yacht racing at Northeast Harbor were in the
service of the nation. In 1919, however, racing attracted
new interest, and the races were conducted on a more
formal scale than before. The Fleet increased in size in
this year and in 1920.
In 1921 the racing organization was perfected. Pre-
viously the Fleet had raced boat for boat in one class.
In this year three classes were organized: Class A, the
Eastern Yacht Club 17-footers, eleven in number; Class
B, the Bar Harbor-Manchester-Islesboro-North Haven
17 1/2-footers, six in number; and Class C, a composite
class of all boats in the neighborhood of from 15 to 18 feet
water line. Scores were computed for the first time and
the prize pennants first awarded.
In 1922 the miscellaneous class, Class C, was discon-
tinued, as little interest had been shown in it. An inno-
vation was the three-day cruise to Blue Hill Bay in which
nine yachts took part. From this humble beginning, the
cruise has grown to one of the most attractive features of
the season.
Further progress of the Fleet was evident in 1923, when
the Fleet was formed into a yacht club under the name
"The Northeast Harbor Fleet," and the Fleet burgee
adopted. Two new classes were added: Class o, the
Northeast Harbor 15-footers, thirteen in number; and a

new Class C, the Eliot-Manchester boats, three in number.
The first cups were presented to the several winners at
the end of the season. The following summer arrange-
ments were completed for an annual series of races with
the Tarratine Club of Dark Harbor, and the first races
were held.
In 1925 occurred the death of George Davenport Hay-
ward, for many years the guiding spirit in yacht racing at
Northeast Harbor. In his death the Fleet sustained a
severe loss. As a memorial to him his friends generously
presented the George Davenport Hayward Memorial Cup
which was first sailed for in August, 1925. In that same
year, under an agreement with the Seal Harbor Yacht
Club, Class MDI was added to the racing classes.
Because of the great increase in the size of the Fleet it
became necessary to employ a full-time secretary in 1927,
and in 1928 Fleet headquarters were established on Main
Street, to be kept open every week-day morning during
the racing season by the secretary. All records are
maintained there, Race Committee meetings held there,
and race results posted.
The 30 Square Meter Class was started in 1929,
when Commodore Eddison and John Tyssowski imported
boats from Sweden. The following season welcomed a
new class of members, the junior members, and introduced
the Bullseye Class for junior racing. A Fleet landing
stage was established at the Clifton dock which enabled
the Fleet to reciprocate in some measure for the courtesy
extended to its members by other yacht clubs.
The growth of the Fleet was very healthy. In 1930
there was a spirit of fine sportsmanship and keen com-

petition, which it is the aim of the officers to promote
and foster. The Fleet started a series of home and home
races in the 30 Square Meter Class with the Corinthian
Yacht Club of Marblehead, Massachusetts. Two boats of
our Fleet were sent to Marblehead to compete in a series of
five races, and were defeated by a score of 30 to 20 points.
In 1931 the Fleet purchased the Sparrow for a Committee
boat. Two new 30 Square Meter Class boats were added
to the Fleet. The Corinthian Yacht Club sent three
crews to Northeast Harbor to compete in our boats, which
were drawn by lot. The point score of this series was
63 to 35, in favor of the Northeast Harbor Fleet.
The July Cruise was established in 1932 and has be-
come an annual fixture. The Lawrence Dickey Memorial
team races between A and B classes were inaugurated in
1933.
At the annual meeting in 1937 a committee was ap-
pointed consisting of Mr. Eliot Wadsworth, Chairman;
Mr. Spedden, and Mr. Eddison, to consider the question
of a new class. The committee recommended the adop-
tion of the International Class and in 1938 fourteen of
these boats were ordered and built by Bjarne Aas of
Fredrikstad, Norway. Mr. Eddison was appointed a
committee of one to control the importation. Sparkman
and Stevens acted as buyers' agent and the European
inspection and acceptance was done by Veritas. The
boats were shipped to Northeast Harbor on the Norwegian
motor ship Toronto, unloading off Bear Island in April,
1938.

1939
COMMODORE'S REPORT
In accordance with precedent in our Fleet the retiring
Commodore presents the annual report for the previous
year. I salute the new Commodore and congratulate the
Fleet on their selection of a young, vigorous, and able
leader. The Fleet is assured of continuous and effective
growth.
The membership increase continues, as it has every year
since the low point of 1932, although the Junior Member-
ship dropped this year from 49 to 40. We need more
young sailors.
The financial position of the Fleet is satisfactory. After
discharging all obligations, including a new motor installed
in the Sparrow the Treasurer holds in reserve the sum of
$1500 to build a new Sparrow hull and for other contin-
gencies that may arise. It may be that in the future the
reserve will prove to be the start of a plan for a club house
or Fleet base, that many of us feel would add greatly to
the pleasure and usefulness of the Fleet.
The problem of a new racing class, stepping up from the
Bullseyes, as presented to the annual meeting of 1936 by
Mr. Eliot Wadsworth, has never been solved. As a class,
the Bullseyes, despite our efforts, have not grown in num-
bers. The A's and B's are too old as classes for new boats
to be built into. A future plan and policy should be con-
sidered, and recommendations made to our membership.
The employment of a sailing instructor has been helpful
to the youngsters who have taken advantage of the service,
and is generally beneficial to the Fleet. Henry Reath
performed the duties to the satisfaction of the officers, be-
sides assisting generally and effectively in administration

matters. It is a satisfaction to have the work well performed
by one of our own.
One of the most interesting events of the season was the
running off of the Mrs. Charles Francis Adams Trophy
final races which were sailed at Northeast Harbor Septem-
ber 7th through 9th. Due to the unavoidable absence of
the Secretary the races were run by Commodore Straw-
bridge and Jack Brengle to the complete satisfaction of
the visiting women and the Committee of Judges represent-
ing the N.A.Y.R.U. The series was won by the team from
the American Yacht Club, Yacht Racing Association
of Long Island Sound. The Secretary's report to the
N.A.Y.R.U. is printed elsewhere.
We once again express our sincere appreciation and
thanks to Commodore and Mrs. Milliken for their kind
entertainment of the racing Fleet during the August
Cruise to Blue Hill Bay. The Cruise this year was some-
what marred by weather, two of the races having to be
called off. Our thanks are also due to Mr. and Mrs. E. B.
White of Allen's Cove for the use of their dock and gang-
way over their place.
I wish to take this opportunity to express my sincere
thanks to those members who had a hand in giving me
the Hunter Wood painting of the Gloucester Schooner
emerging from a fog bank. It is a beautiful picture, done
by a man who knows the sea, and will always be a prized
possession and a reminder of happy days of friendship and
comradeship in the Fleet, and the finest of co-operation on
all our occasions-I am really very grateful.

RACE COMMITTEE REPORT
The racing season of 1939 will be remembered as a trying
one, not only because of the large number of races can-
celled on account of the poor weather, but also because of
the fickle winds that frequently upset the skippers' most
carefully determined plans. On several occasions, the
leading boats were left but a short distance from the finish
line to see the time limit expire and have their best efforts
nullified. Nevertheless, the enthusiasm, keen competi-
tion, and skill shown throughout the races proves that
adversity does not dampen the ardor of the sailors of the
Fleet.
Our season began with the customary tuning-up races,
the first being held July 4th. The few who came to the
line enjoyed a very pleasant afternoon of racing and the
opportunity of acquiring their "sea-legs" in advance of
the many crews that arrived at later intervals during the
month.
Those of us who went on the July Cruise were fully re-
paid for the disappointments of the previous year by the
ideal spell of weather and the opportunity of actually seeing
what Stave Island Harbor looked like, our previous knowl-
edge of it being limited to a lonely spar buoy and the
warmth and hospitality of the "Dolphin Inn."
The August Series, though marred by the continuation
of fog and calm, a condition by no means exclusive to our
waters, affecting most of the New England coast, found
most of the available boats of the racing classes in action,
capably handled by the young and newly-indoctrinated

members as well as by the seasoned skippers. Let us here
note with regret the absence of two of our finest sportsmen
and sailors, Mr. Eddison, Chairman, and Mr. Robbins,
whose work on the Race Committee has been greatly
missed as well as their keen competition and skill in the
racing.
The August Cruise was, as usual, one of the highlights
of the summer in spite of losing two of the four races
through fog and lack of wind. The greatest disappoint-
ment of all was the cancellation of the race from Allen's
Cove to the Kollegewidgwok Yacht Club, always regarded
as "tops" because of the opportunity of winning one of
Commodore Milliken's highly coveted prizes. The larger
yachts took the racers in tow, however, and we all enjoyed
the hospitality of Commodore and Mrs. Milliken at lunch-
eon and a good race back to Allen's Cove in a fresh south-
wester in the afternoon. Our return to Northeast on the
following day was delayed considerably in the hope that
the fog would clear. This was not to be the case, however,
and we were forced to resort to towing again. The grateful
thanks of all goes to those who SO kindly aided in this work
and brought the whole Fleet back safely under trying
conditions.
Among the special events held were the Seal and South-
west Harbor Regattas and a team race with the Kollege-
widgwok Club, who defeated our representatives in a hard
fought contest in a fine southerly breeze. We were royally
entertained at Blue Hill at luncheon at the house of Mr.
and Mrs. Streeter and at Northeast on Vice-Commodore
Haskell's yacht Placida. It was disappointing that the
return match could not be held owing to our usual troubles
28
with the weather. We wish to thank both Yacht Clubs
and individuals who contributed SO much of their time,
thought, and energies to make these special events possible.
The Fleet was privileged to hold the finals for the Mrs.
Charles Francis Adams Cup, September 7, 8 and 9. Com-
modore John R. Chapin, Chauncey Borland, and Seth M.
Milliken, Chairman, acted as Judges for the series. The
cup was won by the American Yacht Club, of Rye, N. Y.
The Edgartown Yacht Club was runner-up and was also
awarded the Shipshape Prize, given by the Northeast
Harbor Fleet. We are greatly indebted to all those who
SO generously loaned their International Class boats for
these races and to the many who aided in making this
event a success.
In closing, we should like to thank all the members of
the Fleet, participants, spectators, and friends for their
hearty co-operation, sportsmanship, and loyal support.
It is a great privilege to be able to serve in an official
capacity for such an enthusiastic and inspiring group.

Yacht Clubs, respectively, as appointed by the North
American Yacht Racing Union, were the Judges, with full
authority concerning the running of the races. One pro-
test made by Edgartown against Watch Hill, under Rule
30, Clause E, was considered and sustained by the Judges.
Various members of the Fleet kindly took out relatives
of the crews in their launches and also towed the boats
before and after races.
The crews arrived the day before the first race. Some
went out in the boats and others were taken over the
courses in launches. That evening a preliminary meeting
was held, at which time the course circular was explained
and the crews drew for boats for the first race. After the
first race the crews changed boats in accordance with a
pre-arranged schedule, based on the initial drawing, by
which each crew sailed a different boat in every race.

A meeting was held immediately after the last race. Dr.
Milliken presented the Mrs. Charles Francis Adams Cup
to the American Yacht Club crew with the individual
medals given by the North American Yacht Racing Union.
Mrs. Willis D. Wood presented her trophy to Edgartown,
the runner-up, and the individual medals given by The
54
Northeast Harbor Fleet. The Edgartown crew also won
the prizes presented by The Northeast Harbor Fleet for
the crew that left their boat most ship-shape after each
race.
A luncheon was held each day for the Judges, crews, and
visitors. On the evening of September 7, Commodore
Edward Dunham, Jr., and members of the Seal Harbor
Yacht Club gave a buffet supper at which time Mrs. Wood
held a meeting of the Women's National Yacht Racing
Association.
The Northeast Harbor Fleet takes this opportunity to
commend the sportsmanship of the crews and the efficiency
of the Judges, as well as to express its appreciation to the
Women's National Yacht Racing Association and to the
North American Yacht Racing Union for the privilege of
conducting this series of races.

AWARDS AND TROPHIES
The Northeast Harbor Fleet offers in its competitions a
number of trophies, medals, and pennants. Medals and
pennants are awarded to the winner in each class in the
August Series, Annual Cruise, July Cruise, and other
events at the discretion of the Race Committee. Trophies,
which for the most part are offered by friends and members
of the Fleet, are awarded as stated below:
AUGUST SERIES TROPHIES
All August Series trophies, except the Stephen Whitney
Dickey Cup, become the property of the owner of the
yacht first winning the August Series two years.
The STEPHEN WHITNEY DICKEY CUP was presented in
1923 by Mrs. Charles D. Dickey, in memory of her son,
Lieutenant Stephen Whitney Dickey, 110th Regiment,
U. S. Infantry, killed in action September 27, 1918, at
Montblainville, France, in the Argonne attack of the 28th
Division. The name of the winning yacht in the August
Series of races for CLASS A is engraved on this trophy and
the owner is given a replica.
Mrs. Henry G. Brooks presented an MDI trophy in
1936.
Mr. William S. Eaton has presented the Taormina Cup
to the Northeast Harbor Fleet, for competition in the In-
ternational Class. The details of the deed of gift are not
complete, but it is expected that they will be published in
July.

ANNUAL CRUISE TROPHIES
All August Cruise trophies become the property of the
owner of the yacht first winning the highest score on the
cruise for three years.
An August Cruise trophy for the SCHOONER CLASS was
obtained in 1931 from the Fleet treasury. Edward W.
Madeira became the owner of this trophy in 1934. Mr.
Madeira has reoffered this trophy for competition.
Mr. George B. Dorr presented a trophy "to be sailed for
in the Annual Cruise of The Northeast Harbor Fleet or
such other race as, in the Committee's discretion, may be
of the greatest interest and benefit to the Island of Mount
Desert." The Race Committee decided to offer this
trophy in the Miscellaneous Class on the August Cruise.
The 30 SQUARE METER trophy was given by the Fleet
in 1930.
Mr. C. Clark Zantzinger, Jr., presented the trophy for
CLASS A in 1928.
The CLASS B trophy was presented by Mrs. James
Varnum in 1930.
Each year Dr. Seth M. Milliken has awarded trophies
to the winners of the race to Blue Hill. These are most
highly contested trophies, and of the most treasured of the
season. They are symbolic, not only of a race won, but
of the friendship and good will of Doctor Milliken toward
the Northeast Harbor Fleet.

TROPHIES FOR SPECIAL RACES
The GEORGE DAVENPORT HAYWARD MEMORIAL CUP
was presented in 1925 as a memorial to George Davenport
Hayward, who was Commodore from 1923 to 1925 and
for many years was one of the leaders in the building up of
The Northeast Harbor Fleet. His untimely death in 1925
ended a career of great usefulness. As a tribute to him,
his friends subscribed the funds which purchased this
trophy. Each year, on August 17th, Commodore Hay-
ward's birthday, the George Davenport Hayward Memo-
rial Cup race is held, and is open to all yachts in the racing
classes of the Fleet. This is a "chowder" race: that is,
handicaps are given at the start, and the first yacht to
cross the finish line wins. The name of the winning yacht
is engraved on the trophy and the owner is given a replica.
The SOUTHWEST HARBOR YACHT CLUB offers annual
trophies for all classes competing in the Southwest Harbor
Yacht Club Race.
The SEAMANSHIP CUP was presented in 1926 by Miss
Mary C. Wheelwright. The race is open to boys (under
twenty-one years of age) and ladies, sailing yachts of the
A Class in separate divisions. The contestants start at
anchor with sails furled and covered and are given secret
instructions involving a problem in seamanship. The
solution of the problem as well as the handling of the
yacht, are determining factors. The yacht owner winning
this race for two years secures possession of the trophy.
The trophy was won in 1928 by Arthur P. Butler, Jr., and
E. Farnham Butler.
Miss Wheelwright donated a new trophy in 1929 which
was won by Reginald C. Robbins, Jr., in 1930. Miss
Wheelwright presented a third trophy in 1931. William
D. Lippincott won this trophy in 1934.

GEORGE DAVENPORT HAYWARD MEMORIAL CUP
Two beautiful trophies, one for ladies and one for boys,
were presented by Miss Wheelwright in 1935.
Henry T. Reath retired the boys' trophy in 1938. Miss
Wheelwright replaced this trophy in 1939.
In 1927 the SEAMAN'S RACE was instituted among
yachtsmen of Southwest Harbor and in 1928 this race was
made an annual event, a trophy being presented by John
Tyssowski and Malcolm N. Stanley. In this race Class B
yachts are used. The name of the winner is engraved on
the trophy.
Mrs. Thomas Reath originated and gave a trophy for
the single-handed Bullseye Race in 1939. Boys and girls,
fifteen years and under, are eligible. Membership in the
Fleet is not necessary to compete.
MEDALS
Medals will be awarded to the winner in each class in
the August Series, August Cruise, July Cruise, and other
events at the discretion of the Race Committee. Gold
medals for the August Series, silver for the August Cruise,
and bronze for the July Cruise.
PENNANTS
Pennants will be awarded to the winner in each class in
the July Series, August Series, August Cruise, July Cruise,
and other events at the discretion of the Race Committee,
as follows: (3-6) entries, 1 pennant; (7-12) entries, 2
pennants; (13-18) entries, 3 pennants; (19-24) entries,
4 pennants; 25 entries and over, 5 pennants.
The following is a description of the pennants: 1st
place, blue background, white compass, red arrow; 2nd
place, red background, white compass, blue arrow; 3rd
place, white background, blue compass, red arrow; 4th
place, yellow background, blue compass, red arrow; 5th
place, green background, white compass, red arrow.
