Dear Mr. Hinch:
Yours of the 3rd instant has just come to hand. In
reply thereto would say that I have taken up the matter
with the Commissioner of Fisheries, and have requested
him to send you blank applications for the fish you de-
sire. When you have received the same, if you will fill
them out, according to the directions and forward them
to me, I will give them my favorable endorsements and
will in turn send them on to the Commissioner with an ur-
gent request for favorable action thereon.
