RE: Research Inquiry: re Charities Collection CC4
Dear Dr. Epp,
All we have are annual reports from the Society, annual reports that were written long
after Mr. Dorr's involvement. He is noted twice in lists reporting his involvement years
earlier in the Society. I would be happy to copy those and send them to you, but I don't
believe there is any other information that would help you answer your questions.
Would you like us to go ahead and do the photocopying.

Dear Donna,
Thank you for your resourcefulness in answering my inquiry regarding Mr. Dorr's role in
the Massachusetts Society for the Prevention of Cruelty to Children.
One additional question: Is it possible to photocopy the documentation for his role as
Treasurer (1880-81) and Director (1880-83) along with any companion documents that may
shed light on what responsibilities may have been involved with "official" designation.
You see, I am trying to figure out whether a financial donation alone may have led to
status or whether administrative activities were associated with the official role. Is
there any other point of access to information about this organization in its formative
years that you are aware of? I well recognize that this matters may be impossible to
fathom from the surviving record.
Please let me know what costs are associated with any photocopying and I will gladly
reimburse you.

Dear Dr. Epp:
Thank you for your inquiry about George Dorr.
While CC4 has few early records of the Massachusetts Society for the Prevention of Cruelty
to Children, I am pleased to tell you that later annual reports contain lists of earlier
officers. In the 1928 annual report I found the answer to your question.
George Dorr served as Treasurer of the Society in the year 1880-1881, and was Director
1880-1883.
If you have any other questions, please don't hesitate to contact me again.
Sincerely yours,
Donna Webber

HISTORY:
In 1874 a churchworker brought a case against the abusive mother of a child named "Mary Ellen". The on
could do this was to file her complaint under cruelty to animals statutes since there were laws punishing CI
animals but not cruelty to children. An immediate outcome of the imprisonment of Mary Ellen's mother W
organization in 1874 of the New York Society for the Prevention of Cruelty to Children. A similar society
in Massachusetts.
The Massachusetts Society for the Prevention of Cruelty to Children (MSPCC), a private charitable organ
incorporated on April 23, 1878, "for the purpose of awakening interest in the abuses to which children are
the intemporance, cruelty, or cupidity of parents and guardians, and to help the enforcement of existing la
subject, procure needed legislation, and for kindred work (p.15)."
For its first twenty-nine years the Society functioned as a part of the police force, by protecting children fr
cruelty and by prosecuting the offenders. In 1907 the Society's emphasis changed from legal to social aspe
punishment to prevention. The Society still prosecuted abusers, but reformation received the major empha
role, therefore, was to protect the child, and at the same time persuade the parents to establish and maintai
"respectable" home.
