Two Luders shown catching up with a cruising yawl from Class B, after the
start of an August Cruise in the nineteen fifties. Maybe the yawl was late for
her start, but probably the picture just shows how in a light breeze the lighter,
shorter racing one-designs can sail faster than cruising boats. The
Internationals, who started after the cruising boats, but before the Luders,
can be seen about three-quarters of a mile ahead against the shore of
Cranberry Island.

The Commdore's Report
The 2003 season was truly memorable. Our season is short and we have a
busy schedule that during a normal summer keeps our volunteers and staff
busy. In addition to our traditional activities, we hosted the International
One-Design World Championship in late July, at the height of our season.
Hosting a regatta of this magnitude, 20 crews from around the world totaling
more than 100 sailors and their families, took an extraordinary amount of
time and energy from many of our members.
I am pleased to report that the regatta was successful both on and off the
water. During the event the Fleet was able to stay open and available to our
membership for normal use. Also, our able staff led by General Manager,
Greg Wilkinson was able to stay focused to insure that all of our regular
racing, sailing instruction and other services were not interrupted during the
worlds and remained at an incredibly high level all summer.
We chose to host the worlds during the summer months SO that the visiting
competitors would have the opportunity to experience Mt Desert as we do.
The Executive Committee also felt that the energy provided by this caliber
regatta would be a great experience for the general membership but more
importantly our junior sailors. The regatta offered a unique opportunity
for all of us to participate, at some level, in the excitement of a
World Championship.
The competitors were tested, having to cope and adapt to a full range of
conditions. The Race Committee, headed by Dick Homer, with
Greg Wilkinson acting as Principal Race Officer was able to get all
7 championship races off on schedule. The high winds experienced during
the early part of the week posed a real challenge for the IOD technical
committee. It was truly a heroic effort to keep 20 IOD's on the line in top

racing condition. There are too many volunteers to thank in this report.
Suffice to say that the regatta would not have been successful had it not been
for the countless hours these folks put into the event or the generosity of our
membership to open our facility and their homes to the competitors. Thanks
go to all of you.
During the other seven weeks of 2003 the Fleet had a busy schedule and
there is much to report on the fun we all had racing or just enjoying being on
the water with our family and friends. This was the first year in which Greg
was a full time employee, working on our behalf for 12 months. Greg hired
a great staff and together they were able to run every series race and event on
our calendar.
The quality of race management that the members, IOD competitors, and
participants in the August Cruise experienced was truly world class. As one
of the IOD skippers noted: "In 7 championship races I was not able to detect
a favored end of the starting line, even on the windiest starts."
As I noted at the Annual Meeting, the last piece of business completed by
Commodore J.T. Roberts, in September 2002, was the nomination and
election of an independent Board of Directors for the Northeast Harbor
Sailing School. The sailing school is now a fully independent entity with a
broad representation from the Mt. Desert Community.
Greg, as Director of the Sailing School, hired an exceptional group of
instructors. The senior instructors were all either recent college graduates or
seniors, involved in nationally ranked collegiate sailing programs. The
enrollment in the sailing school was up this year compared to last season.
More importantly there were 10 island residents enrolled and two
scholarships were provided.
Some of the highlights of the past season include:
83 races during our 50 day season including the IOD Worlds
Barton Eddison Race included juniors from other programs on the
island
The Fleet provided race management for the last 3 days of Down
East Race Week ( our traditional August Cruise)

Launch service 7 days per week on a full schedule
Fleet office open 6 days per week
Shearwater fixed and refit
Fleet sailors win team race against Kollegewidgwok YC (Blue Hill)
Elizabeth Madeira Brauer (age 11) wins the Hayward Cup 60 years
after her Great Great Aunt Elizabeth Madeira won it in 1943.
Our juniors participate in the Maine Junior Olympics and New
England Optimist Championship

As you can see, the 2003 season was busy and successful and I hope fun for
all. It was a great honor for me to serve as your Commodore this past year.
I want to take this opportunity to thank our staff, the members of the
Executive Committee, the Directors of the Sailing School, and all the other
volunteers for their support and commitment to excellence. I am looking
forward to the 2004 season. I suspect that it will be somewhat quieter than
the one just past but not without its own set of challenges.

THE CHARLES D. DICKEY MEMORIAL AWARD
This award is named for one of the founding members of the Northeast
Harbor Fleet. Charles D. Dickey served as the Fleet's first Rear
Commodore, and in later years served in a number of other capacities
including Vice Commodore (on two separate occasions: 1928 and 1944)
and Executive Committee Member.
The award is given from time to time by the Executive Committee of the
Northeast Harbor Fleet to a Fleet member who has made significant
contributions to the Fleet over a period of years, through excellence in the
sport of sailing and/or dedication and service to the organization.

THE KEVIN P. MAHANEY AWARD
This award is named for Northeast Harbor Fleet member Kevin Mahaney,
winner of an Olympic Silver Medal in the 1992 Barcelona Games in the
Soling Class, and helmsman of 1995 Americas Cup contender Young
America. Through his dedication and accomplishments, Kevin Mahaney
has contributed significantly to the sport of yachting beyond the shores of
Mount Desert Island.
The award is given, when merited, by the Executive Committee of the
Northeast Harbor Fleet to a member who has similarly contributed to the
sport of sailing in venues beyond of Mount Desert Island

By Certificate of Organization of a Corporation under the general Law of
the State of Maine, the name of said corporation is:

The purpose of the corporation is:
A Yacht Club for the promotion of yachting as an amateur sport at
Northeast Harbor in the Town of Mount Desert, Maine and its vicinity.
BY LAWS
Article I - Membership
SECTION 1. Membership in the Northeast Harbor Fleet shall be
open to persons interested in yachting and shall be divided into seven classes,
namely: Honorary Members, Senior Members, Family Members, Individual
Members, Intermediate Members, Non Resident Members, and Resident
Student Members.
The Executive Committee, or its designees may from time to time
elect eligible persons to one of the seven classes of membership. Candidates
for membership must be nominated and seconded for membership by
Family, Individual or Intermediate members in good standing.* The nomi-
nating letters should be addressed to the Chairman of the Membership Com-
mittee, The Northeast Harbor Fleet, P.O. Box 462, Northeast Harbor, Maine
04662. A former member in good standing* may re activate a lapsed mem-
bership by application to the Chairman of the Membership Committee. *"In
good standing means that all dues, assessments and fees for current and prior
years have been paid in full".
HONORARY MEMBERS Honorary Members shall be such per-
sons as the Executive Committee may from time to time elect to Hono
rary Membership. Honorary Members are entitled to the full privileges of
membership. There are no dues or assessments for Honorary Members.
SENIOR MEMBERS A member who has reached the age of 80,
and who has paid dues for a period of 35 years shall not be required to pay
further dues and assessments. Annual dues and assessments for those mem-
bers who reach the age of 70 and who have been members for 25 years may
be at a reduced rate as set by the Executive Committee. Senior Members
have the same privileges as Individual Members.
FAMILY MEMBERS Any person or couple otherwise eligible for
membership may be elected to Family Membership of the Fleet.

Family Membership extends the privileges of membership without the
payment of additional dues or assessments to the children, grandchildren
and great grandchildren residing at the summer residence of a Family
Member who have reached their 6th birthday but not reached their 21st
birthday. Those members may become Intermediate Members or Family
Members when they reach their 21st birthday without application by
notifying the Chairman of the Membership Committee and paying the dues
for the desired class of membership. Family membership is required when
more than one individual in a family unit consisting of a head of household,
his or her spouse and or their children desires to enjoy the privileges
of membership.
INDIVIDUAL MEMBERS - Any eligible person who has reached
his or her 30th birthday may be elected an Individual Member of the Fleet.
An Individual Member of the Fleet may become a Family Member without
application by notifying the Chairman of the Membership Committee and
paying the dues for that class of membership.
INTERMEDIATE MEMBERS - Any eligible person who has reached
his or her 21st birthday but not yet reached his or her 30th birthday may be
elected an Intermediate Member of the Fleet. Current Intermediate
Members may become Individual Members or Family Members when they
reach their 30th birthday, without application, by notifying the Chairman of
the Membership Committee and paying the dues for the desired class of
membership. Intermediate Members who wish to extend the privileges of
membership to their spouses and or children shall become a Family Member
of the Fleet.
NON-RESIDENT MEMBERS - A person who has been a member
of the Fleet for five consecutive years or more may become a Non-Resident
Member by notifying the Chairman of the Membership Committee.
Non-Resident membership is available to those who live more than 150 miles
from the Fleet and do not spend more than five days on Mount Desert Island
during the period from July first to Labor Day. Non-Resident Members
have no voting privileges and are not entitled to participate in fleet events or
use the fleet facilities.
RESIDENT STUDENT MEMBERS- Available to persons who are
residents of Hancock County, who have reached their 6th birthday and are
enrolled as students in the Northeast Harbor Sailing School. Resident
Student Members are not entitled to voting privileges, and do not qualify as
the "Member on Board" in Northeast Harbor Fleet races, other than those

races conducted by the Northeast Harbor Sailing School. There shall be no
initiation fee for Resident Student Members.
GUESTS - The Northeast Harbor Fleet welcomes the crews and
houseguests of members when they are accompanied by the member and
abide by Fleet regulations. House guests may participate in the Adult and
Junior Sailing Program(s) of the Northeast Harbor Sailing School for a
period of up to one week, provided: 1. they are sponsored by the member; 2.
there is space in the Program; 3. they meet such eligibility requirements as
the Fleet may from time to time have in effect for the programs, and 4. they
pay the applicable activity fees. Houseguests desirous of continuing their
association with the Fleet for more than one week shall apply for an
appropriate membership. The facilities and moorings of the Fleet are
restricted to use by members only, except upon invitation of the Fleet to
non-members participating in Fleet sponsored events.
INITIATION FEE - The Executive Committee may establish an
initiation fee that shall be paid by new Family and Individual Members of
the Fleet and those former members whose membership has lapsed for one
year. A newly elected former member who resigned from the Fleet in good
standing shall pay the lesser of the capital dues assessed during their leave or
one-half of the initiation fee established for the class of membership for
which they are elected.
SECTION 2. Annual dues for the seven classes of membership shall
be set by the Executive Committee. Dues, assessments, and charges are
payable within 30 days of invoice. A member whose dues, assessments, or
charges remain unpaid on July 1 is subject to having his or her name posted
at the Fleet until outstanding invoices have been paid. A boat will only be
scored in a Fleet race or event once the outstanding dues capital dues, charges
and/or entry fees (if any) have been paid. A race entered prior to payment
shall be scored a DNS. Members whose dues, assessments or charges are
unpaid by August 31 will have their names dropped from the membership
rolls, and may be reinstated as members at the discretion of the Executive
Committee once their outstanding invoice(s) have been paid.
SECTION 3. To fund capital assets, the Executive Committee may
also assess the membership a sum in addition to the annual dues, capital
dues, but only upon notice to the membership of the purpose and need for
any such assessment. The assessments shall be limited to the Family and
Individual members and shall be in proportion to the annual dues for those
classes of members.

SECTION 4. Any member who shall have paid all dues, capital dues
and charges currently owed may resign upon written notice given to the
Treasurer. Upon termination of membership for any reason, a member shall
forfeit to the Fleet all the benefits and privileges of membership and all right,
title and interest in and to the Fleet and any of the Fleet's property.
SECTION 5. Membership shall not be transferable unless, in the
case of death of a member, the Executive Committee in its discretion shall
permit.
SECTION 6. A member may be expelled by a majority vote of the
Executive Committee or a majority vote of the entire Fleet Membership at
any duly convened meeting of said Committee or members of The Fleet, for
failure to comply with the articles of incorporation, by-laws, or any duly
adopted policies, rules or regulations of the Fleet, provided that ten days
written notice shall have been given to such member setting forth the
intention to propose his or her expulsion, the specific reasons thereof, and
the right of the member to appear and be heard in person or by counsel at the
meeting at which such expulsion shall be proposed.
Article II - Meetings of Members
SECTION 1. The annual meeting of members shall be held at
Northeast Harbor in the month of August or September in each year on such
day and at such hour and place as the Executive Committee shall determine.
Special meetings of the members may be called at any time by the Commo-
dore or by the Executive Committee or at the written request of ten or more
members.
SECTION 2. Seven days written notice, from the date of postmark,
of each meeting of the members shall be sent to each voting member. If a
meeting is adjourned, it shall not be necessary to give any notice of the
adjourned meeting.
SECTION 3. Each voting member, which shall include all members
except Non-Resident Members and Resident Student Members, shall be
entitled to vote at every meeting of the members.
SECTION 4. The election of officers shall be by ballot. A majority
of the votes cast at a duly organized meeting shall be necessary at all
elections.

Article III - Officers
SECTION 1. The Officers of the Fleet shall be a Commodore, a
Vice Commodore, a Rear Commodore, a Clerk, a Treasurer, a Chairman of
the Race Committee, a Chairman of the House Committee, Chairman of the
Membership Committee, a Fleet Counselor, and such other officers and
assistant officers as may be deemed necessary and advisable by the
Executive Committee.
SECTION 2. All officers shall be elected by the members of the
Fleet at the annual meeting and shall hold office from the first of October
following the election for a period of one year, or until their successors are
elected. Except as provided in Article VI, no person shall be eligible for
election to any office at the annual meeting unless nominated in writing by
five members and filed with the Clerk not less than five days before the
annual meeting. All such nominations shall be posted on the bulletin board
of the Fleet for five days preceding such meeting.
SECTION 3. Any officer may be removed by the Executive
Committee whenever, in its judgment, the best interests of the Fleet will be
served thereby, and the Executive Committee shall have the power to fill
any vacancies in any office, occurring for whatever reason.
SECTION 4. The duties of the Commodore, Vice Commodore, Rear
Commodore, Clerk and Treasurer, shall be those usually pertaining the
offices of President, Senior Vice President, Vice President, Secretary and
Treasurer, respectively. The Commodore shall be an ex-officio member of
all committees.
Article IV - Executive Committee
SECTION 1. The Executive Committee shall consist of the officers,
and of three other members appointed by the Commodore.
SECTION 2. The Executive Committee shall manage the affairs of
the Fleet, and except as otherwise provided by law, by the Charter or by
these By-Laws, and shall exercise all powers of the Fleet. Specifically, but
without limitation, the Executive Committee shall have the power and
authority to hire and appoint a Fleet Manager and Assistant Treasurer to
perform those duties assigned by the Executive Committee.
Article V - Race Committee
SECTION 1. The Race Committee shall consist of five or more
elected members and the Commodore and the Fleet Manager, as members

ex officio. The appointed members shall serve for the same term, as
provided by these By-Laws with respect to officers. Members of the
Committee shall notify the Chairman of the Committee prior to July First if
they are unable to be at Mount Desert Island for any part of the summer
during which they have been elected. The Race Committee Chairman shall
fill any vacancies which may occur for whatever cause, and may, at his/her
discretion, at any time during the summer when there are insufficient mem-
bers of the Race Committee present for the Race Committee to perform its
assigned duties, appoint additional members of the Race Committee.
SECTION 2. The management of all races shall be under the direc-
tion of the Race Committee. All decisions of the Race Committee shall be
by a majority vote of its members present, except that in the case of a tie, the
Commodore shall cast the deciding vote, except as modified by these
By-Laws, or by Sailing Instructions applicable to specific events or the gen-
eral authority of the Race Committee as defined in the Racing Rules of Sail-
ing as adopted by the United States Sailing Association.
Article VI - Nominating Committee
SECTION 1. The Nominating Committee shall be formed each year
by the Commodore to nominate candidates for office. The Committee shall
consist of five members, selected in the following manner: Two members
shall be the most immediate past Commodores willing to serve, with the
most immediate past Commodore as Chairman. One additional member shall
be appointed by the current Commodore. Two other members shall be
appointed by the Chairman described above.
SECTION 2. It shall be the responsibility of the current chairman of
the Nominating Committee to determine the two past Commodores willing
to serve on the following year's Committee.
SECTION 3. The Committee shall nominate candidates for each
office each year.
SECTION 4. No candidate for office shall serve on the Nominating
Committee.
Article VII - Fleet Insignia and Flag
SECTION 1. The Fleet insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be shown as in the attached diagram.
SECTION 2. The Fleet burgee shall consist of a red pointed flag, the
hoist to be two thirds of the length, with the Fleet insignia in blue of a

diameter equal to one third of the length centered equidistant from the two
longer sides of the flag and one third of the distance from the hoist to the end
of the flag; the space between the outer band and the central disk of the
insignia to be white.
SECTION 3. The members of the Fleet shall have the exclusive
right to fly the Fleet Burgee.
Article VIII - Fiscal Year
The fiscal year of the Fleet shall end on September 30.
Article IX - Amendments
These by-laws may be amended by the Executive Committee or by
the members at any regular or special meeting duly convened after seven
days written notice to the members of the Executive Committee or the
members of the Fleet as the case may be of that purpose; provided that within
sixty days after the amendments of these by-laws by the Executive
Committee, written notice shall be sent to each member.

Fleet as of September 30, 2003 and 2002, and the related statements of activities and cash

based on our audits.
We conducted our audits in accordance with auditing standards generally accepted in the
United States of America. Those standards require that we plan and perform the audits to
obtain reasonable assurance about whether the financial statements are free of material

Note 1 - Significant Accounting Policies
Nature of Activities
The purpose of The Northeast Harbor Fleet is to provide racing & cruising
activities serving 375 members in Northeast Harbor, Maine.
Income Recognition
The financial statements are presented on the accrual basis.
Use of Estimates
The preparation of financial statements in conformity with generally accepted
accounting principles requires management to make estimates and
assumptions that affect certain reported amounts and disclosures.
Accordingly, actual results could differ from those estimates.
Fair Values of Financial Instruments
The fair values of investments are based on quoted market prices for those
investments.
Cash and Cash Equivalents
All cash is held in liquid checking, money market or savings deposits. Deposits
at September 30, 2003 included $28,942 in excess of insured limits.
Inventories
Supplies and resale items are carried at cost, determined by the first-in,
first-out method.

Financial Statement Presentation
The Fleet adopted the provisions of Financial Accounting Standards No. 117,
Financial Statements of Not-for-Profit Organizations by restating net assets
as of September 30, 1997. Statement No. 117 establishes standards for
general purpose external financial statements of Not-for-Profit Organizations
and requires a statement of financial position, a statement of activities, and a
statement of cash flows.
Plant Assets and Depreciation
Plant and equipment are recorded at cost and are depreciated at rates
calculated to amortize the original cost over the useful lives of the respective
assets on a straight-line basis. It is the Fleet's policy to capitalize assets with
a cost of $1,000 or more.

Investment - Clifton Dock Corporation
Northeast Harbor Fleet owns all the outstanding stock of Clifton Dock
Corporation which engages in waterfront service activities and is taxable
as a C Corporation under federal and state income tax rules. The Fleet
furnishes to Clifton certain contract labor, receiving $17,000 for it.
Clifton's book value was reported at $154,374 at September 30, 2003.

The Fleet is a tax exempt entity under Section 501(c)(7) of the Internal
Revenue Code and, accordingly, is not subject to Federal income tax.
However, the Fleet is subject to Federal income tax on its unrelated
trade or business income of $1,000 or more. Interest income of $1,843
was taxable for 2003.

2003 International One Design World Championship
July 27 - Aug. 1st 2003
Every 7 to 10 years, the Northeast Harbor Fleet plays host to one of the greatest sailing
events, the IOD World Championship. The summer of 2003 was one of those years.
The last week in July is normally known as "turnover" week, as July gives way to the
August rush. This summer our little island turned itself over to sailors from all over the
world. A weeklong racing event showed off the islands greatest attributes: great weather,
vistas, skilled sailors, and the most beautiful IOD fleet in the world.
The NEH IOD class and NEH Fleet hosted sailors from Norway, Scotland, Bermuda,
San Francisco, Fisher's Island, Nantucket, and Marblehead. David Rockefeller Jr., John
C. Henry, Jock Crothers, and Sydney Roberts Rockefeller represented our local fleet
based on their racing results in 2002.
The week began with stormy weather as the Organizing committee worked feverishly
to prepare 23 boats, finalize housing, and put the final touches on the week's
entertainment schedule. As the competitors began to arrive a cold front moved in from
the Northwest, sending fog and rain off the coast. A practice race allowed the sailors to
adjust to their boats and new surroundings. The race started just as the clouds broke
and the wind freshened. Our own John C. Henry led at the top mark and never looked
back. It appeared that the local sailors would have the upper hand in the fluky
westerly breeze.
The 1st championship race started with a bang as the wind picked up and began to blow
hard out of the west. This set the stage for blustery weather the remainder of the week.
Bermudian and defending Champion, Eugene "Penny" Simmons returned to form and
easily won in the 20-25 knot breeze. The week continued on with the steady breeze that
felt more like September than July. The 25+ knot puffs seriously tested the 60-year-old
fleet. The teams with the most experience in those conditions ended up near the top of
the leader board by weeks end. Fisher's Island skipper Charlie Van Voorhis and his
crew battled to the top to win their 1st IOD Championship. Penny Simmons needed a
strong finish in the last race to secure 2nd overall with 4 time Champ, Bill Widnall of
Marblehead placing 3rd. Sailing Worlds' editor, John Burnham and former Fleet
Commodore David Rockefeller Jr. rounded out the top five.
Sailing wasn't the only event during the week as many Fleet members opened their
homes to host various parties. Dinner and cocktail parties dotted the shores of North-
east, Southwest, and Seal Harbor allowing the international sailors to see another side
of our little Island. The fun filled week ended with a lively awards banquet at the
Asticou Inn.
The IOD World Championship Organizing committee would like to thank the Fleet
staff, members and race committee for helping to put on a great event. We couldn't

The Taormina Cup
The Taormina Cup, awarded to the winner of the IOD August Series, was
presented to the Fleet by William S. Eaton in 1940. Captain Eaton won the
Cup in 1907 on the Annual Cruise of the Eastern Yacht Club, in the
schooner Taormina.

The 78th George Davenport Hayward Cup Race
The George Davenport Hayward Cup was given to the Northeast Harbor
Fleet following the untimely death of its' first Commodore. The race is a
handicap event in which all of the Fleet's traditional classes of keel boats are
eligible to participate: International One Design, J-24, Luders-16, A-boat,
Mercury, and Bullseye (wooden and fiberglass). The race course is a
measured distance which all classes sail. The start is staggered such that the
smaller boats start first, and the larger boats start last. The first boat to cross
the finish line wins.

Commodore William Barton Eddison Trophy
W. Barton Eddison was the third Commodore of the Northeast Harbor Fleet,
serving in that capacity from 1928-1935. He is generally regarded as the
individual who introduced the Norwegian-designed International One
Design (IOD) class to the Northeast Harbor Fleet.
Each year the Fleet sponsors a race in his memory intended to introduce
junior sailors to the IOD class. Effort is made to structure the race as a
traditional point-to-point event, versus the more contemporary windward/
leeward, "around the buoys" style event. IOD owners, or their representa-
tive, are aboard their boats during the race, but the juniors are encouraged to
execute the sail trimming, and are frequently encouraged to steer.
Beginning in 2002, junior sailors who are enrolled in other area sailing
programs were invited to participate in the even. With this expanded pool of
junior sailors, the format was further modified to mix juniors from different
programs into the crews of each boat to further enrich the social aspect of
the event.
The Commodore William Barton Eddison Trophy was given in 1983 by his
children in memory of Commodore, W. Barton Eddison.

This competition is a combination of a written test of navigational skills and
a practical test of sailing and seamanship skills, demonstrated in Mercuries.
The emphasis was not on speed, but on mastery of the skills. This trophy
was presented by friends of Mr. and Mrs. Frederic C. Towers in memory of
their son, Frederic C. Towers, Jr.

Effie Disston Fraley Award
This trophy was presented in memory of Mrs. Bradford Fraley by her family
in 1953. Mrs. Fraley was, for many years, Chairman of the House
