Commodore John Tyssowski Roberts died May 10, 2005. "JT" as he was
known, served the Northeast Harbor Fleet faithfully and diligently in virtu-
ally every Executive Committee post during his lifetime including: Com-
modore (2001-2002), Vice Commodore (1999-2000) and Rear Commodore
(1997-1998). He was also an enthusiastic skipper of his beloved IOD # 22
called Woodie. He will be remembered fondly by the membership, the Flag
Officers and other Executive Committee members with whom he served.
JT was the first Southwest Harbor resident to serve as the Commodore of the
Northeast Harbor Fleet. Nevertheless, his family has enjoyed a long history
with the Fleet. JT was the great nephew of John Tyssowski (for whom he
was named), a great sailor in the 30 sq. meter class (along with Barton Ed-
dison, Francis Grant, and Alex Yarnall) in the 1920's - 1930's. Tyssowski
served the Fleet as both Vice Commodore (1930), and Rear Commodore
(1928-1929). As an interesting side-bar, John Tyssowski's father-in-law
was Samuel Woodward, co-founder of Woodward & Lothrop a prominent
Washington, D.C. retailer known to its patrons as "Woodies". JT honored
his ancestors by adopting this name for his own IOD.
JT will also be remembered as being instrumental in the founding of the
Northeast Harbor Sailing School, the 501(c)(3) not-for-profit organization
that was separately incorporated to continue the tradition of sailing instruc-
tion to juniors, begun by the Fleet as far back as the 1940's. As a separate
entity, the school's mission was broadened further to offer instruction to
children in the year-round community, with scholarship funds available
if needed. JT helped author the School's by-laws, create its governance
structure, and served as one of its original incorporators. In memory of his
efforts, the School has created a scholarship fund in his name, and recent
donors to the School have honored JT's memory by naming a newly pur-
chased boat for him.
Woodie will continue to be seen on the starting line at Fleet races under
the direction of John T. Roberts, Jr. - perhaps assisted in time by John T.
("Jack") Roberts, III (now age 10), continuing a family tradition of sail-
ing under the Northeast Harbor Fleet Burgee that now spans 80 years (and
counting).

1919-2005
Henry Reath won the Seaman's Race in the B Boat Class in 1934 at age 14.
He became a Junior Member of the Fleet in 1935 and won the Seaman's Race
again that year. In 1937 he won the August Series in the B Boat Class and
also won the August Cruise. In 1939 he was second in the Class B August
Series and third in the Davvy Hayward Race, (George Davenport Hayward
Cup). He was the Fleet's first employed Sailing Instructor that year, working
at the then new Fleet headquarters at Sea Street. Henry Rawle, Commodore,
credited him with running things with admirable efficiency. By 1946 Henry
had switched to the A class. He finished 5th out of 26 entries in the August
Series. In 1947 he won Class A in the August Cruise. What a record!
In the mid 1950s he switched boats again as the Fleet adopted the sleek
Luders 16 with its 180% Genoa jib. For 20 years Henry was a regular and
fierce competitor in every sort of race that the Fleet sponsored -- winning at
one time or another the July Series, the August Series, the August Cruise,
the Single-handed Race, the Davvy Hayward Race twice, the Labor Day
Series -- usually at the helm of the L-16 Quiver (sail number 20) stalwartly
crewed by his wife, Nell, on the jib and spinnaker sheet and one or more of
his five children. "Remember, kids, if we aren't over the line early at least
once every ten races, we aren't hitting the line hard enough."

Henry was a great advocate of the Fleet's junior racing program and
when the Mercury class replaced the Herreshoff Bull's-eyes, he bought
number 10, Rhega (an acronym for his children, Robin, Henry, Ellen,
Ginny and Ann) After participation in the L-16 class racing diminished
in the 1980s he competed well into the 21st Century with much valor if
with less victory, first in his J24, then J22 both named Loon, with crews
of grandchildren and their friends. "Remember, Kids, if we aren't over
the line early
"
In spite of Henry's strong competitive side, he never looked for "ace
sailors, ringers" outside of the family--he always used family and their
friends, able or not SO able--and taught them what they needed to know.
Either they returned for another day of racing or they didn't, but usually
they did and often helped him win even into his 80's. He had no time
for bigger boats or motor yachts, despite his many infirmities, when
those style boats would have been easier for him to get into and enjoy
the water. Instead he went even smaller to a 13' solar powered sailboat
designed by Gary Hoyt called Moon. In storms and high winds he found
the challenge unsurpassable. On his last summer before he died, he was
wheeled down to the dock in his wheel chair, lifted out by many good
helpers and put into the 13' boat with his grandson, Porter Fox and took
one last sail down Somes Sound.

COMMODORE'S REPORT
2005
I am pleased to report that at the conclusion of the 2005 season, the Northeast
Harbor Fleet, and its two sister organizations, the Clifton Dock Corporation
and the Northeast Harbor Sailing School all reported excellent years. By
nearly every measure our organization is bigger/better/stronger thanks to the
abilities and dedication of our Staff, and the enthusiasm and support of our
membership. Below are some highlights of the season, and a few "thank
yous"
Staffing: We are very ably led by the "team" of Greg and Sarah Wilkinson.
They have now completed their 6th and 2nd year with us (respectively), and
the quality of the racing, the popularity of the sailing program, the efficiency
of the operation, and the stature and enthusiasm the organization enjoys, is
due in large part to their efforts and dedication. We are indeed fortunate to
have them in charge of both the land-based, and water-based aspects of Club
operations. Thank you Greg and Sarah!
Deborah Brown completed her first year as a full-time club employee, and I
thank her for her diligent work on all bookkeeping matters, for her attention
to all matters financial, and for her work on this Yearbook.
Clifton Dock Corporation (CDC): This was a transition year for CDC,

now under the leadership of Sandy Andrews. As the membership is aware,
CDC out-sourced the fueling operations at Clifton Dock to Island Heating
and Plumbing a year ago, which had the effect of keeping the traditional
services available to our membership and the community at large, and at the
same time got the organization out of the fuel business. Clifton continues to
manage the mooring operations at both Gilpatrick's Cove and in the harbor
at Clifton Dock.
We have some additional thoughts about how to improve the value of this
organization to the membership, and the Corporation's clientele for next sum-
mer which I am excited about. Specifically, we plan to add a launch service
for mooring renters there, similar to what we offer at Gilpatrick's Cove.
We have also begun the process of expanding the mooring field in Gilpatrick's
Cove to satisfy membership demands, and increase revenue. We have also
developed a mooring policy procedure designed to make the application
process easier for the existing mooring renter, and more transparent for new/
prospective renters. An added benefit of the system should be an ability to
generate additional income from transient mooring renters.
NEHSS: The sailing school concluded perhaps the busiest year in its history,
with total enrollment up substantially (205 to 248 or 20%), and with enrollees
staying for longer stretches of time.
The school also expanded its outreach into the community through a formally
funded scholarship program, a continuation/expansion of its collaborative
with the kids in the Neighborhood House day camp program (on Friday
mornings), and the goal of expanding its Governing Board with additional
non-Fleet community leaders.
The Sailing School has also been active reaching out to other area clubs to
promote friendly competition in the form of team races and other "social"
events. I am very proud of the efforts they have made, and the participa-
tion it has engendered. Activities like this have heightened our stature in
the region and expanded the popularity and fun of the sport among the next
generation of sailors.
By way of example, the W. Barton Eddison Race, traditionally sailed in
IOD's, has been expanded to include juniors from other area programs.

Participation this year was over 80 kids!! If the goal of an organization like
the NEHSS is to promote an interest in, and love of the amateur sport of
sailing: mission accomplished.
Thanks surely go to Malinda Crain and the Board of the Sailing School, as
well as to Sarah and Greg Wilkinson for their tireless efforts on behalf of the
SS, and junior sailing in the region generally.
Physical Plant: With the completion of the new roof, and the replacement of
one of the main floats, the physical plant seems to be in good repair. Property
maintenance in eastern Maine is always challenging, but we think we are
staying ahead of the curve at the moment. Furthermore, through the efforts
of House Committee Chair Linda Reeve, we have upgraded our on-shore
appearance as well by replacing the rotted wicker furniture in the Putnam
Room, and adding a touch of color with flower boxes and planters around the
grounds. The House Committee has also stepped up its off-season grounds
maintenance program this fall/winter which we hope will make the operation
look even better next year.
Finances: We have nearly achieved our goal of having one year's worth of
operating expenses in reserve to cover unexpected expenditures at the Fleet.
As I stated in the Spring Letter, I would like to hold the line on membership
dues, and reduce the capital dues for next year. So far, even considering the
maintenance projects we need to confront this off-season, this looks like an
achievable goal.
Activities: Our modest organization continues to offer the membership an
amazingly active calendar of races and activities. In the 60+ days of opera-
tions during the summer, the Fleet ran over 80 races; a combined total for
one-design racers, juniors, and cruising boat owners.
It's hard to imagine that there are enough days to fit it all in, but somehow it
works. Believe it or not, thanks to Hal Kroeger, we have even added another
event and trophy to the calendar. Beginning this year, an event called the
FAR OUT challenge was initiated as an end-of-season race for the cruising
boats.
Thanks go Greg and his staff again for managing this program, and special
thanks as well to Rear Commodore Bob Johnstone for his leadership in pro-

moting cruising class activities - both on the water and off - and for Chairing
the successful Downeast Raceweek in August. Additionally Bob produced
a terrific speaker - Olympic Gold Medal Winner Kevin Burnham - for Fleet
Night in July.
Communications: I think we have made some real strides with the use
of our web-site, for which I thank my brother Steve (for the design), and
Greg Wilkinson (for the implementation). The calendar of events, moor-
ing information, membership information, announcements, Sailing School
information, and even current racing results and can all be accessed anytime
on the Fleet web-site.
On a somber note, I would like to acknowledge with sorrow the passing of
two giants in the history of our organization: former Executive Committee
member and Flag Officer, Henry Reath and former Executive Committee
member and Commodore, JT Roberts. They were both active in all facets of
this organization: governance, sailing, and racing, and are in part responsible
for the success the organization enjoys today. I call your attention to the
tributes paid to these individuals beginning on page 2 in this Yearbook.
I'd like to close by thanking the other Flag Officers of the organization: Sandy
Andrews and Bob Johnstone, as well as the rest of the Executive Committee
for their time and efforts during the year. It's been a fun and busy year, and
I can't wait to do it again next year!!

THE CHARLES D. DICKEY MEMORIAL AWARD
This award is named for Charles Dennison Dickey, one of the founding
members of the Northeast Harbor Fleet. Charles Dickey was elected to serve
on the Fleet's first Executive Committee in 1923, as the Rear Commodore,

of the earliest one-design racers in the region.

THE KEVIN P. MAHANEY AWARD
This award is named for Northeast Harbor Fleet member Kevin Mahaney,
winner of an Olympic Silver Medal in the 1992 Barcelona Games in the
Soling Class, and helmsman of 1995 America's Cup contender Young
America. Through his dedication and accomplishments, Kevin Mahaney
has contributed significantly to the sport of yachting beyond the shores of
Mount Desert Island.
The award is given, when merited, by the Executive Committee of the
Northeast Harbor Fleet to a member who has similarly contributed to the
sport of sailing in venues beyond those of Mount Desert Island.

FLEET NIGHT
2005
Fleet Night, now a tradition for Fleet families, was held at the Neighbor-
hood House in Northeast Harbor in July. The event is typically centered
with a guest speaker in a casual dinner setting. Our speaker in 2005 Kevin
Burnham had won the Silver Medal in the Barcelona games of 1992 and
the Gold Medal in 2004. After 30 years of campaigning for the Gold, his
Olympic dream became a reality. He holds the distinction of being the
oldest Olympian to win a gold medal in 2004 at the age of 47 and proved
that perseverance pays. His dream was chronicled in a dramatic slide pre-
sentation during which Fleet members passed around the Silver and Gold
Medals. As a 470 crew, his job is to create a winning strategy. His passion,
commitment, and humor provided all of us with an evening we will never
forget. Kevin's contagious enthusiasm was just the right inspiration for
sailors with visions of sailing triumphs, As members of the Fleet sail in the
waters of the Great Harbor or represent the Fleet in races elsewhere, we will
remember Kevin's words "Dreams do come true".

Summer 2005
Activity was up in 2005 by an estimated 50% over the summer of 2004.
40 boats participated at one time or another in 15 races sponsored by the
Fleet for a total of 180 boat starts. 3 boats get the nod for participation: Hal
Kroeger's Morris 52 Far Out, Tom Rolfes' J/105 Sidewinder and Henry
Brauers & Bob Johnstone's Tern competed in all races sailed.
To the traditional MDI Series of 4 Sunday races and the Downeast Race-
week series of 5 races, we added two Warm Up Races, two Shorthanded
Races, the end of season Far Out Trophy race as well as an expanded Fleet
role in the Hospice Regatta.
Of special note, the Tern crew of Henry Brauer, Bob Johnstone, John Telsey
and Courtney Chaplin was selected after their Hospice Regatta win to repre-
sent Maine in the National Hospice Championships in Annapolis next May
to be sailed in J/105s.
MDI Series: Thanks to the weather and Greg Wilkinson's persistence and
creativity not a single race was lost due to weather
although we came real
close on the last MDI race with postponements from noon until 2 PM before
finding an opening in the fog and wind in Somes Sound. Special recogni-
tion should also go to Tim & Jane Jenkins who volunteered, as non-Club
members, to run the MDI Series Races as Race Committee on Shearwater
Racing was supplemented by successful Sunday evening BYOBM Cook-
outs after the first two MDI races.
Once again this 4-Sunday MDI race program came right down to the wire,
again as in 2004, between Kaighn Smith's Swan 38 Gaylark(1,4,3,2) and
the Brauer/Johnstone combo in Tern (2,2,4,1). Tern won the clincher on
Somes Sound with a 3-generation, all-family crew: the Rear Commodore,
his 3 sons and 4 grandchildren.
Downeast Raceweek: A revised Downeast Raceweek with more group so-
cial activities (a KYC Dinner, an Islesford Dock Dinner and a BYO Cocktail
Party Raft-Up) was well received. With only 2 exceptions the reaction of

participants was, "Thanks, that was the best run DERW ever." And, "Our
crew had SO much fun that they pressured me to sign up for the entire week
in 2006, not just the Nevin Cup." This in spite of some crazy races due to
fickled winds.
Day 1, Sunday, August 7: The most glorious sailing day of the past cen-
tury was on tap for the opening race on Blue Hill Bay. After a short beat
toward Swan's Island, the fleet sailed downwind in a sparkling 10-15 knot
southerly.
First big decision was which way to round Bartlett's on the way to Black
Island off High Head. The winners chose the Narrows as the shortest route
with a boost from funneling winds. The 25 mile race offered a brisk beat
down Blue Hill Bay to Tinker's Island and a broad reach back up to Blue
Hill.
Jeff Becton's venereable Ohlson 41 yawl Ariana, Tern and Gordon Haa-
land's J/42 Eventyr were the overall winners. The fleet enjoyed a superb
welcoming dinner at the Kollegewidgwok Club House.
Day 2, Monday, August 8: Saw Blue Hill Bay up to its old tricks. The
start was delayed and moved south down the bay to Tinker's Island for
wind. The nice little breeze there was at the start managed to spread the
fleet out across the bay, with the southern pack looking like winners near
the Casco Passage. That area turned into a parking lot and the northern
group led by Bevin Cherot's Hinckley 44 Pequot, Alan Joseph's Taylor
42 Hot Numbers and Stocky Smith's Farr 44 Weather Gauge picked up
the breeze flowing over the Swans Island heat bubble, way over near Bass
Harbor. That intensified near Placentia Island and carried them all the way
out to the LI Gong and back into Bass Harbor to win the day.
Weather Gauge, Tern, Ariana and John Bell's J/42 Starlight were the 4
class winners of the NEVIN CUP based on cumulative corrected time for
the two races (Day 1 and Day 2). Weather Gauge took the Overall.
Day 3, Wednesday, August 10: After a Tuesday layday, the first day of
the Fleet August Cruise portion of DERW, saw more of the split fleet navi-
gational challenge, holes in the wind scenario on Blue Hill Bay.

The eventual overall winners including Weather Gauge, Newbold Smith's
Morris 48.6 Reindeer and Patrick Wilmerding's Morris 45 Firefly chose
wind speed over distance in taking the long route from Ship & Barges out
between Swan's Island; and Black Island en route to Duck Island, around
a set mark off near the entrance to Frenchman's then to Fleet Mark A near
Suttons. Give the losers credit for math scores in figuring out that the
shortest distance was the dogleg between the Gotts and Placentia. It was
dog slow.
Fortunately a wonderful dinner and trophy presentation at the Islesford
Dock Restaurant fortified everyone for the last two races, which were a
real struggle, testing Race Committee ingenuity, sailors patience and the
plans for getting the Fleet into Frenchman's Bay.
Day 4, Thursday, August 11: No air to speak of. What there was came
from all points of the compass. Race 4 started at NEHF Mark A, rounded
the Western Way Gong
then another fleet split around Greenings to
Somes Sound entrance buoy then out to Bunker's Ledge.
At one point on a stretch between Somes Sound and East Bunker's Ledge,
Tern was planing at 10+ knots under spinnaker and boats all around had
their sails hanging limp in no air. A helicopter puff! That's how silly it be-
came. Division III boats Ariana, Ed Tarbell's J/36 Breakaway and Henry
Bectons Sabre 38 Otter won overall. Burt Keenan provided his 83' Mo-
toryacht Acadia as the centerpiece of an 8 boat raft-up party. (See photo,
page 54)
Day 5, Friday, August 12: Greg Wilkinson found the only wind in Maine
on the last day. It was a small sliver between Suttons and Seal Harbor.
A short windward-leeward-windward to the Seal Harbor gong, then long
leg out the Western Way, having to decide which side of Suttons to go on,
to the finish at Long Ledge made for a long day. With the exception of
Breakaway the big boys dominated with the Maine Maritime's Sheerness
winning and David Rockefeller's and Rick Burnes' IMX 45 Cybelle filling
out the top 3.

Overall winner of the MAX Warburg Trophy was Weather Gauge with
Eventyr, Ariana and Starlight winning the other Divisions.
The IRC Handicap Rating system, administered primarily from London
UK, was tried out this year with mixed reviews. Response to a question-
naire sent all participating boats shows 60% preferring a return to PHRF in
2006, 13% would go either way, and 27% voted to stick with IRC another
year. A significant majority (75%) of those in the PHRF camp, prefer a
Time-On-Time approach similar to IRC. PHRF Time-on-Distance seemed
to favor the larger boats under summer conditions where wind holes caused
races to take more time than normal. IRC had some anomalies between
like boats and didn't look as kindly upon some of the older centerboard
cruising designs as we had hoped. In addition IRC cost about 5 times more
than the annual $30 PHRF fee. Net is that the fleet got an education in
handicapping systems and voted its preference for 2006.

THE 2005 FAR OUT CHALLENGE
The Far Out Challenge Trophy was put up by Hal and Carol Kroeger to
encourage creation of a season-ending event for the Cruiser Class. The
plan for 2006 is to have the Far Out Challenge be a Pursuit Race around the
Cranberries for all keel boats of the Fleet over 22' in length on the day after
the Annual Meeting.

The Taormina Cup
The Taormina Cup, awarded to the winner of the IOD August Series, was
presented to the Fleet by William S. Eaton in 1940. Captain Eaton won the
Cup in 1907 on the Annual Cruise of the Eastern Yacht Club, in the schooner
Taormina.

THE 80TH GEORGE DAVENPORT HAYWARD CUP RACE
The George Davenport Hayward Cup was given to the Northeast Harbor Fleet
in memory of its first Commodore. The race is a handicap event in which
all of the Fleet's traditional classes of keel boats are eligible to participate:
International One Design, J-24, Luders-16, A-boat, Mercury, and Bullseye
(wooden and fiberglass). The race course is a measured distance which all
classes must sail. The start is staggered such that the smaller boats start first,
and the larger boats start last. The first boat to cross the finish line wins.

The Red Gauntlet Challenge
KYC VS NEHF Team Race
Commodore Mike Chace originated the idea of a team race in the mid 1990s.
His recollections follow:
"I had met and came to admire a number of KYC sailors during the early days of
organizing Down East Race Week. In the midst of discussions regarding the DERW
cruising boat event, the idea of a team race in one-design boats developed, and came
to be called the "Red Gauntlet Challenge". The racing was started in my first year
as Commodore, and has continued each year since, alternating the venue annually
between Northeast Harbor (sailed in IOD's), and Blue Hill (sailed in Atlantics).
The first Red Gauntlet Challenge trophy, donated by me, was a workman's glove
dipped in red plastic and nailed to a rough board in keeping with the "Red Gaunt-
let" title of the series. It was to be presented to the winning club each year with a
bottle of Champagne, and a small can of paint so that the winning Yacht Club could
memorialize its victory on the plaque by inscribing their Club's initials.
Several years later, David Rockefeller, Jr, during his "Commodoreship", replaced
(upgraded?) that trophy with a mahogany trophy with outlines of sailboats, a move
that seemed to cement this event as an important part of both Yacht Club's annual
racing calendar. For a year or two both trophies were presented simultaneously."
During the summer of 2005, another spirited competition took place in the
waters off Northeast Harbor, with the host club succumbing to the visitors
from Blue Hill 3-2.

2005 Barton Eddison Race a Huge Success
The traditional Barton Eddison Race was held at the Fleet on July 21, 2005. More
than 85 sailors from 7 area sailing programs climbed into eleven International One
Design boats, along with boat owners or designated skippers, for an exciting after-
noon of racing. This race has become a showcase event for the Northeast Harbor
Fleet and Sailing School introducing the next generation to racing in a fun, relaxed
environment. Young sailors from sailing programs all over Downeast Maine are
brought together annually for an afternoon of fun and friendship on our beautiful
IODs.
Students and instructors from all the clubs drew boats names out of a hat to deter-
mine the crew for each IOD. This provided each boat with a crew of varying ages,
abilities and club affiliations. It allowed young sailors an opportunity to meet new
friends with common interests and to experience sailing on an International One
Design boat. The winds were light to moderate and a course was set just off the
entrance to Northeast Harbor. A dozen or more spectator boats came out to watch
and they were not disappointed. Eleven IODs with spinnakers set and kids at the
helm was a beautiful sight to see. Young sailors took turns performing the different
jobs on the boats. Everyone participated and had a great time. As boats finished,
they were greeted with a sign on the Race Committee boat saying, Great Race and
everyone agreed that it was.
The afternoon ended with a picnic and awards on the lawn at the Fleet. The winning
boat was Acontia with owner/skipper, Sandro Vitelli, on board. Northeast Harbor
was represented by Andrew Kimball on the winning boat. Thanks to all the IOD
owners/skippers who made this event possible. It is becoming an eagerly antici-
pated event for sailing school students from all parts of Downeast Maine. Check
the Fleet July calendar for the date of the 2006 Barton Eddison Race. Everyone is
invited to participate.

Commodore William Barton Eddison Trophy
W. Barton Eddison was the third Commodore of the Northeast Harbor Fleet, serving
in that capacity from 1928-1935. He is generally regarded as the individual who in-
troduced the Norwegian-designed International One Design (IOD) class of sailboat
to Mount Desert Island.
Each year the Fleet sponsors a race in his memory intended to introduce junior sailors
to the IOD class. Effort is made to structure the race as a traditional point-to-point
event, versus the more contemporary windward/leeward, "around the buoys" style
event. IOD owners, or their representative, are aboard their boats during the race,
but the juniors are encouraged to execute the sail trimming, and are frequently en-
couraged to steer.
Beginning in 2002, junior sailors enrolled in other area sailing programs were invited
to participate in the event. With this expanded pool of junior sailors, the format was
further modified to mix kids from different programs into the crews of each boat to
further enrich the social aspect of the event.
The Commodore William Barton Eddison Trophy was given to The Northeast Harbor
Fleet in 1983 by his children.

2006 Mercury Class Club Sailing Program
The Northeast Harbor Fleet owns 10 Mercury Class sloops, conveniently
located near the Club floats in Gilpatrick Cove, which are available to pre-
qualified Club members to use at no charge. Please take advantage of this
wonderful opportunity to sail in the Great Harbor area on these popular,
stable keelboats, by contacting Sara Wilkinson at the Club office to reserve
a boat.
Club Members may reserve one of these Mercury Class sloops for the fol-
lowing events:
One Design Class Races on Saturday and Monday afternoons at 1330 hrs.
Thursday evening Mercury Series at 1700 hrs

By Certificate of Organization of a Corporation under the general Law of
the State of Maine, the name of said corporation is:
THE NORTHEAST HARBOR FLEET
The purpose of the corporation is: A Yacht Club for the promotion of yacht-
ing as an amateur sport at Northeast Harbor in the Town of Mount Desert,
Maine and its vicinity.
BY LAWS
Article I - Membership
SECTION 1. Membership in the Northeast Harbor Fleet shall be
open to persons interested in yachting and shall be divided into seven classes,
namely: Honorary Members, Senior Members, Family Members, Individual
Members, Intermediate Members, Non-Resident Members, and Resident
Student Members.
The Executive Committee, or its designees may from time to time
elect eligible persons to one of the seven classes of membership. Candidates
for membership must be nominated and seconded for membership by Fam-
ily, Individual or Intermediate members in good standing.* The nominating
letters should be addressed to the Chairman of the Membership Committee,
The Northeast Harbor Fleet, P.O. Box 462, Northeast Harbor, Maine 04662.
A former member in good standing* may re-activate a lapsed membership
by application to the Chairman of the Membership Committee.
*"In good standing means that all dues, assessments and fees for current and prior years
have been paid in full".
HONORARY MEMBERS Honorary Members shall be such persons
as the Executive Committee may from time to time elect to Honorary Mem-
bership. Honorary Members are entitled to the full privileges of membership.
There are no dues or assessments for Honorary Members.
SENIOR MEMBERS A member who has reached the age of 80, and
who has paid dues for a period of 35 years shall not be required to pay further
dues and assessments. Annual dues and assessments for those members who
reach the age of 70 and who have been members for 25 years may be at a
reduced rate as set by the Executive Committee. Senior Members have the
same privileges as Individual Members.
FAMILY MEMBERS Any person or couple otherwise eligible for
membership may be elected to Family Membership of the Fleet.

Family Membership extends the privileges of membership without the
payment of additional dues or assessments to the children, grandchildren and
great grandchildren residing at the summer residence of a Family Member
who have reached their 6th birthday but not reached their 21 st birthday. Those
members may become Intermediate Members or Family Members when
they reach their 21s birthday without application by notifying the Chairman
of the Membership Committee and paying the dues for the desired class of
membership. Family membership is required when more than one individual
in a family unit consisting of a head of household, his or her spouse and or
their children desires to enjoy the privileges of membership.
INDIVIDUAL MEMBER - Any eligible person who has reached
his or her 30th birthday may be elected an Individual Member of the Fleet.
An Individual Member of the Fleet may become a Family Member without
application by notifying the Chairman of the Membership Committee and
paying the dues for that class of membership.
INTERMEDIATE MEMBERS - Any eligible person who has
reached his or her 21st birthday but not yet reached his or her 30th birthday
may be elected an Intermediate Member of the Fleet. Current Intermediate
Members may become Individual Members or Family Members when they
reach their 30th birthday, without application, by notifying the Chairman
of the Membership Committee and paying the dues for the desired class of
membership. Intermediate Members who wish to extend the privileges of
membership to their spouses and or children shall become a Family Member
of the Fleet.
NON-RESIDENT MEMBERS - A person who has been a member
of the Fleet for five consecutive years or more may become a Non-Resident
Member by notifying the Chairman of the Membership Committee.
Non-Resident membership is available to those who live more than 150
miles from the Fleet and do not spend more than five days on Mount
Desert Island during the period from July first to Labor Day. Non-Resident
Members have no voting privileges and are not entitled to participate in
fleet events or use the fleet facilities.
RESIDENT STUDENT MEMBERS - Available to persons who
are residents of Hancock County, who have reached their 6th birthday and
are enrolled as students in the Northeast Harbor Sailing School. Resident
Student Members are not entitled to voting privileges, and do not qualify as
the "Member on Board" in Northeast Harbor Fleet races, other than those
races conducted by the Northeast Harbor Sailing School. There shall be no

initiation fee for Resident Student Members.
GUESTS - The Northeast Harbor Fleet welcomes the crews and
houseguests of members when they are accompanied by the member and
abide by Fleet regulations. House guests may participate in the Adult and
Junior Sailing Program(s) of the Northeast Harbor Sailing School for a
period of up to one week, provided: 1. they are sponsored by the member;
2. there is space in the Program; 3. they meet such eligibility requirements
as the Fleet may from time to time have in effect for the programs, and 4.
they pay the applicable activity fees. Houseguests desirous of continuing
their association with the Fleet for more than one week shall apply for
an appropriate membership. The facilities and moorings of the Fleet are
restricted to use by members only, except upon invitation of the Fleet to
non-members participating in Fleet sponsored events.
INITIATION FEE - The Executive Committee may establish an
initiation fee that shall be paid by new Family and Individual Members of
the Fleet and those former members whose membership has lapsed for one
year. A newly elected former member who resigned from the Fleet in good
standing shall pay the lesser of the capital dues assessed during their leave
or one-half of the initiation fee established for the class of membership for
which they are elected
SECTION 2. Annual dues for the seven classes of membership
shall be set by the Executive Committee. Dues, assessments, and charges
are payable within 30 days of invoice. A member whose dues, assessments,
or charges remain unpaid on July 1 is subject to having his or her name
posted at the Fleet until outstanding invoices have been paid. A boat will
only be scored in a Fleet race or event once the outstanding dues capital
dues, charges and/or entry fees (if any) have been paid. A race entered prior
to payment shall be scored a DNS. Members whose dues, assessments or
charges are unpaid by August 31 will have their names dropped from the
membership rolls, and may be reinstated as members at the discretion of the
Executive Committee once their outstanding invoice(s) have been paid.
SECTION 3. To fund capital assets, the Executive Committee may
also assess the membership a sum in addition to the annual dues, capital
dues, but only upon notice to the membership of the purpose and need for
any such assessment. The assessments shall be limited to the Family and
Individual members and shall be in proportion to the annual dues for those
classes of members.
SECTION 4. Any member who shall have paid all dues, capital
dues and charges currently owed may resign upon written notice given to

the Treasurer. Upon termination of membership for any reason, a member
shall forfeit to the Fleet all the benefits and privileges of membership and all
right, title and interest in and to the Fleet and any of the Fleet's property.
SECTION 5. Membership shall not be transferable unless, in the
case of death of a member, the Executive Committee in its discretion shall
permit.
SECTION 6. A member may be expelled by a majority vote of the
Executive Committee or a majority vote of the entire Fleet Membership at
any duly convened meeting of said Committee or members of The Fleet,
for failure to comply with the articles of incorporation, by-laws, or any
duly adopted policies, rules or regulations of the Fleet, provided that ten
days written notice shall have been given to such member setting forth the
intention to propose his or her expulsion, the specific reasons thereof, and
the right of the member to appear and be heard in person or by counsel at
the meeting at which such expulsion shall be proposed.
Article II - Meetings of Members
SECTION 1. The annual meeting of members shall be held at
Northeast Harbor in the month of August or September in each year on
such day and at such hour and place as the Executive Committee shall
determine. Special meetings of the members may be called at any time by
the Commodore or by the Executive Committee or at the written request of
ten or more members.
SECTION 2. Seven days written notice, from the date of postmark,
of each meeting of the members shall be sent to each voting member. If
a meeting is adjourned, it shall not be necessary to give any notice of the
adjourned meeting.
SECTION 3. Each voting member, which shall include all members
except Non-Resident Members and Resident Student Members, shall be
entitled to vote at every meeting of the members.
SECTION 4. The election of officers shall be by ballot. A majority
of the votes cast at a duly organized meeting shall be necessary at all
elections.
Article III - Officers
SECTION 1. The Officers of the Fleet shall be a Commodore, a
Vice Commodore, a Rear Commodore, a Clerk, a Treasurer, a Chairman
of the Race Committee, a Chairman of the House Committee, Chairman
of the Membership Committee, a Fleet Counselor, and such other officers
and assistant officers as may be deemed necessary and advisable by the

Executive Committee.
SECTION 2. All officers shall be elected by the members of the
Fleet at the annual meeting and shall hold office from the first of October
following the election for a period of one year, or until their successors are
elected. Except as provided in Article VI, no person shall be eligible for
election to any office at the annual meeting unless nominated in writing
by five members and filed with the Clerk not less than five days before the
annual meeting. All such nominations shall be posted on the bulletin board
of the Fleet for five days preceding such meeting.
SECTION 3. Any officer may be removed by the Executive
Committee whenever, in its judgment, the best interests of the Fleet will be
served thereby, and the Executive Committee shall have the power to fill
any vacancies in any office, occurring for whatever reason.
SECTION 4. The duties of the Commodore, Vice Commodore,
Rear Commodore, Clerk and Treasurer, shall be those usually pertaining
the offices of President, Senior Vice President, Vice President, Secretary
and Treasurer, respectively. The Commodore shall be an ex-officio member
of all committees.
Article IV - Executive Committee
SECTION 1. The Executive Committee shall consist of the officers,
and of three other members appointed by the Commodore.
SECTION 2. The Executive Committee shall manage the affairs
of the Fleet, and except as otherwise provided by law, by the Charter or
by these By-Laws, and shall exercise all powers of the Fleet. Specifically,
but without limitation, the Executive Committee shall have the power and
authority to hire and appoint a Fleet Manager and Assistant Treasurer to
perform those duties assigned by the Executive Committee.
Article V - Race Committee
SECTION 1. The Race Committee shall consist of five or more
elected members and the Commodore and the Fleet Manager, as members
ex officio. The appointed members shall serve for the same term, as provided
by these By-Laws with respect to officers. Members of the Committee shall
notify the Chairman of the Committee prior to July First if they are unable
to be at Mount Desert Island for any part of the summer during which they
have been elected. The Race Committee Chairman shall fill any vacancies
which may occur for whatever cause, and may, at his/her discretion, at any
time during the summer when there are insufficient members of the Race
Committee present for the Race Committee to perform its assigned duties,

appoint additional members of the Race Committee.
SECTION 2. The management of all races shall be under the
direction of the Race Committee. All decisions of the Race Committee
shall be by a majority vote of its members present, except that in the case
of a tie, the Commodore shall cast the deciding vote, except as modified by
these By-Laws, or by Sailing Instructions applicable to specific events or
the general authority of the Race Committee as defined in the Racing Rules
of Sailing as adopted by the United States Sailing Association.
Article VI - Nominating Committee
SECTION 1. The Nominating Committee shall be formed each year
by the Commodore to nominate candidates for office. The Committee shall
consist of five members, selected in the following manner: Two members
shall be the most immediate past Commodores willing to serve, with the
most immediate past Commodore as Chairman. One additional member
shall be appointed by the current Commodore. Two other members shall be
appointed by the Chairman described above.
SECTION 2. It shall be the responsibility of the current chairman of
the Nominating Committee to determine the two past Commodores willing
to serve on the following year's Committee.
SECTION 3. The Committee shall nominate candidates for each
office each year.
SECTION 4. No candidate for office shall serve on the Nominating
Committee.
Article VII - Fleet Insignia and Flag
SECTION 1. The Fleet insignia shall be a symbolic compass with
the arrow pointing northeast. It shall be shown as in the attached diagram.
SECTION 2. The Fleet burgee shall consist of a red pointed flag,
the hoist to be two thirds of the length, with the Fleet insignia in blue of a
diameter equal to one third of the length centered equidistant from the two
longer sides of the flag and one third of the distance from the hoist to the
end of the flag; the space between the outer band and the central disk of the
insignia to be white.
SECTION 3. The members of the Fleet shall have the exclusive
right to fly the Fleet Burgee.

Article VIII - Fiscal Year
The fiscal year of the Fleet shall end on September 30.
Article IX - Amendments
These by - laws may be amended by the Executive Committee or by
the members at any regular or special meeting duly convened after seven days
written notice to the members of the Executive Committee or the members
of the Fleet as the case may be of that purpose; provided that within sixty
days after the amendments of these by-laws by the Executive Committee,
written notice shall be sent to each member.

Note 1 - Significant Accounting Policies
Nature of Activities
The purpose of The Northeast Harbor Fleet is to provide racing & cruising activities
serving 400 members in Northeast Harbor, Maine.
Income Recognition
The financial statements are presented on the accrual basis.
Use of Estimates
The preparation of financial statements in conformity with generally accepted
accounting principles requires management to make estimates and assumptions that
affect certain reported amounts and disclosures. Accordingly, actual results could differ
from those estimates.
Fair Values of Financial Instruments
The fair values of investments are based on quoted market prices for those
investments.
Cash and Cash Equivalents
All cash is held in liquid checking, money market or savings deposits. Deposits at
September 30, 2005 include $50,614 in excess of insured limits.
Inventories
Supplies and resale items are carried at cost, determined by the first-in, first-out
method.
Financial Statement Presentation
The Fleet adopted the provisions of Financial Accounting Standards No. 117, Financial
Statements of Not-for-Profit Organizations by restating net assets as of September 30,
1997. Statement No. 117 establishes standards for general purpose external financial
statements of Not-for-Profit Organizations and requires a statement of financial position,
a statement of activities, and a statement of cash flows.
Plant Assets and Depreciation
Plant and equipment are recorded at cost and are depreciated at rates calculated to
amortize the original cost over the useful lives of the respective assets on a straight-line
basis. It is the Fleet's policy to capitalize assets with a cost of $1,000 or more.

Investments - Clifton Dock Corporation
Northeast Harbor Fleet owns all the outstanding stock of Clifton Dock Corporation which
engages in waterfront service activities and is taxable as a C Corporation under federal
and state income tax rules. The Fleet furnishes to Clifton certain contract labor,
receiving $30,000. Clifton's book value was reported at $163,093 at September 30,
2005.
Investments
Investments are stated at fair market value and consist primarily of Mutual Funds and
Dreyfus Cash Management.

Income Taxes
The Fleet is a tax exempt entity under Section 501(c)(7) of the Internal Revenue Code
and, accordingly, is not subject to Federal income tax. However, the Fleet is subject to
Federal income tax on its unrelated trade or business income of $1,000 or more.
Interest income of $1,902 was taxable for 2005.

Note 2 - Receivables Due from Affiliates:
Receivables due from affiliates at September 30, 2005 were due from the following and
were all received by October 4, 2005:
Clifton Dock Corporation $30,000 for contract labor.
The Northeast Harbor Sailing School $5,500 for contract labor, $1,299 for
insurance and $7,500 for sale of boats.
