CONSTITUTION
I. Name
The name of this club shall be "The Northeast Harbor
Fleet."
II. Purpose
The purpose of this club is the promotion of yachting
as an amateur sport at Northeast Harbor, Maine, and
in its vicinity.
III. Membership
Membership in this club shall be open to persons
interested in yachting.
IV. Officers and Executive Committee
The officers of this club shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, and a
Treasurer, and such other officers as may be provided
for in the By-Laws. The officers and three other mem-
bers appointed by the Commodore shall constitute the
Executive Committee. The Executive Committee shall
provide By-Laws for the government of the Fleet.
V. Amendments
Amendments to this Constitution may be made at any
meeting of the Fleet, provided that written notice of
the proposed amendment is given at least 30 days in
advance.

BY-LAWS
I. Officers
The officers of the Fleet shall be a Commodore, a Vice-
Commodore, a Rear Commodore, a Secretary, a Treas-
urer, and a Chairman of the Race Committee.
II. Election of Officers
1. All officers, with the exception of the chairman of the
Race Committee, shall be elected by ballot by the
Fleet at large at the annual meeting, and shall take
office on the following January first and hold office
for one year or until their successors are elected.
2. Any vacancy of office, except that of Chairman of
the Race Committee, may be filled by election at
any meeting of the Executive Committee, but only
for the unexpired term.
3. All elections shall be by ballot, and a majority of all
the votes cast shall be necessary to elect.
4. Members of the Race Committee shall be elected by
ballot by the Fleet. The Committee shall fill any
vacancies which occur. Members of the Committee
will be expected to notify the Chairman prior to
July 1st if unable to be at Mount Desert Island for
the summer during which they have been elected
to serve, in which case their resignation becomes
automatic.
III. Duties of Officers
1. The duties of the Commodore, Vice-Commodore,
Rear Commodore, Secretary, and Treasurer shall

be those usually pertaining to the offices of Presi-
dent, Vice-President, Secretary, and Treasurer,
respectively.
2. The Commodore may appoint a Fleet Captain, a
Fleet Surgeon, and a Fleet Chaplain from the mem-
bers of the Fleet.
3. The Commodore shall be ex-officio a member of all
committees.
4. The Secretary shall act as Secretary of the meeting
at Class meetings for purposes of information,
recording of decisions, and reporting such decisions
to the Executive or Race Committee for their
information or action.
IV. Executive Committee
1. The Executive Committee shall be constituted in
accordance with the provisions of the Constitution.
2. The duties of the Executive Committee shall be to
organize, manage, and maintain the Fleet accord-
ing to the Constitution and By-Laws.
V. Race Committee
1. There shall be a Race Committee consisting of five
members elected by the Fleet. The Chairman shall
be elected by the Committee from its membership.
The Commodore and the Secretary shall in addition
be ex-officio members without vote, except in cases
where absentees at a meeting may cause a tie,
where the Commodore may cast a deciding vote.

2. The management of all races shall be under the
direction of the Race Committee whose general
authority is defined in Part I, Rule I, Racing Rules,
NAYRU which reads as follows:
"All races and the yachts sailing therein shall
be under the direction of the Race Committee
of the Club under whose auspices the races are
sailed. All matters shall be under their control,
and all questions which arise respecting such
races shall be subject to their decision. The
decisions of the Race Committee shall be based
upon these rules, SO far as they apply, but as no
rules can be devised capable of meeting every
incident and accident of sailing, the Race Com-
mittee shall keep in view the ordinary customs
of the sea, and discourage all attempts to win
the race by other means than fair sailing and
superior speed and skill."
The Chairman of the Race Committee shall conduct
all meetings of said committee and be its official
spokesman in all matters pertaining to the activities
of said committee.
3. The Secretary shall act on the committee boat during
races as the responsible representative of the Race
Committee, his decisions, however, being subject
to approval or revision by the Race Committee.
VI. Membership
1. There shall be four classes of membership : Regular
members, junior members, honorary members, and
associate members.

2. A candidate for election as a regular, associate, or
junior member may be elected by the Executive
Committee.
3. Children of a regular member, under eighteen years
of age, may be elected to junior membership.
Junior members, upon reaching eighteen years of
age, may become regular members upon the pay-
ment of an additional initiation fee of $5.00.
4. The Executive Committee may from time to time
elect to honorary membership such persons as they
consider qualified.
5. A person not participating in yachting may become
an Associate Member. Members in this category
are exempt from the initiation fee.
6. Every member of the Fleet shall have the right to
fly the Fleet burgee.
7. Any member may resign from the Fleet by paying
all dues and giving written notice to the Treasurer.
8. Membership is not transferable except by permission
of the Executive Committee and then only in the
case of the death of the member.
VII. Dues
1. The initiation fee for a regular member shall be
$10.00.
2. The initiation fee for junior members shall be $5.00.

3. The annual dues for regular members shall be $10.00.
4. The annual dues for junior members shall be $5.00.
5. The annual dues for an associate member shall be
$10.00.
VIII. Meetings
1. There shall be an annual meeting held at Northeast
Harbor, Maine, in the month of August. Three
days' written notice of the annual meeting shall be
sent to each member.
2. Meetings other than the annual meeting may be
called by the Commodore. Three days' written
notice shall be sent to each member.
3. Ten members of the Fleet shall constitute a quorum
at any meeting.
4. Members may attend either in person or by written
proxy.
5. At all meetings of the Fleet the order of business
shall be:
1. Reading of Minutes.
2. Reports of Officers and Committees.
3. Communications.
4. Elections.
5. Unfinished business.
6. New business.
7. Adjournment.

IX. Fleet Insignia and Flag
1. The Fleet Insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be drawn as
shown in the attached diagram.
2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two-thirds of the length, with the
Fleet Insignia in blue of a diameter equal to one-
third of the length centered at a point equidistant
from the two longer sides of the flag and one-third
of the distance from the hoist to the end of the flag ;
the space between the outer band and the central
disk of the insignia to be white.
X. Fiscal Year
The fiscal year of the Fleet shall commence on the first
day of January.
XI. Amendments
These By-Laws may be amended by the Executive
Committee at any meeting, provided that written notice
of the proposed change is given three days before the
date of the meeting.

COMMODORE'S REPORT
The summer of 1943 proved not only that Northeast
Harbor could continue to be popularly patronized in
wartime, but that its Fleet need no longer have any
doubts as to the advisability of conducting a racing
program.
Indications of interest in racing were early manifest,
and gave cause for a Fleet notice announcing another
active season. This initial optimism proved well justified
as the summer progressed. Though large numbers of the
Fleet's younger members were scattered throughout the
world in the armed forces, the older and very young par-
ticipated in two closely contested series of races, with a
late August aruise topping off the successful season.
When it became known to the Fleet officers early in
the year that the tenant of the Rock End Dock would
be unable to operate that necessary institution, it was
arranged for the Fleet to use the dock as its headquarters
and operate the float as a service to its members. Busi-
ness was carried on as usual under a wartime organiza-
tion consisting of Mr. James G. Ducey as Acting Secre-
tary and Mr. Harvey Kelley as Sailing Instructor.
An opportunity to acquire permanent ownership of
this dock property arose through an offer of sale by
Messrs. E. Farnham Butler and Charles Savage. The
dock, formerly owned by the Rock End Hotel, is at the
entrance to Gilpatrick Cove and has long been freely
used by members of the Fleet. Last summer its lease by
the Fleet permitted the use of the small wharf buildings,
and the establishment of Headquarters there met with

enthusiastic approbation, particularly by the young. The
Fleet not having money to finance it, the Executive
Committee succeeded in inducing a number of our mem-
bers to subscribe a sum sufficient to buy the dock and
its approaches, and enough more for necessary repairs
to keep it in usable condition. Some difficulties in con-
nection with giving a good title have resulted in delay
in completing the purchase but the sellers assure us these
can be cleared up. Other than making the dock Head-
quarters, no changes are contemplated, for the duration.
Voluntary donations to the fund came from members
keenly interested in the Fleet and its relation to the life
at Northeast Harbor. For this reason, no formal appeal
was needed. When it was understood how keenly it was
desired, especially by the young, they just came forward
and gave freely, SO that the dock could be made available
for the Fleet's use. Contributions varied in size, accord-
ing to ability, and their number was an expression of the
true interest of the members and their confidence in our
future.
Among the most important features of the summer was
the highly successful Sailing Instruction Class conducted
by Mr. Kelley. This is discussed in greater detail in
the report of the Sailing Instructor. However, it should
be said that the class would not have been possible with-
out the generosity of Mrs. Malcolm Peabody, Mrs. Lewis
Neilson, Mr. Barton Eddison, and Mr. Vance McCor-
mick, who placed their Bullseyes "Playboy", "Chizzle",
"Woozle", and "Fidget" at the disposal of the class.
Great credit must be given Mr. Kelley for his excellent

handling of the class, often the object of parental en-
thusiasm.
During August, teas followed the Saturday afternoon
races and again were a delightful means of bringing old
and young together. Fleet members and their racing
crews were entertained on succeeding Saturdays by
Bishop and Mrs. Malcolm Peabody, Mrs. Charles Dickey,
Mr. and Mrs. Vance McCormick, Mr. and Mrs. Lincoln
Cromwell, Mr. and Mrs. Eliot Wadsworth, and the Com-
modore.
By curtailment of operating expenses and the helpful-
ness of some of our members the Fleet was able to go
through the season without loss. This is due in great
measure to the continued loyalty of our members, many
of whom continue to regularly pay their dues even when
unable to be active at Northeast.
Perhaps even more encouraging than this is the fact
that during the past season there were more new mem-
bers joining the Fleet than there were resignations.
During the summer of 1944 it is sincerely hoped that
interest in racing at Northeast Harbor will continue at
its present high level. Once again our greatest concern
will be for those who are for the time being in active
service all over the world. It is the Fleet's obligation to
them to maintain itself as an active organization, SO that
upon their return they may not only enjoy the new post-
war world, but the better things of the old as well.

RACE COMMITTEE REPORT
Racing last summer at Northeast Harbor got off to a
far better start than in the previous summer. The Race
Committee held a meeting in June at which a schedule
was adopted calling for seven series races in July and
ten series races in August. As Labor Day fell on Sep-
tember 6th, the August series covered a period of five
weeks and provided excellent racing. The weather and
the winds on the whole were distinctly good and all the
seven races scheduled for June were held, with six fin-
ished within the time limit, and nine of the ten August
races scheduled were held, with eight finished within the
time limit. After the August race in which time had run
out but a few minutes before the leading boats had crossed
the finish line, considerable dissatisfaction arose over the
shortness of the time limits for the courses, as many
members felt that the two races not finished within the
time limits were real races and not fluky ones SO a
meeting of the Race Committee was called and as it
was felt the grievance was a just one, the time limits
for all courses were extended by approximately twenty
per cent.
The Sparrow was not put in commission for the sec-
ond summer because of the expense involved, and again
we were exceedingly fortunate in obtaining the use of
the motor boat of Captain Oscar Wedge, and for this we
are indebted to the generosity of Mr. Vance McCormick
by whom Captain Wedge is employed and who made it
possible.

The Committee again ruled out the Baker's Island
courses as we felt it would be unwise to race SO far out
with SO few motor boats around.
More and more boats put in an appearance as the sea-
son advanced so that seven Internationals, nineteen A
Boats and five Bullseyes raced at one time or another.
This against six Internationals and the same number of
A Boats in 1942 when no Bullseyes raced. One 30 Square
Meter participated in the Hayward Cup race, the only
special race held during the summer. But this doesn't
tell the whole story as the boats came out earlier in the
season than in 1942, raced much more consistently, and
the total number crossing the line was far greater. We
held the races again on Tuesdays and Saturdays, holding
to the change from Friday with the idea that some men
might benefit who could come up for the weekend only.
A postponement day was scheduled in both the July and
August series for the Tuesday race which was sailed on
Wednesday if the weather prevented its being held on
the scheduled day, and this saved one race in August.
Mr. Jarvis Cromwell presented a trophy for the A
Class in the August series, the terms of which were that
it should be awarded to the boat, skippered by the owner
or a member of his family, sailing in not less than two
races, which scored the highest percentage of points in
the races entered; Mr. Cromwell's idea being to provide
an incentive to a skipper out of the competition for the
August series because of missing some of the races.
Mr. Philip M. Caughey entered the Navy last winter
and we were very fortunate in having our fellow member,

Mr. James G. Ducey, offer to take over the office of
Secretary. He did a remarkably fine job and the Fleet
was imbued with his enthusiasm; he persuading many
to go out and race who otherwise would not have done
so. No cruises had been scheduled but around the middle
of August Jimmy felt that one should be held as SO
many of the younger members of the Fleet were clamor-
ing for one. So a short overnight cruise was held to
Seal Cove, which was a great success, especially the
run home in a strong northwesterly which enabled the
Fleet to cover the distance in near record-breaking time.
The Commodore offered a prize to be competed for by the
whole Fleet, the Hayward Cup; time allowance being
used as a basis pro-rated for the longer course.
Incidentally Jimmy set up what, undoubtedly, is a
record for the Fleet in that he won every race but one
of the July and August International Class series races
he entered, and led the class across the line in the two
races not finished within the time limit, as well as winning
the first day's race on the cruise, and leading the Inter-
nationals on the run home the second day and also in
the Hayward Cup race. In order that the Secretary
could compete in the races, the Committee boat was
handled by the Fleet Sailing Instructor, Mr. Harvey R.
Kelley, who ran it ably.
We are all very thankful that we carried on the racing
again the past summer. Owing to the extreme heat in
the cities, many people were driven to Northeast who had
not planned to come SO that there was a very full at-
tendance of the summer colony, with the hotels crowded

in August, and the racing meant a great deal to all, as
well as to the townspeople, for it unquestionably is a
great drawing card for the community.
The Fleet again missed the large number of its splen-
did young members who are serving in the Armed Forces
of our country and we all look forward to the day when
they will be back racing with us once more.

REPORT OF SAILING INSTRUCTOR

Average Attendance-11
The response to the Sailing Instruction Program during
the 1943 season proved to be far better than during the
previous season and well beyond what had been expected.
The total enrollment of 28 for the season represented an
increase of seventy-five per cent. over the 1942 class.
The membership of the class this past season differed
from that of the 1942 class in several respects. The pre-
vious sailing experience of the members of the group
varied a great deal more than before; more older children
took part in the program, the proportion of girls in the
class increased, and the number of year-'round residents
taking instruction decreased greatly. This latter fact is
possibly explained by the unusual work opportunities
for children in Northeast Harbor during the past summer.
Class periods were conducted along the same general
plan as before with slightly more emphasis on racing.
The addition of a third boat, Mrs. Neilson's "Chizzle",
to the boats available for use in instruction aided greatly
in making this added emphasis on racing possible. This
increase in racing led to a much keener interest on the
part of nearly all the group, as well as providing a chance
for the more experienced children to acquire practice that
could not be had during the ordinary class period dealing
with the more elementary sailing skills. These informal
races were held on an average of twice a week and in

the latter part of the August Series, formal races for the
Bullseye Class were started with five boats participating.
The new location was most satisfactory as it brought
the children in closer contact with the sailing activities
of the Fleet. Undoubtedly the group added at times to
the confusion of a crowded and busy dock, but Fleet mem-
bers were most helpful and cooperative and their interest
did much to promote class enthusiasm. It is this type of
contact with older and more experienced sailors which
does much to create a lasting interest in sailing for the
group from which the future skippers and crews are to
come.
