"All races and the yachts sailing therein shall be under
the direction of the Race Committee of the Club under
whose auspices the races are sailed. All matters shall
be under their control, and all questions which arise
respecting such races shall be subject to their decision.
The decisions of the Race Committee shall be based upon
these rules, so far as they apply, but as no rules can be
devised capable of meeting every incident and accident
of sailing, the Race Committee shall keep in view the
ordinary customs of the sea, and discourage all attempts
to win the race by other means than fair sailing and
superior speed and skill."

REPORT OF THE COMMODORE
Next summer will see a major change in the races at
Northeast Harbor. After much thought the Fleet officers
and the members of the Race Committee have decided to
change the starting line in the interest of improving the
racing. We plan to abandon the triangular line and move
to the middle of the bay towards the Western Way, where
we can lay out the courses so that each will have a wind-
ward start, and every start and finish will be at a line per-
pendicular to the course. A new racing chart will be issued
this spring, containing complete descriptions of all the
courses.
Inevitably, there are repairs and replacements that must
be made at the Fleet. This year it is the Shearwater's turn
to be surveyed, and as yet we do not know the extent of
the work required. In addition, we plan to reroof and paint
the captain's shack, do some repair work on the pier, and
buy a Boston Whaler SO that at all times we will have a
manned boat at the Club available for emergencies. To
help pay for this necessary work I ask the membership
to consider carefully a contribution to the Fleet Rehabilita-
tion Fund at the time the dues are mailed in the spring.
You were all most generous a year ago, and the good con-
dition of the Fleet property reflects your continuing in-
terest.
The summer of 1964 posed many problems to The North-
east Harbor Fleet, with weather being the villain in July.
21
However, with good judgment on the part of John Kelly,
Sandro Vitelli and their assistants in scheduling races and
their enthusiastic help in finding berths for crews, the
number of boats racing equalled that of any year in the
last ten, according to the figures I have been given.
The future of the Fleet is perhaps best reflected in the
enthusiastic sailing class. Every morning, except Sunday, re-
gardless of weather Gilpatrick Cove teams with the young.
In bad weather; the staff teaches racing tactics, navigation,
and seamanship. In good weather, all craft from dingheys to
Bullseyes, Mercuries, and even cruising boats are used to
teach and infuse the lore, the love of boats, and their
handling and care under all conditions.

To the Executive Board of
The Northeast Harbor Fleet
We have examined the balance sheet of The Northeast
Harbor Fleet as at December 31, 1964, and the related
statements of income and expense and changes in funds
for the year then ended. Our examination was made in
accordance with generally accepted auditing standards, and
accordingly included such tests of the accounting records
and such other auditing procedures as we considered neces-
sary in the circumstances. We previously examined and
reported upon the financial statements for the prior year.
Plant and equipment accounts are carried on the books
without deduction for depreciation. They do not include
all plant and equipment assets, certain expenditures for
such assets having been charged off against the Capital
Expenditure Fund or current income. The investment in
Clifton Dock Corporation is carried on the books at nom-
inal value.
With the exceptions stated in the preceding paragraph,
in our opinion, the accompanying financial statements pre-
sent fairly the financial position of The Northeast Harbor
Fleet at December 31, 1964, and the results of its operations
for the two years then ended, on a consistent basis.
