A Message from "FLAG" to The People of Europe 

A statment prepared by FLAG prior to the meeting of European Nations in Luxembourg. The statement outlines three points: 
1) While the hostages are American the principles of "diplomancy" and International law are being held hostage by Iran. The loss of diplomats would harm communications between nations. Could cause the loss of international institutions. 
2) Iran has historic ties with European nations through Iranian leaders receiving Western educations and living abroad. Europe need to see the hostage situation as a threat to the concept of diplomacy and their security at home. 
3) Will show the strength of alied nations in bad times, uphold the international organizations created after World War II, and that Western principles can overcome the threat of terrorism.  

There are annotations by Louisa Kennedy in the upper right corner of the first page and the back of the thrid page.
